WHEREAS, a public hearing was held on November 3, 1976, in the chambers of the Board of County Commissioners, Weld County, Colorado, for the purpose of hearing the petition of Colorado Interstate Gas, P. O. Box 1087, Colorado Springs, Colorado, requesting a special use permit for a natural gas compressor station located on a parcel of land in the Southwest Quarter of Section 34, Township 2 North, Range 67 West of the 6th P.M. , Weld County, Colorado, being more particularly described as follows: A tract of land, 220 feet by 180 feet, in the Southwest Quarter (SW4) of Section Thirty-four (34) , Township Two (2) North, Range Sixty- seven (67) West, Weld County, Colorado, more particularly described as follows : Commencing at the Southwest corner of the SW4 of Section 34, Township 2 North, Range 67 West; thence North 39 degrees 53 minutes East 1021. 49 feet to the place of beginning; thence South 89 degrees 49 minutes East 220 feet to a point; thence North 0 degrees 12 minutes West 180 feet to a point; thence North 89 degrees 49 minutes West 220 feet to a point; thence South 0 degrees 12 minutes East 180 feet to the place of beginning, containing . 909 acres, more or less. The building will be enlarged from the above figures to 30' x 88' . A study by the Engineering \\ Dynamics, Inc. states the noise level would be 79.5 dbAs at 23 foot distance. `' They stated however that there would be no problem getting the noise level �� down to 70 dbAs at the property line. There will be no flaring at this site v at all . This is a new site location but they are having to expand their application before it is ever built. II DEVELOPMENT STANDARDS: (1 ) The permitted use on the hereon described parcel of land shall be facilities for a natural gas compressor station as shown on the plans. Major facilities shall be limited to: (a) Two 225 horsepower natural gas engine'compressor units and auxiliary equipment. (b) One 30' x 60' prefabricated commercial building, which shall house the two 225 horse- ,power compressor units, (c) Two 650 horsepower natural gas engine/compressor PC 1,945 1. units and auxiliary equipment, and (d) a 30' x 44' addition to the prefabricated structure to house the two 650 horsepower compressor units. (2) The facility shall comply with all County and State Health Standards and regulations pertaining to air quality, water quality, noise emi ssion and sanitary disposal systems. The noise emission shall not exceed 70 dbA at the property line. (3) Upon termination of the operation of the compressor station, all facilities and structures shall be removed to 30" below grade. The site shall be reclaimed to a farmable state. (4) The Special Use Permit area shall be maintained in such a manner so as to prevent soil erosion, fugitive dust, and the growth of noxious weeds. (5) Access shall be limited to the one access off County Road 19 as shown hereon. (6) A buried 6' diameter by 5' high fiberglass tank shall be in- stalled to collect the liquids removed by the scrubber and any other liquid wastes which might be discharged by the compressors. These wastes shall be pumped out and hauled away to any approved disposal site. (7) Sanitary facilities shall consist of a self-contained portable toilet. The waste shall be pumped out and hauled away to an approved disposal site. (8) The Special Use Permit shall be limited to the plans submitted and governed by the development standards stated above and applicable Weld County regulations. Any changes to the plans and/or development standards shall require approval of another Special Use Permit before such changes shall be allowed. A discussion of the Tri-Area opposition took place. Mr. Lier was the previous owner of the land and explained that the land had never been farmed; crops raised. Tt was used as grassland land and a silage pit built in the area as the land was too shallow. Mr. Lier sold to the Vollmers 58.91 acres. The Vollmers intend to place a single family residence of a 2.2 acre parcel of this. Mr. Roy presented a petition of surrounding property owner approval for application. Mr. Vollmer explained that he intended to build a home on the 2.2 acre parcel and raise 4-H calves and the other 56 acres will remain as farmland, farmed by Craig Anderson. A discussion on the issuance of the building permit was held. Ms. McEver stated that if the building permit has been issued in error, they have the right of revocation. Mr. Vollmer stated that he bought his home after issuance of this permit. A septic permit was also issued. This determination was based on the fact that the additional compressor will be used only as a stand-by emergency compressor when another compressor failed to operate. It was our decision that this would not increase the impacts to surrounding land uses from the facility. However, it will still be necessary for you to obtain a building permit through the Building Inspection Department for the compressor and any additional housing necessary for the stand-by compressor. DESCRIPTION OF FACILITIES 1. Present Two (2) 225 horsepower natural gas engine/compressor units and auxiliary equipment for pumping 19 million standard cubic feet of natural gas from 600 psig to the pressure required to enter CIG's 22" Wyoming mainline 6 miles away (present maximum discharge 850 psig). These units are housed in a 30' x 60' prefabricated commercial building. This is a Federal Power Commission certi- ficated installation. 