1j RESOLUTION RE: APPROVE CANCELLATION AND RELEASE OF COLLATERAL FOR USE BY SPECIAL REVIEW PERMIT#1677 - HIGH PLAINS DISPOSAL, INC. WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS, by Resolution dated January 14, 2009, the Board approved Use by Special Review Permit#1677, for High Plains Disposal, Inc., 601 South Main Street, Suite 215, Grapevine, Texas 76051, for an Oil and Gas Support Facility (Class II — oilfield waste disposal facility) on the following described real estate, to wit: Lots A and B of Recorded Exemption #4049; being part of the NE1/4 of Section 24, Township 3 North, Range 66 West of the 6th P.M., Weld County, Colorado, and WHEREAS, on February 1, 2010, the Board of County Commissioners of Weld County, Colorado, approved an Improvements Agreement According to Policy Regarding Collateral for Improvements (Public and Private) between the County of Weld, State of Colorado, by and through the Board of County Commissioners of Weld County, and High Plains Disposal, Inc.,with terms and conditions being as stated in said agreement,and accepted Performance Bond PRF08959471 from Fidelity and Deposit Company of Maryland, 1400 American Lane,Tower 1, 19th Floor, Schaumburg, Illinois 60196-5452, in the amount of$153,702.82, and WHEREAS, on September 8, 2010, the Board approved the partial release of collateral for the Improvements Agreement According to Policy Regarding Collateral and accepted replacement Maintenance Bond No. MNT08959471, drawn on Fidelity and Deposit Company of Maryland,to be retained for the one-year warranty period, reducing the amount of credit available for draw by Weld County to $23,055.42, and WHEREAS, staff from the Weld County Departments of Public Works and Planning Services have conducted a visual inspection and recommend the full release of said collateral, in the amount of$23,055.42.00. This report includes descriptions of, and geotechnical engineering recommendations relative to: • subsurface soil conditions • groundwater conditions • pavement design and construction • earthwork The recommendations contained in this report are based upon the results of field and laboratory testing, engineering analyses, and experience with similar soil conditions, structures and our understanding of the proposed project. SITE CONDITIONS The site is currently vegetated with weeds and grasses. Surface drainage is good to the east. The High Plains Disposal Site No. 2 is located along the southern side of Weld County Road 32, west of Road 37 near Platteville, Colorado. It is our understanding that Weld County Road 32 will be widened to accommodate trucks turning into and exiting the facility. PROPOSED CONSTRUCTION As we understand it, the project will consist of adding a tapered lane along the southern side of Weld County Road 32. The lane will extend approximately 350 feet on either side of the entrance to the High Plains Disposal site. SITE EXPLORATION A total of two test borings were drilled on September 4, 2009. The borings were drilled to approximate depths of 10 feet at the locations shown on the Site Plan, Figure 1. All borings were advanced with a truck-mounted drilling rig, utilizing 4-inch diameter solid stem augers. Macrum Building Systems Weld County Road 32 Improvements Northern Colorado Geotech Project No.c069.09 The borings were located in the field by pacing from property lines and/or existing site features. The accuracy of boring locations should only be assumed to the level implied by the methods used. Lithologic logs of each boring were recorded by an engineering geologist during the drilling operations. At selected intervals, samples of the subsurface materials were taken by driving split-spoon samplers. Bulk samples of subsurface materials were obtained from anticipated fill soil areas. Standard penetration measurements were recorded while driving a split-spoon sampler into the subsurface materials. The standard penetration test is a useful index in estimating the density of the materials encountered. Groundwater conditions were evaluated in each boring at the time of subsurface exploration. Laboratory Testing The samples retrieved during the subsurface exploration were returned to our laboratory for observation by the project manager. The soils were classified in general accordance with the Unified Soil Classification System. At that time, the field descriptions were confirmed or modified and an applicable laboratory testing program was formulated. Boring logs were prepared and are attached with this report. Laboratory tests were conducted on selected samples and are presented on the boring logs and attached laboratory test sheets. The test results were used for the geotechnical engineering analyses, and the development of foundation and earthwork recommendations. Selected samples were tested for the following engineering properties: • Water Content • Atterberg Limits • R-Value • Percent Fines SUBSURFACE CONDITIONS Soil Conditions Soils at the site generally consisted of silty sand to depths of 10 feet. Summary boring logs are attached with this report. Groundwater Conditions Groundwater was not observed in any test boring at the time of field exploration. These observations represent groundwater conditions at the time of the field exploration, and may not be indicative of other 2 Macrum Building Systems Weld County Road 32 Improvements Northern Colorado Geotech Project No.c069-09 times, or at other locations. Groundwater conditions can be expected to fluctuate with varying seasonal and weather conditions, and other factors. Field and Laboratory Test Results Field test results indicate that the sand soils vary from loose to medium dense in relative density. Laboratory test results indicate that the soils are non-expansive and should provide a relatively stable subgrade for the roadway improvements. DESIGN RECOMMENDATIONS