I S fealtrili4] ''.- t°`nT ——C cr4MI . 980r g9T]74 150LI112- ti r, *, RESOLUTION WHEREAS, a public hearing was held on April 14, 1975, in the chambers of the Board of County Commissioners, Weld County, Colorado, for the purpose of hearing the petition of Amoco Production Company, c/o John Lang, Security Life Building, Denver, Colorado 80202, requesting approval of site for the construction of a gas compressor station and support- ing facilities on the following described property, to-wit: That part of the West 1/2 of Section 36, Township 2 North, Range 68 West of the 6th Principal Meridian, Weld County, Colorado, described as follows: Commencing at the Northwest corner of Section 36; thence South along the West line of the said Section a distance of 1170. 00 feet; thence Easterly on an angle left of 90° a dis- tance of 30 feet to the True Point of Beginning; thence Southerly on an angle to the right of 90° a distance of 290. 00 feet along the East Right-of-Way line of County Road 11; thence Easterly on an angle to the left of 90° a distance of 450. 62 feet; thence Northerly on an angle to the left of 90° a distance of 290. 00 feet; thence Westerly on an angle to the left of 90° a distance of 450. 62 feet to the True Point of Beginning. Said parcel of land contains 3. 00 acres, more or less, and WHEREAS, the petitioner was present, being represented by Mr. John Lang and Mr. Harry Hickman, counsel for petitioner, and WHEREAS, there was no opposition to the request of petitioner for the location of said gas compressor station and supporting facilities, and WHEREAS, said requested location for said gas compressor station and supporting facilities is located in an agricultural zone as set forth by the Weld County Zoning Resolution, and WHEREAS, according to Section 3. 3 (2) of the Zoning Resolution of Weld County, said location for said gas compressor station and supporting facilities may be authorized upon the approval of the Board of County Com- missioners of Weld County, and WHEREAS, the Board of County Commissioners heard all the testimony and statements of those present; has studied the request of the petitioner and studied the recommendations of the Weld County Planning Commission, and having been fully informed; NOW, THEREFORE, BE IT RESOLVED, by the Board of County Commissioners, that the application of Amoco Production Company, c/o John Lang, Security Life Building, Denver, Colorado, to locate a gas compressor station and supporting facilities on the premises indicated above be, and it hereby is granted under the conditions following: 1. That any water and sanitation facilities to be installed shall be approved by the State Health Department. 2. That petitioner shall proceed with due diligence to effect said construction of said gas compressor station and supporting facility and that it shall have up to one year from date hereof to begin the construction of same; 750442 API I/LI r , t, ,1 otherwise, the Board may, for good cause shown, on its own motion, revoke the permit herein granted. 3. That such gas compressor station and supporting facilities shall be limited to the items as shown on plans as submitted and attached hereto and made a part hereof by reference. 4. Subject to a suitable chain-link fence six feet high being erected around the perimeter of the aforementioned gas compressor station and trans- mission facilities. 5. That all structures erected upon said premises be removed within one year from the time that said gas compressor station and supporting facilities cease to operate and are closed. 6. That all applicable subdivision regulations and zoning regulations shall be followed and complied with in accordance with the Zoning Resolutions of Weld County, Colorado. ( b ) The legal description of the proposed parcel has been checked and approved by the County Attorney. (c ) The number of acres in said application has been determined . (d ) The application has been properly completed . (e ) The required number and manner of information or drawings have been submitted . (3 ) The application shall be accompanied by a fee of $25 . 00. (4 ) All Special Use Permit applications to be heard by the Board of County Commissioners shall , by State Statute requirements , be advertised once in the official County newspaper at least thirty (30 ) days prior to the es- tablished hearing date . This advertising is handled by the County Commissioner ' s Office . Advertising fee is paid by applicant on billing from the official County newspaper . -2- Item 3. Attached to Application for Special Use Permit Description of Proposed Operation The West Spindle Compressor installation consists of three 1000 HP gas engine driven compressors designed to boost oil well separator gas from 15 psig to 500 psig. Gas at 500 psig will be transmitted to the Spindle Plant located four miles east of the compressor site for the extraction of natural gas liquids and yield a dry residue gas for sales. The compressors