2. Future Because of increased drilling permitted in the field we plan to install two (2) additional 600 horsepower compressor units before the end of 1976. Any changes reducing or increasing the size of the installation will have to be certificated by the Federal Power Commission. Above increases are subject to approval by the Weld County Commissioners with additional sound studies. We expect a field life of three (3) years. B. J DRAFT DEVELOPMENT STANDARDS FOR SPINDLE COMPRESSOR STATION PURPOSE OF STATION: Amoco Spindle plant is under contract to Colorado Interstate Gas Company (CIG) to deliver processed gas to the meter run adjacent to their property at pressures not to exceed 600 pounds per square inch gauge (psig). This gas travels through a six inch line approximately twelve miles to CIG's 22 inch main line. Amoco Spindle has been delivering the gas up to 700 psig when the volumes are around 15 million standard cubic feet a day (MMSCFD). Because of increased drilling and larger production capability in this gas field the volume has increased from a maximum of 15 MMSCFD to 23 MMSCFD and is expected to increase more than 50 MMSCFD before the end of the year. This increase in volume coupled with CIG's requirement for higher mainline pressures to help in storage injection has caused Amoco's discharge pressure to rise above 700 psig. When this happens, Amoco must flare the excess gas which is a dreadful waste of natural resources. The CIG Spindle Compressor Station will pull Amoco's discharge back down below the 700 psig to stop the flaring. The first two small units are designed to handle the gas that is presently available (approximately 20 MMSCFD) . The two larger units tentatively plan for installation by the end of October and will pump an additional 40 MMSCFD. Because of the accelerated production of this field its life expectancy has fallen to three years. Our easement states that when CIG no longer used the site for a compressor station the easement terminates and the land will f be returned to the owner in the original conditon i.e. suitable for dry wheat farming. DESCRIPTION OF FACILITIES: The original installation will consist of two 225 horsepower (HP) natural gas engine/compressor units housed in a three (3) bay building, 30' wide by 66° long. The building is a prefabricated commercial Butler Building. Gas piping for these units is included at this facility. A scrubber is installed to remove any liquids intraned in the gas before it is compressed. A buried 6' diameter by 5' high fiberglass tank is installed to collect the liquid removed by the scrubber or any waste liquids such as lubricants or antifreeze that might be discharged from the compressors. There will be a self-contained Porta-John facility on the site. Both the portable toilet and the fiberglass sump tank will be pumped out and the material will be hauled away for disposal or recycling. The only utility on the site will be electricity for building and yard lights. Lights will only be used when personnel are working on the site. In October we expect to add two 600 HP units. This addition, . as well as the original installation is dependent upon the Federal Power Commission (FPC) Certifications. To add these new units we will add two new 22' bays to the existing building. The building will then be 88' long by 30' wide. No other facilities will be added other than piping for these units. These facilities will comply with all local, state and federal regulations. ./ OPERATION OF FACILITIES: We expect at least one of the 225 HP units will run 24 hours a day every day and the second unit will run at least 757 of the time. When the 600 HP units are added we expect the two 225 HP units will be spare and the large units will run as above (1 - 100%, 1-75%). One man will spend an hour each day on the site to inspect the operation. Other than this the units will run unattended. We expect one man to spend eight hours a month there to do minor maintenance on the units. We expect to have four men there for forty hours every two years to perform major maintenance i.e., complete overhaul of the units. ENVIRONMENTAL IMPACT: This operation is very small compared to the Amoco installation and with its proximity noise pollution cannot be detected by the local residents. This prediction is conservative because the sound levels estimated for the new White 8G825 engines are the highest predictable. Therefore, it is possible that the 70 dB (A) limitations will be achieved at a shorter distance. In either case, sound level measurements will be made by Engineering Dynamics, Inc. upon completion of the proposed compressor station additions, and, if necessary, further attenuation measures will be implemented to insure that the 70 dB (A) limitation is met. Additional sound control measures may include increases in the sound absorption materials inside the station, increases in the station structure, longer exhaust pipes, redirection of exhuast pipes and additional mufflers. All these steps are practical and could be implemented without undue expense. Applying this new emission level to