SUBJECT: Bid Request Number B1100052 (Adult
Mosquito Surveillance)
The Weld County Department of Public Health and Environment recommends Colorado Mosquito
Control Inc., for bid request number B1100052 (Adult Mosquito Surveillance).
This bid is $2,347.68 more than the low bidder, OtterTail Environmental, Inc., who has provided service
since 2008.
BACKGROUND AND RATIONALE:
We received two bids in response to our bid request:
1. OtterTail Environmental, Inc. submitted a bid of$26,134.02
2. Colorado Mosquito Control, Inc. submitted a bid of$28,481.70
Rationale for not selecting the low bid is based upon poor performance by OtterTail Environmental, Inc.
during the least two years. Examples of poor performance include: A lack of quality assurance
procedures, poor quality control and lack of response to request for public health mosquito control
services.
Specific examples of lack of quality assurance procedures include:
• Erroneous mosquito surveillance data spreadsheets submitted to Weld County Department of
Public Health and Environment(WCDPHE)containing errors. These errors were identified by
WCDPHE staff, not by OtterTail.
• Submittal of mosquitoes to the Colorado Department of Public Health and Environment
(CDPHE) Laboratory late(not within 24 hours of trap retrieval as bid specifies page 7, #6).
• Submittal of mosquitoes to CDPHE Laboratory in different manner than requested. In an effort
to preserve funding staff requested that mosquitoes be submitted without being comingled(e.g.
comingle Cx.pipiens with Cx. erythrothorax from same zone/trap night in one pool up to 65
individuals).
• Equipment malfunctions occur with frequency increasing as number of trap nights are
decreasing.
• A field audit of trapping procedures uncovered numerous issues(traps set out after 6pm,traps
not set at all,traps set in wrong location,tape covering bait holes,traps set too close to ground).
This one night audit resulted in one week/24 invalid traps. At the request of WCDPHE,
OtterTail modified the resulting invoice to reflect this invalid data at a cost to them of$1,172.00.
• OtterTail was unavailable to provide mosquito control services upon request. Asian Tiger
mosquitoes(Ae. albopictus) were identified again in the same location previously identified in
Weld County. This represented a potential public health implication should the mosquitoes be
allowed to become established in the area.
*Note: The OtterTail price per trap night has increased $16.18 (from $48.83 to $65.01) or 33%from their
last bid(2009).

Re: Request for work session
It's the time of year when the Department takes bids and negotiates for our West Nile virus and
mosquito surveillance program. This year we are not recommending the low bidder due to prior
experience with the vendor. We are requesting a work session to discuss our recommendation and
the program with the Board. Unfortunately the item was placed on the Board's business agenda
prior to a work session; we've been asking for the item to be postponed until the work session can
be scheduled.