will be visited by an operator about two hours each day. Maintenance, when required at infrequent intervals, will be performed by a crew of no more than four men. The compressors are designed to operate 24 hours per day, 365 days per year. Equipment is provided for shutting down the compressors and for closing off inlet and outlet gas should (1) a malfunction of equipment occur, (2) a gas leak develop in the compressor building, or (3) a fire occur in the compressor building. Item 4. Attached to Application for Special Gas Permit Methods of Disposal of Sewage Compressor operation will be maintained from the Spindle Plant located four miles east of the compressor site. Operations at West Spindle will use water and sanitary outlets at the Spindle Plant. Waste lubricating oils and slop oil collected from the gathering lines will be accumulated in a 300 barrel storage tank and moved from the compressor site on in intermittent schedule by an oil field crude hauler. Attached to Application for Special Use Permit Plan for Road Repair After Construction Compressors will be hauled from the rail siding at Dacona to the site on low-boy trailers in accordance with loading permits of the Colorado State Highway Department. Any damage done to County Road 11 during construction of the facilities will be repaired and restored to a condition equal to or superior to that found at the start of construc- tion. Normal traffic to the site after construction from SH 52 will consist of pick-up traffic only. Chanaud February 14, 1975 i I I I cnghccring dyncnics, in ___j r• PREDICTION AND CONTROL OF POTENTIAL NOISE FROM WEST SPINDLE COMPRESSOR STATION Introduction AMOCO Production Company is planning to construct the West Spindle Compressor Station approximately one mile west of Frederick, Colorado; one and one-half miles southwest of Firestone and one and one-half miles north- west of Dacono. Some concern was expressed by citizens of Dacono about the possible noise pollution associated with this station. This report addresses the problem of noise generation by natural gas compressor stations and in particular assesses the potential noise impact of the West Spindle Compressor Station on the surrounding community. In order to assess the impact, measurements were made around two existing stations and the results were used to predict the potential noise levels around the new station. Although there is little likelihood of residential development near the new station, we also discuss possible noise control fea- tures that would eliminate any noise impact in the future. Noise Measurements Measurements of noise were made around the AMOCO Production Company's Spindle Gas Plant and Surrey Compressor Station. At the Spindle Gas Plant, during the period of noise measurement, there were four - 1000 horsepower gas compressors operating. These compressors are located within the gas plant itself and the only potential source of environ- mental noise is the exhaust pipe. Each compressor exhaust was fitted with a large muffler and the exhaust gas was discharged high up on the west side of the building. The heat rejection fans for these compressors were also located on the west side of the building. Two of the four compressors operating were cngnccring cyncmcs, Inc 2 gas compressors, each of which have three fans for a total of six. The other two compressors were refrigerators and each had one large, slow moving fan. Consequently, the noise from this plant was caused by the sound from four com- pressor exhausts and eight fans. The measurements made around the Spindle Plant consisted of a traverse around the fence line of the plant to obtain the directional characteristics and a traverse to the west and east to obtain the maximum and minimum noise emissions. The data obtained with varying distance are shown in Table 1 below. The sound levels in each octave band represent the noise from all the sources when broken up into different frequency bands. These measurements were made at the fence line. It also has characteristics which are similar to the everyday background noise experienced by most of us. That is, it does not contain a lot of high fre- quency sound which interferes with speech communication, nor does it contain any whistling, impulsive, screech noise. The noise is continuous, so it does not contain the factors which make sound more noticeable, for example, the sound changes due the cycling of a refrigerator or air conditioner make the / machines more noticeable. It is our conclusion that the frequency spectrum enginecring cyncnics, Inc 3 of the noise emitted has no characteristic which will make it either noticeable or objectionable, provided the noise level is low enough. The only remaining concern was to determine the noise levels from the ! plant. The noise level variation with distance is also shown in Table 1. The scale chosen was the A-weighted sound level /dB(A1/. This scale is universally accepted as a means of measuring