Description of Proposed Use: This USR application is referred to as the Frederick Compressor Station application and is from Kerr-McGee Gathering-a part of Anadarko Petroleum Corporation. Anadarko/ Ken McGee operate 4,853 oil and gas wells in the Denver-Julesberg (DJ) Basin with the vast majority being located in Weld County, Colorado. All of these wells produce varying amounts of natural gas and residual oils that need to be routed to a pipeline through a number of compressor stations in Weld County. A compressor station helps the transportation process of natural gas from one location to another. Natural gas, while being transported through a gas pipeline, needs to be constantly pressurized in certain distance intervals (from 40 up to 100 miles). The gas in the compressor station is pressurized by special turbines, motors and engines. A schematic drawing indicating the flow of gas through various equipment at a compressor station is in the • Appendix. This application addresses the expansion of one of the existing compressor sites owned by Ken-McGee Gathering in Weld County. The site is approximately 49 acres in area and is located on the southeast corner of Weld County Road 19 and Weld County Road 10. It is currently zoned Agricultural and surrounded by Agricultural zoned properties. Previously this site was granted a USR Permit from Weld County. The original case number is USR 428 and was approved in June 2008. The operation outlined in this application does not necessitate or propose expansion of the land area of the 49 acre site. The proposed compressors and associated equipment will fit on the existing parcel. The existing equipment on site includes but is not limited to: • 120 foot tall radio tower • Small office/warehouses • Engine building • Air compressor building • Meter buildings • Gas Compressor Buildings • Vessels and tanks • Receiving and Launching facilities • Emergency generators • Separators • Frederick Compressor Station aria AmUSR-428—Weld County SEI,INE Anadarko Petroleum Corp. • Anadarko is proposing the following most noteworthy equipment: • 8 Compressors with buildings • 2 Separators • 3 Slug Catchers • Back-up generator to serve the existing southernmost compressor site • Other equipment shown on plan sheets Please see the Site Plan in the Appendix for a more detailed layout and list of existing and proposed equipment. The existing and proposed compressors on site operate 24 hours a day, 7 days a week, 365 days a year. However, the station will automatically adjust to run only those engine- compressor sets needed to handle the volume of gas flowing through the pipeline on any given day and hour. There are four access points for this compressor site. One off of unimproved and unmaintained WCR 10 and the others off of County maintained WCR 19. The northern most entrance off of WCR 19 is the primary entrance to the site. All four access points will remain. Consistency with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan Comprehensive Plan Consistency The Weld County Comprehensive Plan addresses goals and policies for agriculturally zoned properties, oil and gas deposits, as well as environmental pollutants that the compressor site may emit. The Comprehensive Plan also addresses the presence of oil and gas deposits in the County and encourages the extraction of oil and gas resources that conserve the land and minimize the impact on surrounding land and the existing surrounding land uses. The proposed increase of compressors on this site also conserves land by eliminating the need for an additional separate compressor site elsewhere in Weld County. 3. Consistency with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. • Frederick Compressor Stationarta 6 AmUSR-428-Weld County t. SELINE Anadarko Petroleum Corp. Section 22-2-10 (D) emphasizes the extraction of natural resources as an important part of the economy of the County. Adding compressors to this site contributes to the expansion of the county's industrial economic base by providing increased capacity to an essential function in the production of natural gas in the County. Oil and gas facilities are allowed as a use by right in the A (Agricultural) Zone District. However, oil and gas support and service operations such as a Compressor Site require the approval of a Use by Special Review Permit. 