RESOLUTION
RE: ACTION OF THE BOARD CONCERNING PERMIT FOR TEMPORARY ASSEMBLY
TO BOYD AND HELEN ARNOLD
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, Boyd and Helen Arnold, 28667 County Road 20, Keenesburg, Colorado
80643, have presented to the Board of County Commissioners an application for a Permit for
Temporary Assembly on land within the unincorporated portion of the County of Weld, State of
Colorado, to be held from 9:30 a.m., until 5:30 p.m., on August 13-14, 2011, on property
described as follows:
28667 County Road 20, Keenesburg, Colorado
80643; being further described as Lot C of
Amended Recorded Exemption #2363; being part
of the SE1/4 of Section 14, Township 2 North,
Range 64 West of the 6th P.M., Weld County,
Colorado
WHEREAS, said applicant has paid Weld County the sum of ONE-HUNDRED
DOLLARS ($100.00) for said Weld County Permit for Temporary Assembly, and
WHEREAS, the County Attorney recommended the applicants withdraw the application
and reapply at a later date, at which time the corresponding fee will not be charged for a second
time, and
WHEREAS, having examined said application, the Board deems it appropriate to accept
the applicant's request to withdraw the application for a Weld County Permit for Temporary
Assembly, and
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the application of Boyd and Helen Arnold for a Weld County Permit
for Temporary Assembly, be, and hereby is, withdrawn, to allow additional time to coordinate all
of the necessary responding agencies for a future event date.

Temporary Assembly Worksheet
The following recommendations are noted:
1. A contract needs to be supplied for the security agreement as stating how many
security personal will be provided for the event each day as well as duties and
assignments. A copy needs to be submitted to the Board of Commissioners.
2. Ambulance/EMT services need to be contracted and a copy of the contract needs to be
submitted to the Board of Commissioners. With the number of persons expected three
EMT's need to be on site
3. Traffic Control plan needs to be established with personnal directing traffic.
4. Landing Zone for Airlife needs to be coordined off in the event of a medical emergency.
5. Food/Water available for the duration of the event with a copy of the vending license of
contractor submitted to the Board of Commissioners.
6. Water needs to be available for the livestock.
7. Evidence of On-Call veterinarian or a veterinarian on site during the events.
8. Contract from Porta-Potties-Co., to include 2 porta-potties for women and 3 porta-potties
for men. Due to the number of persons expected.
9. Copy of the Proof of insurance or bond submitted to the Board of Commissioners.
10. List of events needs to be provided to the Board of Commissioners.
11. A "No Alcoholic Beverages permitted on premises" sign needs to be posted.
The property owner and the Sheriffs Office have collectively agreed to implement the following

concern)

• There is a pending violation case(ZCV10-00101), which was presented to the Board of County
Commissioners on October 12, 2010. This case was referred back to staff to keep open and
monitor for continued compliance.
• If additional events are desired, a Use by Special Review(USR) permit shall be required.

The Weld County Public Works Department has reviewed this proposal. Our requirements are as follows:
REQUIREMENTS:
1. No parking will be allowed on Weld County Roadways.
2. Approximately 500 vehicles will require parking on the property
3. Please submit a Traffic Control Plan (TCP) prepared by a certified Traffic Control Supervisor (TCS)
4. This area is not in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
5. Please submit an Incident Command Plan for the Office of Emergency Management.

SUBJECT: Temporary Assembly Permit for Boyd and
Helen Arnold
In response to your request, Environmental Health Services has reviewed the Temporary
Assembly Permit for Boyd and Helen Arnold, located at 28667 WCR 20, in Keenesburg,
Colorado.
After reviewing the application, the following is the recommendation made by this
Department:
1) Temporary hand washing stations should be located outside the portable toilets. We
recommend that there be one hand washing station for every two portable toilets
(provided the toilets are in close proximity to one another). If the portable toilets are
spread throughout the facility we recommend one hand washing facility per toilet.
2) As of August 6, 2011, the Department has not received any information on whether
food concessions will be available at the event (left message for Helen Arnold on
August 6, 2011, requesting this information). Please note that any vendor must have
a current temporary event retail food establishment license in order to sell food at
the event. In addition, a vendor application must be submitted to the Department
prior to the event.

Board of County Commissioners of Weld County, Colorado, Weld County Centennial Center,