the ambient level data collected for the previous report, the new 50 dB (A) contour will be at a radius of 530 ft. The new 40 dB (A) contour will be at 1, 350 ft. engineering dynamics inc i II. Impact of the Proposed Addition of Two Engines With the addition of the two engines, the installation of Maxim M-51 mufflers on all four exhaust and, treatment to in- crease the building attenuation by 5 dB, the 50 dB (A) radius is predicted to decrease from 850 ft to 530 ft and the 40 dB (A) radius is estimated to decrease from 1,700 ft to 1, 350 ft. Additional compressors are planned for the adjacent AMOCO facility and, because of this addition, noise control measures are planned to offset the increased noise due to the increase of equipment. This is to be detailed in a report to AMOCO by Dr. Robert Chanaud of Engineering Dynamics, Inc. which will be published at a later date. The net result of the additional equipment and the noise control measures at the AMOCO facility will be that there will be no change to the noise levels from the AMOCO plant. Thus, the AMOCO plant will still predominate, noise wise, over the CIG facility even when the two additional engines are installed . Sound level measurements will be made at the Compressor Station boundary line by Engineering Dynamics, Inc. following installation of the proposed facilities to the Colorado Interstate Gas Company Spindle Plant. General A. Environmental Noise Noise may be defined as unwanted sound. In discussing noise it is thus necessary to consider (1) sound sources and the re- sultant levels of ambient sound (the totality of sound existing at a receiving point) ; (2) the medium through which the sound is transmitted, generally air; and (3) the receivers of the sound and their attitudes toward it. B. Ambient Sound Levels Because sound is a wave phenomenon, its two principal character- istics are the amplitude and frequency of the sound wave; these relate respectively to the intensity and pitch of the sound. Other important characteristics to be considered in a discussion of ambient sound levels are the time duration and spatial exten- sity of the sound. There are various ways of measuring these characteristics of ambient sound ; those that are of importance in the consideration of environmental noise are discussed briefly below. Sound is a pressure fluctuation superimposed on the steady barometric pressure. The intensity of sound is related to the size (amplitude) of that fluctuation. The intensity of sound is generally measured in terms on the decibel scale (dB) , a logarithmic 1 cnginccring oyncmics, inc f scale in which each increase of 10 units represents a ten-fold increase in intensity level. For example, a moderately loud sound (dB 60 to 70) have 10 to 100 times the intensity of a quiet sound (dB 50) , while a very loud sound (dB 80) has 1000 times the intensity of a quiet sound . The frequency of sound is measured in cycles per second (hertz, abbreviated Hz) . Frequency of sound is important in environmental noise considerations primarily because humans do not hear all frequencies equally loud (sound of the same intensity but different frequency have different loudnesses to the human ear) . To accom- madate this difference, measurement devices are designed to measure intensity in a way similar to that heard by the human ear. In this case the intensity scale is referred to as the dB (A) scale; This scale is the one commonly used in measuring the sounds that make up environmental noise. Frequency of sound is also important because different frequencies have different transmission character- istics, low frequency sound generally carrying farther than high sounds. For example, an intense sound of very short duration may be less annoying (and therefore have less impact) than a less intense sound of longer duration; however, if the short-duration sound occurs repeatedly, it may become more annoying. Various ways have been devised to measure duration of sound , generally relying on percentile levels; that is, a certain dB (A) level of sound is said to occur or be exceeded a certain percent of the time, usually 10, 50, or 90 percent. These modes of occurances are referred to as L10, L50, and L90, respectively. More refined methods average these levels in terms of energy equivalence over a longer period of time, such as 24 hours, such a mode would be referred to as Leg24. A further refinement separates tha 24 hour day into daytime and nighttime periods, and weighs nighttime averages more heavily than dyatime averages, nighttime sound being thought to be more annoying. 