i think .t am expressing the fe ling of all the Co mmission Members and
perhaps the basic reason why the name Rule Charter study was passed by the voters.
I realise that some of the fellor.'_ng rocconrnendatinns do not fall within the
catagory of 'Structueel ' changes, however, they are basic economic recommendations
that I feel should be discussed.

apereximately 11 million dollars to bring these Weld County bridges ,i_, to standard.

on a County Standard. In the past 10 years there has been a large number of County
bridges replaced with steel or concrete.

I do realize that, due to inflation and the increase in population that it
H requires more money to operate the County Government, however, I would like to
pint out that the 1969 total County Budget of 4)12,896,055 on a mill levy of 16.00
mills and based on 80,000 County Population 'By the Greeley Tribune' figures to
y161 .20 per County Capita in contrast to the 1775 County Budget of .,.37,6LL2,C47,
with a population of 110,000 by 'Greeley Tribune' figures to q,342,2^ per County
Capita or an increase of .4) .11 .20 per capita.
I would also like to point out that of the population increase of 30,000 in the
past 6 years would be living within the jurisdiction of the City of Greeley and
M / / 64I other incorporated Towns of the County and not in the County proper
I would submit that the small County population incrcese t:-culd not require any
significaht increase o1 County expenditures.

I. I an not o' osed to iederaf money coming into the County because of the
benefit to the local economy and because it. is our money coming back to us,
however, I am opp_osed to a small rederal contribution matching a large local
contribution In sone rederal-County joint programs the rederal has contributed
90A to County 1nA, in kind' to imelement a certain nrogrsm then each seeceeding
year the Federal Government to withdraw their funds with the expectations that
the respective Counties will increase their contribution annually and ultma+^ly to
fi.nf themselves f-rd .ng the major portion or all of the programs. I am not
saying that the m . r,� are not beneficial if the -eeule can afford them.
J.. I am in f^.vor or City--County grow-rth and I realize that growth requires
expenditures, however, extreme discreation must be exorcised in a growth
exnendi_ture relationship.
In summation I would urge and plead vitn all eldDted officials to hold the
line on County expenditures or rreferably reduce the expenditures. I feel
there are many areas where expenditures can be reduced particularly in the
new programs and Department area.
K. I believe that County Goverment should gear the expenditures to the County
income instead of the income to the expenditures.
I realize that this philosophy is contrary to d Uoverment but is certainly in
harmony with the County economy.

Opulat_on growth, also possible slow down in assesee..1 valuation growth, all
local agricultural products reduced from 30 to 50 ; i eol Estatc taxes will be
