I an not o' osed to iederaf money coming into the County because of the benefit to the local economy and because it. is our money coming back to us, however, I am opp_osed to a small rederal contribution matching a large local contribution In sone rederal-County joint programs the rederal has contributed 90A to County 1nA, in kind' to imelement a certain nrogrsm then each seeceeding year the Federal Government to withdraw their funds with the expectations that the respective Counties will increase their contribution annually and ultma+^ly to fi.nf themselves f-rd .ng the major portion or all of the programs. I am not saying that the m . r,� are not beneficial if the -eeule can afford them. J.. I am in f^.vor or City--County grow-rth and I realize that growth requires expenditures, however, extreme discreation must be exorcised in a growth exnendi_ture relationship. In summation I would urge and plead vitn all eldDted officials to hold the line on County expenditures or rreferably reduce the expenditures. I feel there are many areas where expenditures can be reduced particularly in the new programs and Department area. K. I believe that County Goverment should gear the expenditures to the County income instead of the income to the expenditures.