4. Surrounding Uses and Compatibility with surrounding uses. The Frederick Compressor Station has a variety of different land uses surrounding it. To the north there is an oil and gas office/storage yard owned by a different company. To the east and south there are single family houses on large agricultural properties and to the south is an indoor horse arena and two single family homes. To the west there are also large agricultural properties with a few single family houses. Consideration has been taken to ensure that the Frederick Compressor Station continues to operate in a manner that is compatible with existing and planned uses in the area. The compression, treatment and processing of natural gas produced in Weld County is a necessary component of marketing this valuable resource. Providing the required treatment will not only foster the development of an important economic base but will also contribute to the convenience and general welfare of the residents of the County. The station contributes to the County's tax base with little or no adverse impact in terms of additional • roads or other governmental expenditures. In addition, with recent technology, the new compressors and buildings generate fewer noise decibels than the existing compressors on site. It is expected that the new equipment will operate at a lower decibel level at the property lines. 5. Describe the following: a. Number of people who will use this site There is only one permanent employee assigned to this site. The site is also visited by different contractors that check the equipment on a weekly basis. These contractors are typically not on site for longer than one to two hours at a time for inspections. The site has its own water well and septic system. There is a bathroom on site with running water. The site is also monitored 24 hours a day 7 days a week by the computers at the company's gas control centers in Brighton and Denver. b. Number of employees proposed to be employed at this site Besides the assigned employee, there are no additional full time personnel that will be employed at the Frederick Station with the proposed expansion. Hours of operation The compressors on site run 24 hours a day 7 days a week based on demand. Trucks usually will only come to the site during the hours of 8 am-5 pm unless there is an emergency. The employee on site is scheduled from 7 am to 5 pm, Monday thru Friday. d. Type and number of structures to be built on this site Following are photos of the existing equipment at the Frederick Compressor Station. Also included is a photo of the proposed wireless tower and shelter. Type and number of animals There are no animals on site. f Kind of vehicles that will access this site and how often The Anadarko employees coming on site drive a company pick-up truck. The contractors typically drive either personal vehicles or standard 4x4 trucks. Refer to Section 4: Traffic for more detail. g. Fire Protection The Fort Lupton Fire Protection District provides fire protection to this area. A referral packet will be sent to the District by the County. Once an approval letter is received it will be placed in the Appendix. h. Water source on the property This site is served by a well. The well permit is on file with the County and a copy is included in the Appendix. i. Sewage disposal system A septic system for this site was installed in the early 1980s. There is a restroom on site with running water. The permit is included in the Appendix. j. Storage or warehousing • There will be small storage buildings on site that will store small equipment associated with the compressors. There is no outdoor storage. 6. Proposed Landscaping There is no existing screening and no additional landscaping is being proposed with this application. 7. Reclamation procedures Should the Compressor Site no longer be needed by Anadarko, all equipment will be removed and the ground re-graded to accommodate agricultural uses. 8. Storm Water Drainage The proposed site of the new compressors is relatively flat and will be surfaced with gravel. Based on the negligible increase of storm runoff associated with the proposed improvements a storm water drainage plan has not been requested by the County. Please refer to the drainage memo in the Appendix for a summary of the existing and proposed drainage conditions. A water quality capture feature (WQCF) is required on site. An existing onsite low point will be improved to capture the storm water and hold contaminants. The water quality feature will be sized utilizing the equations listed in Volume 3 of the UDFCD Criteria. Final engineering design will be completed prior to construction. 9. Construction Period Construction of the 8 new compressors is anticipated to commence soon upon approval of this requested USR. 10. Waste Handling Plan Anadarko has a Waste Handling Plan (Plan) for each of their compressor sites (See Appendix). These plans are used to project the quantities and types of waste that will be generated through operation of the Frederick Compressor Station (Facility) and to detail the management and disposition of this waste. The Plan further outlines the operational chemicals that will be stored on-site and may require future disposal. The objective of the Waste Handling Plan is to ensure waste generated at the Facility is managed in accordance with all Local, State and Federal regulations. Additionally, the Plan identifies operational chemicals used or stored