3 ( -1 inineor !FAD < ynnics it lc This mode, the Day-Night Average Sound Level, is referred to as Ldn, and is widely used in assessing environmental noise. The spatial extensity of sound has a direct bearing on the number of people who will be affected by noise. This is largely a function of transmission of sound, which is discussed below. In general, noise is a very local phenomenon that does not extend beyond a mile or so from its source. C. Transmission To reach a receiver from a source, the sound waves must be transmitted through ,some medium. In this process, the sound level attenuates (decreases in amplitude) with distance traveled. In a so-called perfect medium, sound attenuates 6 dB for every doubling of distance from the sound, and 20 dB for every ten-fold increase in distance. In air, which is the medium through which sound would propagate from the proposed site to potential receivers, micrometeorological and ground conditions cause excess attenuation, that is, decreases in sound level with distance additional to those expectable in a perfect medium. Among air and ground that affect soui.d propagation are temperature gradients, wind gradients and direction, humidity, • vegetation, and topography. For example, upwind attenuation may be as much as 26 dB per distance-doubling, whereas downwind attenua- tion may be about 9 dB. Large stands of mature trees ( 0-50 feet 4 Ear uneerincJ dyu- mk it )( _ - - high and 100-200 feet in depth) may provide attenuation on the order of 5 to 7 dB to a receiver a few hundred feet behind them. D. Audibility If a noise cannot be heard it is inaudibly and, of course, has no adverse impact upon the receiver. Thus, one criteria for setting a measurable bound on noise is its zone of audibility, how far away from the source must one go before the source can- not be audibly detected. The range of audibility is dependent upon two factors; first the noise level of the source and second the normal existing noise in the area of the listener. In a noisy city a nearby noise source is covered-up (masked) by the amibent noise, on the other hand, in a very quiet rural area the noise can be heard at greater distances because the ambient noise level is much lower. 5 engineering cyncmcs Inc, II. Measurement and Analysis Methodology A Site Locations Sites I through IV are located at the N.E. , N.W. , S.W. , and S.E. corners of the compressor station property respectively. Site V is located near a residence 2000 ft east and 100 ft south of the facility. Site VI is located near a group of residences 2500 ft south and 1000 ft west of the facility. B. Measurement Methodology The acoustic measurements were taken with a statistical analyzer, General Radio Type 1945, and a z inch precision micro- phone and preamplifier. The system was calibrated with a General Radio Type 1562-A microphone calibrator corrected for altitude effects. A windscreen was used to reduce the effects of aero- dynamic turbulance upon the microphone and when the wind speed exceeded 10 mph the measurements were terminated and not resumed until the windspeed fell below 10 mph. Measurements were taken at the four corners of the planned site at an elevation of 1 m above the ground . The initial measure- ments showed a relatively high ambient sound level emiiiating from the Amoco Plant located to the immediate southwest of the planned site (ref. 1) . Analysis Methods The measured acoustical data was converted to statistical data by the processor built-in the statistical analyzer. It is from these data that a description of the existing sound environment is derived and when used with the data given on the noise emission properties of the planned compressor station the impact of the planned facility can be measured . Existing Acoustical Environment I The L levels at Sites I through VI are shown in Table I and I I the results show that the ambient level of the existing environment I I is quite high for a rural area, Leg values ranging from 59 dB (A) close to the Amoco Plant (Site III) to 51 dB (A) at nearby residences ; i (Site V) were measured. Impact of Planned Facility Upon Existing Acoustical Environment The planned facility will consist of a 30 by 66 ft compressor building which will house two Knight two-throw Compressors each driven by a Cat-G379N.A. 225 HP IC natural gas engines. The en- gines are to be equipped with maxim 8" - M31 exhaust silencers. The engines are quoted by the manufacturer to have the following noise emission levels: Mechanical Noise 86 dB (A) at 23 ft Exhaust Noise 99 dB (A) at 23 ft The maxim M31 muffler has the following attenuation: Freq-Hz Attenuation 63 20 125 25 250 24 500 23 1K 20 2K 18 4K 17 8K 17 If we assume the worst case condition of both engines operating unmuffled and the noise sources to be coherent then the sound pressure level at 23 ft would be doubled or 105 dB. Although the possibility of the noise from the two engine exhausts being co- herent is remote there is another phenomena where Lhe exhaust noise will periodically become coherent and a distant auditor will hear the rise and fall of the exhaust noise in a periodic pattern. This will occur when the engine speeds are not exactly equal. 