According to our Weld County Home rule charter,Sec.5-4-10.Statement of Policy,Section F,"all negotiations will be conducted on the highest level of business ethics." Section I. It shall be deemed a violation of this Article for any County personnel to: 3.Knowingly underestimate requirements or deny the existence of a requirement to avoid doing business with a particular supplier. No local businesses such as Poudre Valley Health Systems or any others were allowed the opportunity to propose possible provisions to Weld County Residents regarding the ambulance service. Furthermore,according to the Home Rule Charter-Sec.5-4-160,"Disposal of surplus property" A. This procedure shall be used for disposing of all County-owned material,equipment and supplies except for property seized by the Sheriffs office. B. Estimated sales in amounts or estimated amounts of ten thousand dollars 1$10,000.00)or more shall be formally advertised,sealed bids shall be taken,and the bids received shall be submitted to the Board of County Commissioners for award. With the value of the ambulance service being well over 800,000.00,the County Commissioners decision to sell the ambulance service without taking bids from any other entity is a clear violation of our home rule charter. Therefore it is incumbent upon the County Council to investigate this situation further and stop this blatant abuse of power perpetrated by the County Commissioners.