on site requiring specific disposal pathways. Kerr-McGee/Anadarko personnel are trained annually with regards to proper Waste Management practices. • This facility is currently and will continue to be serviced by Waste Management for solid waste removal. A small dumpster is located next to the small employee buildings. The following materials are expected to be stored at the Facility to support operations, and have specific disposal requirements: • 1-180 bbl lube oil storage tank(in secondary containment) • 1-500 gallon mineral spirits storage tank (in secondary containment) • 2-500 gallon diesel storage tank (in secondary containment) • 2-500 gallon lube oil storage tank(in secondary containment) • 1-dumpster for municipal waste • 1-roll-off for municipal waste All liquids are managed and disposed/re-cycled by Mesa Oil. The municipal waste dumpster is managed and disposed of by Waste Management. The dumpster is emptied either weekly or every two weeks and the roll-off is emptied on a call-out basis. Non-routine waste (e.g. spills or releases) will be managed in accordance with Kerr-McGee's Emergency Response and Oil Spill Contingency Plan. Spills, as appropriate, will be reported to the proper regulatory agency(s). Additionally, a site-specific Spill Prevention Control and Countermeasure (SPCC) Plan has been developed to outline appropriate actions to be taken in the event of a spill or release. The SPCC Plan in conjunction with the Emergency Response/Oil Spill Contingency Plan will ensure that all appropriate response actions are taken and that all waste will be handled in accordance with applicable rules and regulations. Frederick Compressor Station t 12 h.AmUSR-428—Weld County SELINE Anadarko Petroleum Corp. • Both documents are written in accordance with requirements set forth by the Environmental Protection Agency. Regarding a motor vehicle oil leak (potentially during construction), Anadarko standard operating procedures are to dig up the contaminated soil and ship it to the Ault Waste Management Facility or other similar facility. Anadarko then tests and analyzes the remaining soil to be sure it is clear of all contaminates. Once that is completed, Anadarko back fills the previously contaminated area. All waste is either piped out of the site or removed by truck. The expanded capacity at this site will require a larger "dump" line to send petroleum products to treatment sites. The proposed line is expected to be a 12" diameter steel line. Please refer to the plan set for the approximate alignment. Also, please find the Waste Handling Plan for this specific site in the Appendix. 11. Dust Abatement Plan Operations Phase Vehicle speeds on unpaved roadways and in on-site areas will be restricted in order to reduce the amount of dust generated. Unpaved roadways will be limited to 15 miles per hour (mph). On-site areas will be limited to 10 mph. Unpaved roadways will be treated with water or a chemical dust suppressant as needed to minimize fugitive dust emissions. When possible, on-site vehicles will park in designated areas only in order to reduce areas • where dust may be produced. Construction Phase Vehicle speeds in construction areas will be restricted in order to reduce the amount of dust generated. Construction areas will be limited to 10 mph. Construction areas will be treated with water or a chemical dust suppressant as needed to minimize fugitive dust emissions. When possible, on-site vehicles will park in designated areas only in order to reduce areas where dust may be produced. Existing public and private roadways will be used for access during any construction phase wherever possible. A stormwater management plan will be utilized (as appropriate) to mitigate soil erosion during any construction phases. Disturbed areas will be minimized during any construction phases. Operation Standards NOISE CONTROL: The operation of the Compressor Station shall comply with the noise standards enumerated in Section 802 of the COGCC Amended Rules 2008. Noise is emitted from the Compressor sites. It is anticipated that the addition of the proposed equipment will actually have decreases in noise emissions. Additionally, the rural nature of these sites is preferred to mitigate the effects of noise emissions on the surrounding property owners. Buildings are proposed to enclose each of the compressors. These buildings further mitigate noise emissions and will be quieter than the existing compressor units on site. AIR AND WATER QUALITY: All activities will be in compliance with the permit and control provisions of the Colorado Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. No waste water will be discharged within the site. All water and waste is carried by vehicle or pipeline off the • site. LIGHTING: Lighting on the site will be downcast and shielded lighting will be provided on the proposed building. There is an existing pole