Dear hr. ;;unhar,
As the Governance Committee Prepares its recommendations
to the fu3.1 charter commission, the Le: ,;ue of .,omen Voters
of Greeley-Yoh] County r.•oulz': like to commend your commit-
tee for its efforts towards better government for ',.e1d
County. The League cannot comment specifically on mgny
of the ideas that have come up during your discussions ,
but we can state a few general principles in which we
believe :
--efficient an❑ economical government requires the
clear assignment of responsibility, competent
personnel, adequate financing, coordination among
the different a-encie s and levels of government ;

--responsible government should be responsive to
the will of the people ;
--democratic government depends upon the informed
and active participation of its citizens.
To provide for "clear assignment of responsibility" ,
major power should rest with an elected legislative body
from which an executive is designated. Many persons have
suggested that the legislative body should be enlarged
from the current three , which could manifest mere "respon—
siveness to the will of the people" . The League cf ':;omen
Voters of Greeley—`„eld County cannot say how large the
Roard of County Commissioners should he to create this
responsiveness. As this commit Gee has been told, an

unsuccessful notion is virtually impossible with only
three commissioners. 3cc . u e a notion must be !:lade and
seconded to be discussed, some pro1`osals can never reach _
the floor for discussion. While this abuse may not occur,
different procedures to prevent it could be inve bt 1,.�atC_'d.
The League strongly favors appointment of citizen advisory
boards as a valuable technique for pro:hieiin g " informed
and active" participating citizens with the input they
can proviec. In the interests of hrevity as well as
forcing evaluation or some currant boeres , the charter
miejit read as folio',s :
The commissioners are charged with appointing
such advisory boards as are felt appropriate to
the guidance and oversight of certain county
functions . These boards shall be as representative
as possible, recognizing such factors as geography,
economics, sex, age , minorities , consumer interest ,
and such other guidelines for repro entation as
the commissioners deem appropriate.
The 13—point charge given to the Governance Committee is
broad and challenging. be wish you well in completing
this assignment.