11 ongineennc ciyr y IT Irs it �c Also assuming no excess attenuation, the sound pressure level as a function of distance from the compressor station for this con- dition will be as shown in figure I, curve A. Curve B shows the sound pressure level as a function of distance for the muffled engines. Again no excess attenuation has been assumed but co- herency of exhaust noise has. The mechanical noise from the two engines will be incoherent and therefore the sound pressure level will only increase 3 dB, a doubling of acoustic power. The engines will be inside of the compressor building which will provide a minimum of at least 10 dB attenuation. Curve C shows the sound pressure level for the engine mechanical noise as a function of distance. At the compressor station facility property line the sound pressure levels will be about 75 dB(A) . The dashed lines of curves A, B and C show the excess attenua- tion due to atmospheric absorption and it can be seen that close to the station, less than 200 ft, there is for all practical purposes no excess attenuation. Transforming the data of figure I to figure II which is a typographic map of the area noise con- tours can be plotted. The 50 dB (A) contour, which extends about 850 around the site, shows the area outside of which the facility would be in compliance with the Colorado Noise Law at night and 12 engincohng cyrcnics, Inc in a residential district. That law may be found in Article 25- 12 of the Colorado Revised Statutes 1973. The law provides that noise from "light industrial zones" must be 65 dB (A) or less at night and 70 dB (A) or less during the day (7am to 10pm) . If at some future date the surrounding property is zoned for residential use, then upon complaint, the plant will have to comply with the 50 dB (A) limit at 25 ft beyond the property line. This would re- quire about a 20 dB reduction in facility noise. However, such a reduction would not be measureable becaust the existing noise level from the adjacent Amoco plant would predominate and hold the sound level at about 55 dB (A) around the compressor station. Conclusions 1. The sound from the compressor station will be completely in- audible beyond 2000 ft around the facility to the north and east. To the south and west the sound from the facility will be masked or covered up by the sound from the existing Amoco facility. 2. Noise control measures are not required except for the mufflers on the engines and the location of the engines and compressor within the building as already planned. 3 . The Amoco facility is a larger sound source and would have to be silenced before any noise control measures would have to be applied to the compressor station. 4. That the undersigned, hereinafter called First Party, whether one or more, in consideration of the sum of Ten Dollars ($10 .00) and other good and valuable consideration in hand paid by COLORADO INTERSTATE GAS COMPANY, a Delaware corporation, hereinafter called Second Party, the receipt of which is hereby acknowledged, does hereby grant, sell and convey unto said Colorado Interstate Gas Company, its successors and assigns, the right, privilege and authority to construct, operate and main- tain field compressor station facilities, natural gas metering and regulating facilities, gas odorization facilities, natural gas pipelines, and other related facilities for use in connection with second party's natural gas pipeline system on the following described property situate in the County of Weld, State of • Colorado: A tract of land, 220 feet by 180 feet, in the Southwest Quarter (SW4) of Section Thirty-four (34) , Township Two (2) North, Range Sixty-seven (67) West, Weld County, Colorado, more particularly described as follows : Commencing at the Southwest corner of the SW4 of Section 34, Township 2 North, Range 67 West; thence in an Easterly direction with and along the South property • line of said SW4 of Section 34, 660 feet to a point; thence North 786.1 feet to the place of beginning; thence South 89 degress 49 minutes East 220 feet to a point; thence North 0 degrees 12 minutes West 180 feet to a point; thence North 89 degrees 49 minutes West 220 feet to a point; thence South 0 degrees 12 minutes East 180 feet to the place of beginning, containing .909 acres, more or less . First Party further grants unto said Colorado Interstate • Gas Company the exclusive use of the surface of the above described property for the purposes stated above, together with the right of ingress and egress to and from said facilities for the pur- pose of maintenance, replacement, repair and operation and the • - 2 - right to fence the above described tract of land. All structures equipment and machinery (including but not limited to engines, compressors, . control panels, gas scrubbers and all related equip- ment, piping valves, fittings, foundations, structural supports etc. ) placed upon said premises by Second Party or at Second Party' s direction or for the Second Party' s benefit shall remain the per- sonal property of Second Party or those making said structures, machinery and equipment available for second party's benefit, and shall be removable at any time and from time to time shall be removed therefrom at the expiration of this grant. Second Party by the acceptance hereof agrees as follows: 1. All ingress and egress by Second Party to and from the described property shall be strictly confined to the existing road along the North side of the Amoco Production Company tract located in the said SW1/4, Section 34, Township 2 North, Range 67 West, Weld County or such other existing road right of way located on the property of First Party in said SW1/4. 2. Second Party shall construct and maintain a good and sufficient fence around all facilities constructed and placed on the described property. Second Party shall keep the weeds cut on its property and two (2) feet outside its fence in a proper and sufficient manner in conformity with surrounding agricultural practice. 3. Any structure erected on the described property by .
