My address is 26254 WCR 70 Gill,Co. 80624. My concern is the amount of truck traffic this project would produce and the safety impact, it would create for our community. Here are some examples: • Currently, when we are at the intersection of WCR 51 and 70, if a truck is turning onto 70, it creates a traffic jam because the turning radius does not support the oversized vehicle, with another vehicle at the stop sign. Multiply that by 75-150 trucks per day and we have a serious safety problem. • Trucks tend to overload the area and back up on WCR 70. This leaves only one lane to pass. The intense commercial long term truck use, seems to more than this site or road structure will support. The Sher concern is the burden it puts on the people living adjacent to the sight. I appreciate the commerce the oil and gas industry, has brought to our county. However, it does not seem applicable, to support a commercial operation like this at the door steps of residents. I believe there are better sites available to accommodate this type of operation. Wank you. I believe the USR should be conditionally approved in light of the following items: 1. Weld County mandated the removal of water fill stations on county roads, yet gave no solutions to companies like A&W to replace the on-road stations. 2. A&W came to us with what appeared to be a reasonable solution by using an existing NWCWD hydrant fill station on CR 70. They proposed to use the same station, only park their trucks on 1.5 acres of our land, off of the county road. My wife Sheri and I, through numerous phone calls, determined A&W was a very reputable company. We decided to agree to the USR because A. This was already an existing fill station. B. This use would take no productive farm land out of production. C. We felt this was an appropriate use of our land. D. NWCWD indicated to us it was a very good place to take large volumes of water out of the system without adverse effects to neighborhood residential customers. E. The • access to CR 70 from this site is a good, safe place for trucks to enter traffic, visibility is excellent. F. We felt there would be minimal impact to the neighborhood as tanker traffic in general has really increased in the past three years...especially on CR 53. We felt by granting A&W this area to fill, the whole neighborhood could get the associated roads maintained for dust control, which would help with all traffic, not just A&W's. We realize the whole area is growing due to demand for dairy development and will most certainly increase all truck traffic. Sheri and I were really OK with A&W's trucks joining the others going in front of our house—IF the road was properly maintained. 3. As it turned out, with the opposition to date, A&W's tankers will not use CR53 as we had intended, 100% of it's traffic will now go to CR51, so only 1/2 mile +of CR 70 will get maintained, but far fewer people will be affected. It is a fact that no matter where these tankers fill, there is going to be opposition from someone. 4. This is NOT a permanent USR or situation. We all know this use is totally dependent on oil production—the need and the location, both of which are unpredictable at best. 5. We feel Weld County should approve the use of this proposed fill station. A&W has met all of your considerable stipulations and regulations. Since this development only recently came to our attention per citizen comment at our July 12th monthly board meeting and since we have not received any input from A&W Water to address potential impact to our district, we have not had opportunity to take official board position on the matter. That being said, however, as president, I would like to express concerns pertinent to a fire protection district with a project of this size. I respectfully ask that you delay approval of this application to allow us time to address the following concerns of our district: 1. Given that the proposed filling station is in an area already known for low water pressure, it is a definite concern for firefighting. a. Will our tankers be able to fill or refill quickly in response to an area fire? b. Can North Weld County Water District guarantee enough water and water pressure to keep residents and our fire department serviced without compromise? c. Can A&W be compelled to cease filling during fire response if fire tankers are slow to fill due to lost pressure from A&W activities? • 2. 75 trucks filling and refilling in the initial phase, increasing to 300 trucks filling and refilling and traveling on county roads will create a huge impact on the traffic volume and will correspondin I increase emergency calls due to accidents. 1 F a. Will the resources gained by such a development compensate for the increased calls and corresponding increase in needed volunteer time and monetary expenses to our fire department and to neighboring departments who will likely be called for mutual aid to a greater degree? • b. Such heavy equipment on,and heavy use of unpaved roads prone to soft shoulders,washboard, fatigue break-down and dust-caused visibility issues is an obvious negative to our district and the traffic safety of our citizens. c. Given that our mission statement includes the protection of the environment of our district in emergencies, increased dust and decreased ease-of-access to our district patrons on roads not built to handle such industrial use is very concerning. 3. Finally, while not directly impacting the ability to fight fire or respond to emergencies,there is great empathy for a long established rural neighborhood that will be negatively impacted as will their property values.And in that regard, I support their efforts to mitigate the impact to their lifestyles. Please proceed slowly, giving every opportunity to have these concerns and the concerns of the neighborhood addressed satisfactorily.
