RE: ACTION OF BOARD CONCERNING WAIVER OF TEN-DAY WAITING PERIOD FOR
CONSIDERATION AND INVESTIGATION OF THE 2011 CHEMICAL HERBICIDES BID -
DEPARTMENT OF PUBLIC WORKS
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Department of Purchasing has requested waiver of the ten-day waiting
period for the 2011 Chemical Herbicides Bid for the Department of Public Works, Bid Request
No. B1100058, due to the short spraying season, and
WHEREAS, the Board of County Commissioners deems it advisable to waive the ten-day
waiting period for said bid.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado, that the ten-day waiting period for the 2011 Chemical Herbicides Bid for the
Department of Public Works, Bid Request No. B1100058, be, and hereby is, waived.
BE IT FURTHER RESOLVED by the Board that the low bids from each of the following
companies: Helena Chemical, in the amounts of $15,850.00 and $5,928.00; Agrium Advanced
Technologies (AAT), in the amount of $406.80; Van Diest, in the amount of $19,698.75; Winfield
Solutions, in the amounts of $587.10 and $1,290.80; and Frontier Fertilizer, in the amounts of
$2,496.10 and $1,216.80, be, and hereby are, accepted.
The above and foregoing Resolution was, on motion duly made and seconded, adopted by
the following vote on the 16th day of March, A.D., 2011.

Weed and Pest Division #B1100058
The Weld County Public Works Department/Weed and Pest Division requested bids for herbicides for the 2011 spray
season through MAPO (Municipal Assembly for Procurement Officials). The bids have been received and the low
bidder that meets County specifications with priority placed on local vendors has been identified for each item.
Over the year, local vendors have provided support by answering questions, checking on problems, providing
education and assisting with local presentations and workshops over the years.
I recommend we purchase the following chemicals at the prices shown from the low bid supplier identified below.

Explanation of costs for chosen products:
Perspective: Local vendors are at$70.04 per pound based on manufacturer requirements for the state of Colorado.
They have also supplied all of the technical information on the product and will be there if questions or issues arise.
Red River Specialties, Inc. from Shreveport, LA came in with a price of $69.92 per pound. At a 5 oz rate the
difference is .04 between the prices. I have not spoken with anyone local representing the company. Red River
Specialties has not provided any background information, education and other outreach services.
Explanation on Surfactant and Drift control requested products.
When the recommended use rates are calculated into the cost of the products expected cost per use breaks down as
follows based on 500 gal. daily water refill in each of the trucks:
Option 1
Guardian (all inclusive: drift, surfactant, pH adjustment): $17.51/gal. Use rate 2 quarts/100 gal. or
10 quarts/truck load =$43.80/truck load
Option 2
Compadre(drift control):$35.31/gal or$4.43/pint. Use at 1 pt/100 gal. roughly 5 pints/truck load =$22.15/truck load
Red River 90 (surfactant): 8.60/gal. Use rate 2 quart per 100 gal. 10 quarts/truck load = $21.50/truck load

Sahara vs. Moiave
Sahara has no smell and goes into solution readily. Price per pound: $9.88 per pound
Mojave smells like a cadaver and was more difficult to keep in solution. We used it one year. $8.80 per pound
Pendulum Aquacap
Winfield Solution price is$52.14 vs. Red River Specialties at$52. Difference in application is 0.14 per acre.Winfield
Solutions has delivered product to us over the last couple of years. Winfield Solutions has purchased Estes and is
part of Arkansas Valley Seed Company. Also local companies that have provided support and answers.
Hi-light Dye
We have tried the generic dye products and found we had to use more product to be able to have the same effect.
AAT is low bid for the name brand product at$33.90/gal. The generic formulations come in at$30/gal, $31.24/gal
and $35/gal.
I will try generics at least once to determine if they are compatible to the name brand product or not.