Pavement Design and Construction The design of pavements for the project has been based on the procedures outlined in the 1993 Guideline for Design of Pavement Structures by the American Association of State Highway and Transportation Officials(AASHTO). Traffic criteria estimated by Lamp Rynearson included equivalent single axel loads (ESAL's) of 1,900,000 for Weld County Road 32. Local drainage characteristics of proposed pavement areas are considered to vary from fair to good depending upon location on the site. For purposes of this design analysis, fair drainage characteristics are considered to control the design. These characteristics, coupled with the approximate duration of saturated subgrade conditions, results in a design drainage coefficient of 1.0 when applying the AASHTO criteria for design. For flexible pavement design, a terminal serviceability index of 2.5 was utilized along with an inherent reliability of 80% and a design life of 20 years. Using the correlated design R-value of 40, appropriate ESAL/day, environmental criteria and other factors, the structural numbers (SN) of the pavement sections were determined on the basis of the 1993 ASHTO design equation. Use of materials meeting Colorado Department of Transportation (CDOT) Class 5 or 6 specifications is recommended for base course. 3 Macrum Building Systems Weld County Road 32 Improvements Northern Colorado Geotech Project No.c069-09 Aggregate base course should be placed in lifts not exceeding six inches and should be compacted to a minimum of 95% Modified Proctor Density(ASTM D1557). Asphalt concrete and/or plant-mixed bituminous base course should be composed of a mixture of aggregate, filler and additives, if required, and approved bituminous material. The bituminous base and/or asphalt concrete should conform to approved mix designs stating the Superpave properties, optimum asphalt content, job mix formula and recommended mixing and placing temperatures. Aggregate used in plant-mixed bituminous base course and/or asphalt concrete should meet particular gradations. Material meeting Colorado Department of Transportation Grading S or SX specification is recommended for asphalt concrete. Aggregate meeting Colorado Department of Transportation Grading G specifications is recommended for plant-mixed bituminous base course. Mix designs should be submitted prior to construction to verify their adequacy. Asphalt material should be placed in maximum 3-inch lifts and should be compacted to a minimum of 92% maximum theoretical specific gravity. Based upon the subsurface conditions determined from the geotechnical exploration, subgrade soils exposed during construction are anticipated to be relatively stable. However, the stability of the subgrade may be affected by precipitation, repetitive construction traffic or other factors. When unstable conditions develop, workability may be improved by scarifying and drying. Overexcavation of wet zones and replacement with granular materials may be necessary. Use of lime, fly ash, kiln dust, cement or geotextiles could also be considered as a stabilization technique. Laboratory evaluation is recommended to determine the effect of chemical stabilization on subgrade soils prior to construction. Lightweight excavation equipment may be required to reduce subgrade pumping. General Earthwork All earthwork on the project should be observed and evaluated by Northern Colorado Geotech. The evaluation of earthwork should include observation and testing of engineered fill, subgrade preparation, foundation bearing soils, and other geotechnical conditions exposed during the construction of the project. Site Preparation Strip and remove existing vegetation, debris, and other deleterious materials from proposed building and pavement areas. All exposed surfaces should be free of mounds and depressions which could prevent uniform compaction. Stripped materials consisting of vegetation and organic materials should be wasted from the site, or used to revegetate landscaped areas or exposed slopes after completion of grading operations. 4 Macrum Building Systems Weld County Road 32 Improvements Northern Colorado Geotech Project No.c069-09 If unexpected fills or underground facilities are encountered, such features should be removed and the excavation thoroughly cleaned prior to backfill placement and/or construction. It is anticipated that excavations for the proposed construction can be accomplished with conventional earthmoving equipment. The individual contractor(s) is responsible for designing and constructing stable, temporary excavations as required to maintain stability of both the excavation sides and bottom. All excavations should be sloped or shored in the interest of safety following local, and federal regulations, including current OSHA excavation and trench safety standards. Fill Materials and Placement All exposed areas which will receive fill should be scarified to a minimum depth of eight inches, conditioned to near optimum moisture content, and compacted. The placement of soils on the site should be observed by Northern Colorado Geotech. The fill should be assessed for suitability of use in the proposed fill and tested for placement including compaction percentage and moisture content. Engineered fill should be placed and compacted in horizontal lifts, using equipment and procedures that will produce recommended moisture contents and densities throughout the lift. GENERAL COMMENTS The analysis and recommendations presented in this report are based upon data obtained from borings performed to obtain representative subsurface conditions at the site. Variations in the soil between borings will occur. Northern Colorado Geotech should be present during construction to observe the excavation and construction procedures and confirm or modify our recommendations.