light near the gate as well. Lighting is for nighttime and emergency work only. Any source of lighting on the site shall be shielded so that light rays will not shine directly onto adjacent properties where such would cause a nuisance or interfere with the use on the adjacent properties. In addition, neither direct nor reflected light from any light source on site will create a traffic hazard to operators of motor vehicles on the adjacent access road. WEED CONTROL: The compressor site will be kept free of weeds; rubbish, and other waste material. The area shall be treated if necessary and as practicable to prevent invasion of undesirable species and noxious weeds. • Frederick Compressor Station ��� 15 AmUSR-a28—Weld County SELINE Anadarko Petroleum Corp. • 3. Required Permits Weld County: An Amended Use by Special Review Permit is required to be approved by the Board of County Commissioners prior to construction of this facility. Ken McGee/Anadarko will submit any additional permits necessary for county approval prior to the commencement of construction on site. Fort Lupton Fire Protection District: The Site Plan and Special Review Use Application will be referred to and reviewed by the Fort Lupton Fire Protection District. Approval of the plans is expected. A letter from the fire district regarding this proposal will be added to the Appendix once it is received. Oversize Load Permits: If necessary, oversize load permits will be obtained prior to moving any new equipment onto the site. Access Permits: • Access Permits and traffic plans will be submitted as part of this application. The submitted access application is in the Appendix. • Frederick Compressor Station 16 AmUSR-428—Weld County a' ' MA5ELINE Anadarko Petroleum Corp. • 4. Traffic The addition of 8 compressors to this site is not changing the access in any way. The primary access to the site is and will continue to be off of WCR 19 just south of WCR 10. WCR 19 is currently utilized primarily by company and contractor pick-up trucks going to and from the processing facility and neighboring oil and gas business, as well as farm vehicles, and area residents. On a semi daily basis one semi-truck comes to the facility to remove oil. At the time of this application, no traffic data was available from the Weld County Public Works Department for WCR 19. The proposed expansion to the compressor station will not increase area traffic from the current traffic that accesses the site. CONCLUSIONS Based on the existing utilization of WCR 19 and the lack of additional daily trips that the proposed activities will generate, it does not appear that approving the proposed use would be detrimental to the safety or welfare of the motoring public in Weld County. 5. Fire & Emergency Response • There is adequate provision for the protection of the health, safety and welfare of the inhabitants of the neighborhood and the county. All roads leading to and those in the site area will be designed and maintained to support fire apparatus. A turnaround may be constructed as necessary to accommodate fire apparatus. In addition to the above-referenced rules and regulations, Anandarko is also subject to COGCC Rule 6064 pertaining to Fire Prevention and Protection. Anadarko has support personnel in the field or on call at all times to provide technical assistance in fire prevention and elimination. Approved b pp Y PP by • • BASELINE A SELINE ENGINEERING GREELEY c �enginc. ru,g corporation 71011"' AVE, #105-970-353-7600 M e mo To: Weld County Public Works Department From: Rick Behning, PE Date: September 9, 2011 Re: Frederick USR—General Drainage Overview Introduction/Overview This memo is intended to serve as the site drainage overview requested by the Public Works Department for the above referenced project. • Baseline is processing a USR application for a parcel general described as that part of the west half of the NW quarter of Section 15, 1N,67W, lying north of the Bull Canal.Currently,this parcel consists of a compressor site for the Kerr McGee/Anadarko gas gathering system (being expanded) and another compressor site on the south end of the parcel (not be expanded at this time). Additional demand on the system has required the upgrading of several compressor sites, including this one. The proposed and future equipment to be within the existing fenced in boundary in the north half of the parcel. No on site storm water detention or water quality facilities exist or are proposed in this application. Existing Site Description The existing site is situated in the northwest corner of Section 15 and is bounded to the north and west by WCR 19 (asphalt) and WCR 10 (unmaintained gravel). The surrounding land consists of a mix of residential, commercial, and agricultural land. The subject parcel slopes generally from the north to the south at approximately 1.4%. The southerly boundary of the site is the Bull