Explain in detail the proposed use of the property. The occupants of the property propose to use the property as an oil field equipment manufacturing facility. This manufacturing will take place in the existing buildings at the location. The location of the facility will lessen miles traveled on county roads as it is close to the expanding Niobrara play. These buildings have previously housed a trucking and agricultural packaging company 2. Explain how this proposal is consistent with intent of Weld County Code Chapter 22. This proposal is consistent with the intent of Weld County Code because no new construction will take place only the existing structures will be used for the operation of this commercial enterprise. The use of this parcel of land for a new commercial enterprise is ideal, as it is not taking any new ground out of agricultural ground out of production. This enterprise will use existing buildings and create an employment opportunity for 18 people. These buildings already have proper electric power; the permit has been applied for to change the water well to commercial use. Freeze • Engineering is working on the lager capacity septic design at this time. The structures are within the scope of the Ault Fire Protection District. 3. Explain how this proposal is consistent with the intent of Weld County Code Chapter 23. The proposal is consistent with the intent of the Weld County Zoning Code for several reasons. The proposed use will create a productive commercial use on a property that split off from surrounding farmland, for a commercial Ag facility and has not used in this manor for several years. This proposed use will foster the county's business and economic base. This commercial use will use existing buildings that were not being used in a productive economic and legal manor. The only people accessing this building will be employees and an occasional steel supply truck. There will be no retail trade taking place at this location .The Occupants of the building are engaged in a lease purchase contract with the current owner of the building. The proposed use will make efficient use of non-urban development. The proposed use would conserve the value of the property and be the most appropriate use for these buildings and land. This use has no detrimental effect on the surrounding area and is not inconsistent with previous uses. The proposed use would help to secure economy in governmental expenditures. The county will not have to expend any financial resources what so ever associated with this use by special review. • • The applicant plans to install an opaque 6 ft fence for security and visual screening. 4. What kind of uses surround the site (explain how the proposed use is consistent and compatible with surrounding land uses). All of the surrounding parcels of land are zoned agricultural, with the exception of one adjoining parcel of land; they are all used for agricultural purposes. Parcel#070702000057 that lies adjacent to this property is used for a residence and head quarters for a plumbing operation. Because the proposed use of this parcel will not create any new structures and will not change the amount of traffic previously encountered at this location it would not disrupt land use in the surrounding area. 5. Describe in detail the following: a) Number of people who will use this site. 15 workers including office staff and management and occasional material delivery truck b) Number of employees proposed to be employed at this site. 18 c) Hours of operation 7am— 8pm d) Type and number of structures to be built at this site • None e) Type and number of animals, if any at this site. One watch cat 0 Kind of vehicles—(type, size and weight) that will access this site and how often. 13 passenger cars 2 semi truck and trailer g) Who will provide fire protection to the site Ault Fire Protection h) Water source on the property (both domestic and irrigation) Commercial well 260453 i) Sewage disposal system on the property (existing and proposed) G1982-0005 existing Freeze engineering is designing a larger system j) If storage or warehousing is proposed, what type of items will be stored oil field stairs ,cattle guards, tanks 6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a landscape plan map as part of the application submittal. Existing cotton wood trees at front of property 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. none • • 8. Explain how storm water drainage will be handled on the site. The site is existing and has retained all storm water on site 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. No construction will take place building s are existing 10. Explain where storage and/or stockpile waste will occur on this site. Storage will be on racks just east of buildings or inside of buildings • • RECEIVED AUG '242011 Site Waste Management Plan • Weld Coura Department 'ASP, I rj 8 GREELEY OFFICE Disposal of excess metal will be handled by Anderson Sales and Salvage 1490 East 8Th Street .