sound in the same way the human ear does, that is, the low frequencies are discriminated against as well as the very high frequencies. The Colorado Noise Law as well as all community noise ordinances use dB(A) . From these measurements we were able to determine how much sound power (Lw) was radiated in each direction and that is also shown in Table 1. The results show that the station is ten dB quieter on the east side than on the west side. It will be the east side of the new plant that faces the com- munities of Dacono, Frederick, and Firestone. The data obtained from a traverse around the fence line are shown in the 1 attached plot plan. The results show that the noise sources on the west side of the building create the highest levels which generally decrease as one moves around the perimeter away from them. Data were not obtained at other points because of interference from the background noise which was primarily air and road traffic, but sufficient information was gathered to assess the noise impact at the new station. Measurements were made around the perimeter of the Surrey Compressor Station which had one 1000 horsepower compressor. Again the heat rejection fan and compressor exhaust were on the west side of the station. These data were then used to predict the sound power output of the new station, taking into account that each station will have a different number of compressors. Once the sound power is known it is possible to predict the sound levels at various distances from the plant. cngincchng cyncmcs, Inc 4 Prediction of Noise from the West Spindle Plant Calculations using the accumulated data in making the technical predic- tions of noise distribution around the new West Spindle Plant are given in an Appendix and the results are shown graphically in the attached topographical map and are discussed here. The 60 dB contour around the plant is for infor- mation purposes. The 50 dB contour, which extends about 1400 feet west of the plant and 450 feet east, represents the point at which the plant would be in compliance with the Colorado Noise Law at night and in a residential district. That law may be found :In Article 25-12 of the Colorado Revised Statutes 1973. The law provides that noise from "light industrial zones" must be 65 dB(A) or less at night and 70 dB(A) or less during the day (7 a.m. to 10 p.m.) . The new plant will meet these standards at the proper point which is 25 feet beyond the property line. If at some future date the surrounding property is zoned for residential use, then, upon complaint, the plant will have to comply with the 50 dB(A) limit at 25 feet beyond the property line. This would require about an 18 dB reduction in plant noise. Such reductions are technically feasible and the present plant design would allow for installation of the required noise control equipments, namely larger mufflers and noise barrier walls. The 40 dB(A) contour is shown in the figure to denote the distance at which the noise from the plant merges with the median background noise. The background noise at that site is caused by aircraft overhead, wind, cars on the local road and primarily by trucks on nearby 1-25. Conclusions 1. The sound from the West Spindle Compressor Station will be inaudible beyond about 2000 feet to the east. Thus it will definitely be inaudible in the communities of Dacono, Frederick, and Firestone. engineering dyncmics, inc 5 2. The sound from the station will be audible occasionally at Baum Mine and at a home 1500 feet north of the proposed site. Because the spectrum is continuous, with no pure tones, it is highly unlikely to cause annoyance. 3. The proposed station will not generate noise which will cause the level received by people in the surrounding community to exceed 55dB(A) . That level is the long range goal for nationwide noise control set by the U. S. Environmental Protection Agency. 4. The proposed station will not be in violation of the Colorado Noise Abatement Law. 5. (1) No person shall acquire. own, possess, or use any radioactive material occurring naturally or produced artificially without having been granted a license therefor from the department; nor shall he transfer to another or dispose of such material without first having been granted approval of the department therefor. (2) No person shall knowingly use, manufacture, produce. transport. transfer, receive, send, acquire, own, or possess any source of ionizing radia- tion unless such person is licensed by or registered with the department. (2) No exemptions under this section are granted for those quantities or types of activities which do not comply with the established rules and regula- tions promulgated by the atomic energy commission or any successor thereto. (3) The provisions of section 25-11-107 shall not apply to unmined min- erals containing radioactive materials, except such as are involved in mining operations. The general assembly finds and declares that noise is a major