Canal. Surface runoff currently channelizes in a shallow channel and eventually discharges into the canal. The existing site has minimal impervious surfaces consisting of one compressor building,several small storage shed sized buildings, and several tanks. The site has gravel roads to accommodate access, gravel work areas surrounding the existing equipment, and the balance of the site consists of native grasses and plants. There are several small steel culverts on site that allow storm water flow to run under the existing access roads at locations where onsite flows accumulate. Offsite runoff from the commercial and residential properties to the north are routed through the site through shallow access road side swales and the afore mentioned culverts. No apparent drainage issues were discovered during our site visit. • 1 • Proposed Site Description Under proposed conditions the majority of the site will remain unchanged.The proposed equipment will be installed mainly within existing gravel work areas. The site grading will be minimal to allow for vehicular access across the site and for relatively flat compressor pads. The proposed improvements include several new compressor units that will result in the addition of a negligible amount of impervious area. These surfaces will drain onto the adjacent gravel work areas and roads and then filter through the adjacent native seeded surfaces before leaving the site. The gravel and native seeded areas will allow for frequent rainfall events to infiltrate the soils to provide basic water quality value. Proposed improvements that will contain produced fluids will have containment berrns constructed around them to prevent accidental spills from entering the surface water system. Vehicle tracking control pads will be installed and maintained through the life of the site to prevent debris from being tracked onto County roadways. Conclusion The existing and proposed site conditions have been considered as they relate to storm water drainage and offsite flows. The proposed improvements are anticipated to generate a negligible amount of new runoff and therefore no new drainage improvements are proposed. Additionally, the overall drainage patterns will be unaffected by the proposed expansion. • • • Page 2 • WASTE HANDLING PLAN KERR-McGEE GATHERING LLC FREDERICK COMPRESSOR STATION 3988 Weld County Road 19 Section 15, Township 1 North, Range 67 West Weld County, Colorado • Prepared by: Kerr-McGee Gathering LLC Prepared for: Weld County Department of Public Health & Environment, Environmental Health Services Division September 8, 2011 0 Kerr-McGee Gathering LLC Waste Handling Plan Frederick Compressor Station September 8, 2011 • Purpose The purpose of this Waste Handling Plan (Plan) is to project the quantities and types of waste that will be generated through operation of the Frederick Compressor Station (Facility) and to detail the management and disposition of this waste. The Plan will further outline the operational chemicals that will be stored on-site and may require future disposal. Objective The objective of this Plan is to ensure waste generated at the Facility is managed in accordance with all Local, State and Federal regulations. Additionally, the Plan will identify operational chemicals used or stored on site requiring specific disposal pathways. Kerr-McGee personnel are trained annually with regards to proper Waste Management practices. Chemicals Stored On Site The following materials will be stored at the Facility to support operations, and have specific disposal requirements: • • 1 - 180 bbl lube oil storage tank (in secondary containment). • 1 — 500 gallon mineral spirits storage tank (in secondary containment). • 2 — 500 gallon diesel storage tank (in secondary containment). • 2 — 500 gallon lube oil storage tank (in secondary containment). • 1 —dumpster for municipal waste. • 1 — roll-off for municipal waste. Waste Disposition All liquids are managed and disposed/re-cycled by Mesa Oil. The municipal waste dumpster and roll-off are managed and disposed of by Waste Management. The dumpster is emptied either weekly or every two weeks and the roll-off is emptied on a call-out basis. • Page 1 Kerr-McGee Gathering LLC Waste Handling Plan Frederick Compressor Station September 8, 2011 • Non-routine waste (e.g. spills or releases) will be managed in accordance with Kerr-McGee's Emergency Response and Oil Spill Contingency Plan. Spills, as appropriate, will be reported to the proper regulatory agency(s). Additionally, a site-specific Spill Prevention Control and Countermeasure (SPCC) Plan has been developed to outline appropriate actions to be taken in the event of a spill or release. The SPCC Plan in conjunction with the Emergency Response/Oil Spill Contingency Plan will ensure that all appropriate response actions are taken and that all waste will be handled in accordance with applicable rules