The Weld County Regional Communications Advisory Board met in session in on Tuesday,
August 28th, 2012 at 10:30 a.m. in the Pawnee Room of the commissioner's building.
ROLL CALL:
The meeting was called to order by Acting Chairperson Barbara Kirkmeyer. Present were board
members David Montgomery, Dave Bressler, Rich Strang, Carl Harvey, Roger Ainsworth, Jay
McDonald, Ken Poncelow, Mark Lawley, Duane McDonald and Ted Poszywak. A quorum
existed. Barbara Kirkmeyer represented Sean Conway (excused absent), Juan Cruz represented
Jack Statler (excused absent), Hugh Kane and Phil Tiffany were excused absent . Staff members
present were Mike Savage, Anita Scrams, Dave Mathis and Susan Johnson. Others present
included Dan Iluerter, Blake Abercrombie, Roy Rudisill, Bill Garcia and Mitch Wagy.
MINUTES:
Dave Montgomery moved, Jay McDonald seconded a motion to approve the minutes of the
July 24`h 2012 Communications Advisory Board meeting, motion carried unanimously.
OLD BUSINESS
I. Staff Report / Dave Mathis: July, 2012 Staff Report: Dispatch currently has 2
vacancies, 3 in background investigations. New Hires will be in Academy in October.
Both 911 and Non-911 call activity is up (overall 3.51%). Again, radio logs by MDT
surpassed Radio logs by dispatcher. Priority one and two call processing times in
Spillman continue to be slower than a year ago with the Tiburon CAD system.
2. Spillman Update / BlakeAbercrombie: The Public Safety User's Group is taking less
of a shotgun approach to solving problems, and is going to do more focused attention on
specific problems in Dispatch and at the Jail.
• Recently executives from Spillman flew out and met with City and County
representatives. They recognized that they are trying to solve problems to quickly
and not following best practices on patching. The next patch will occur on 9/6/12
and they will provide notes, and be on site to test with Dispatch and the Jail when
the patch goes in.
• They recognized that GIS data has been problematic for dispatch. Last week Josse
flew out from Spillman. They switched to the secondary GIS server. The next
goals are to improve the intersection search, block searches and to modify traffic
stops to speed up the query. Spillman will provide advanced training to Dispatch
the end of September.
3. Long Range Planning Update /Mike Savage: Geo Comm is coming for an On-Site
visit this week. They need a large amount of data from Dave. This is a great opportunity
for our Public Safety Organizations in Weld County to get a look in from the outside, and
to dovetail planning with Capitol Improvement plans. The Kickoff event begins at 0900
Thursday.

4. Back Up Center Update/Mike Savage: The Telephone switch RFP is being prepared.
We are requesting equipment bids for both the Primary and Back up center, to work
independently or together. The RFP will also include a recording system. The furniture
has been installed; it will take awhile to reinstall the equipment. This will be a great asset
for the County.
• Barb Kirkmeyer notified the Board that the E-911 Board has approximately $2.2
Million in revenues expected in 2013, and so far the proposed budget is over $2.6
Million, without the new phone system, a recording system or the radio
consolettes.
• Dave Mathis explained that the Back up center has 14 positions, only 8 outfitted
with radio. The radios are consolettes, which only allow one talk group in the
headset and one in the speaker. Given the multiple channels dispatch is
responsible for, we need more radios.
5. Follow up on the Coroner Discussion /Rich Strang: Presently, no one at the scene of
a death may request the coroner until the Law unit requests the coroner. At the last
Police Chief Association meeting, Mark Ward requested that the Coroner be notified as
soon as pronouncement death occurs, so he can more effectively manage his resources.
None of the Chiefs had a problem with that procedure changing.
• Ken Poncelow moved, Dave Montgomery seconded a motion to change the
policy for Dispatch to notify the Coroner upon request from Pj first
responder on scene with a dead body. Motion carried unanimously.
6. Follow up on Weld County Fire Chief Nominee to replace Rob Standen/Ted
Poszywak: Per Ted Poszywak, the Fire Chief's Association is in the process of
confirming their nominee. They will meet on September 19`h and have a recommendation
for the Weld County Commissioners after that meeting. This item will be continued until
the September Comm Board meeting.
The next Communications Advisory Board meeting will be at the Back Up center, unless
the space is unavailable due to workers installing equipment.