source of environmental pollution which represents a threat to the serenity and quality of life in the state of Colorado. Excess noise often has an adverse physiological and psychological effect on human beings, thus contributing to an economic loss to the community. Accordingly, it is the policy of the general assembly to establish statewide standards for noise level limits for various time periods and areas. As used in this article, unless the context otherwise requires: (1) "Commercial zone" means: (a) An area where offices, clinics, and the facilities needed to serve them are located; (b) An area with local shopping and service establishments located within walking distances of the residents served; (c) A tourist-oriented area where hotels, motels, and gasoline stations are located; (d) A large integrated regional shopping center; (e) A business strip along a main street containing offices, retail busi- nesses, and commercial enterprises; (f) A central business district; or (g) A commercially dominated area with multiple-unit dwellings. (2) "db(A)" means sound levels in decibels measured on the "A" scale of a standard sound level meter having characteristics defined by the Ameri- can National Standards Institute, Publication S I. 4 - 1971, and approved by the industrial commission of Colorado. (3) "Decibel" is a unit used to express the magnitude of a change in sound level. The difference in decibels between two sound pressure levels is twenty times the common logarithm of their ratio. In sound pressure mea- surements sound levels are defined as twenty times the common logarithm of the ratio of that sound pressure level to a reference level of 2 x 10-5 N/m2 (Newton's/meter squared). As an example of the effect of the formula, a three-decibel change is a one hundred percent increase or decrease in the sound level, and a ten-decibel change is a one thousand percent increase or decrease in the sound level. (4) "Industrial zone" means an area in which noise restrictions on indus- try are necessary to protect the value of adjacent properties for other eco- nomic activity but shall not include agricultural operations. (5) "Light industrial and commercial zone" means: (a) An area containing clean and quiet research laboratories; _ (b) An area containing light industrial activities which are clean and quiet; (c) An area containing warehousing; or (d) An area in which other activities are conducted where the general environment is free from concentrated industrial activity. ✓- i -12-103 Health 266 (6) "Residential zone" means an area of single-family or multifamily dwellings where businesses may or may not be conducted in such dwellings. ,_ The zone includes areas where multiple-unit dwellings, high-rise apartment districts, and redevelopment districts are located. A residential zone may include areas containing accommodations for transients such as motels and hotels and residential areas with limited office development, but it may not include retail shopping facilities. (6) All railroad rights-of-way shall be considered as industrial zones for the purposes of this article, and the operation of trains shall be subject to the maximum permissible noise levels specified for such zone. (7) This article is not applicable to the use of property for purposes of conducting speed or endurance events involving motor or other vehicles, but such exception is effective only during the specific period of time within which such use of the property is authorized by the political subdivision or governmental agency having lawful jurisdiction to authorize such use. (8) For the purposes of this article, measurements with sound level meters shall be made when the wind velocity at the time and place of such measure- ment is not more than five miles per hour. 1 1 267 Noise Abatement 25-12-106 4 (9) In all sound level measurements, consideration shall be given to the effect of the ambient noise level created by the encompassing noise of the environment from all sources at the time and place of such sound level mea- surement. When proceedings by injunction are instituted, such proceedings shall be conducted under the Colorado rules of civil procedure. The court may stay the effect of any order issued under this section for such time as is reasonably necessary for the defendant to come into compliance with the provisions of this article. Evaluation is to determine the suitability of the area for commercial and industrial use. The site indicated is on the border of soils 21B-B and 56A-B. Soil 21B-B has a 6-14 inch thick layer of sandy loam and subsoil 6-20 inches thick with the upper part being sandy clay loam and the lower part heavy sandy loam. The substratum is a sandy or fine sandy loam. Soil 56A-B is very similar and neither one pose any great problems for buildings of the type you have specified. Flooding problems are nil. Pollution hazards are minimal. The soil survey is made on the basis of 50 to 60 inch borings.