and regulations. Both documents are written in accordance with requirements set forth by the Environmental Protection Agency. • • Page 2 • Frederick Station Dust Abatement Plan Operations Phase Vehicle speeds on unpaved roadways and in on-site areas will be restricted in order to reduce the amount of dust generated. Unpaved roadways will be limited to 15 miles per hour(mph). On-site areas will be limited to 10 mph. Unpaved roadways will be treated with water or a chemical dust suppressant as needed to minimize fugitive dust emissions. When possible,on-site vehicles will park in designated areas only in order to reduce areas where dust may be produced. Construction Phase Vehicle speeds in construction areas will be restricted in order to reduce the amount of dust generated. Construction areas will be limited to 10 mph. Construction areas will be treated with water or a chemical dust suppressant as needed to minimize fugitive dust emissions. When possible, on-site vehicles will park in designated areas only in order to reduce areas where dust • may be produced. Existing public and private roadways will be used for access during any construction phase wherever possible. A stormwater management plan will be utilized (as appropriate)to mitigate soil erosion during any construction phases. Disturbed areas will be minimized during any construction phases. Currently, this parcel consists of a compressor site for the Kerr McGee/Anadarko gas gathering system (being expanded) and another compressor site on the south end of the parcel (not being expanded at this time). Additional demand on the system has required the upgrading of several compressor sites, including this one.The proposed and future equipment is to be within the existing fenced in boundary in the north half of the parcel. Existing Site Description The southerly compressor site has a detention pond that serves the facility. No additional improvements are proposed to expand the flood control or water quality facilities at this location. The northerly compressor site consists of about 28.9 acres. The site is split into two basins (Basins A and B have been delineated on the BMP plan sheet)by the east-west access road on the north end of the compressor area. All facilities within this compressor site that hold oil or other fluids are enclosed within a spill containment berm(s).These berms will function as the primary BMP's for the site, as they will prevent pollution from the potential point sources from being conveyed offsite. The area north of the road is Basin A.The basin consists of native grasses and two access roads that run south into the site from unmaintained WCR 10. These access roads have culverts crossing under them where they connect with the east-west access road. This road creates an embankment against which flows are conveyed to the west. At the northwest corner of the site there is a low area where water collects prior to overtopping the access roads and ultimately flowing south in the WCR 19 • roadside ditch. Basin A appears to have an adequate WQCF in that it is nearly entirely pervious and 1 the low area serves to filter storms from frequent retum periods. No additional WQCF improvements • are proposed within this basin. Basin B is the area including the northerly east-west access road and everything south of there. This basin is comprised of the compressor buildings, various tanks and pipeline facilities, and is covered with gravel driving and working surfaces up to the south east-west access road. Areas outside the primary compressor facility are covered with native grasses. This basin slopes generally to the south where flows are eventually conveyed to a natural drainage channel that then flows out of the site and through the adjacent agricultural field until they are impounded against the Bull Canal. At some point the water depth against the Bull Canal eventually overtops the canal embankment and flows continue south.A WQCF is proposed in the natural drainage channel before it exits the fenced area. Proposed Site Description It appears that an extended detention WQCV facility will adequately provide water quality treatment for Basin B runoff. It appears that two shallow swales along the south property will work to direct flows to the natural drainage channel, which will be modified to serve as the extended detention facility. This facility will then outfall to the agricultural field and continue along the existing drainage path. Prior to construction of the expanded facility, Baseline will develop detailed site topography in order to propose grading to develop the WQCF. A design memo will also be prepared detailing the design of the facility and demonstrate that it meets the Urban Drainage Flood Control District guidelines for BMP design and installation. Conclusion Several areas of the existing site have adequate water quality treatment facilities in place.
