I am very pleased to submit to the Board of Directors and the Community members the 2011 Annual
Report for the Fort Lupton Fire Protection District. I hope that this document has proven to provide
valuable information about the District's activities over the preceding year and the goal of providing an
outstanding service to the residents of the Fort Lupton Fire Protection District.
The department is considered a combination department and is comprised of 10 career staff,two (2)
office personnel,a maintenance person, 15 in district, and 41 out of district volunteer firefighters.The
fire district staffs career firefighters to provide 24-hour on duty staff coverage with immediate response.
New volunteer members of the department are recruited year round and are required to complete a fire
academy, hazardous materials operations course,and medical First Responder training. They must also
complete a one-year probationary period while successfully completing driving and pump operation
skills,CPR,and complete at least 36 hours of ongoing training yearly. Specialized training for members
includes Paramedic School, Emergency Medical Technician, Hazardous Materials Operations/Technician,
high and low angle rope rescue, ice rescue,vehicle extrication,farm extrication,and incident command
training. Membership with the department requires a strong commitment to the community.
The department provides basic life support(BLS)services for immediate life threatening emergencies.
The Advanced Life Support(ALS) response unit is Weld County Ambulance Service(WCAS) Paramedic 3
is located in Fort Lupton at Fire Station 2.There is always a Paramedic and an Emergency Medical
Technician (EMT) on the ambulance.They transport patients to the nearest appropriate hospital for
diagnosis and treatment. When WCAS is not available then Platte Valley Ambulance and Frederick-
Firestone Fire Protection District Ambulance will provide backup ALS services.Two helicopter transport
agencies provide air transport they are Air Life Denver and North Colorado Med Evac.
The Insurance Services Office(ISO)sets the Public Protection Class(PPC) rating for properties within the
District's jurisdiction based upon an evaluation every five years. This is how your insurance rates are
assigned.The District has a 5/8B/10 rating. Properties have to be within five(5) miles of a station and
have an ISO approved hydrant within 1000 feet to receive the Class 5 rating. Properties in the District
that are within five miles(5)travel distance are assigned a Class 8B rating because there were no
hydrants in the area.Any properties outside of five miles travel distance receive a rating of Class 10.
The year of service in 2011 challenged our staff with an increase of total calls by 5%to 1042 responses.
This is the highest amount in the Fire District's history since 1898. We were also able to reduce our
injuries to zero for the year which was a major goal and expectation. The Fire District was very pleased
to be able to refinance the bond issue from 2002 at a lower interest rate in 2010 which will save the
District taxpayers almost$250,000.00 over a 10 year period. We expect 2012 to present unique new
challenges for our staff which we feel prepared to manage for the community.

and volunteer staff that are committed to the mission of the District.

Response Statistics
In 2011, the fire department responded to 1042 incidents. The types of calls included fire, EMS,
and other calls for service such as hazardous materials and smoke odor investigations . In 2010,
the average reaction time from the dispatch to en route time was 1 minute 56 seconds. In
2011, this time improved to 1 minute and 5 seconds. In 2011, the average response time from
dispatch time to arrival time of the first unit for the district was 7 minutes and 48 seconds. In
2010, the average response time was 6 minutes and 5 seconds. This is an increase of 1 minute
and 43 seconds from 2010. This increase is attributed to the increase in the number of calls that
"overlapped" one another and increased population density further distances from the existing
stations. The fire district experienced "overlapping" incidents on 79 responses or 7.6% of the
time. This identifies that the demand for service of multiple calls caused a delay for personnel
to respond to the second call . The district averaged seven firefighting personnel turning out per
response in 2011. This was the same average turnout per call as 2010.
In 2011, the City of Fort Lupton accounted for 60.07 % (626) of the total calls for the district and
the remaining 39.93% (416) were the in the rural areas outside of the city limits. However the
fire losses for the city totaled only 11% and the rural areas accounted for the remaining 89% of
losses. The fire losses in 2011 for the fire district were estimated at $83,250.00. In 2011, private
dwelling fires resulted in $5000.00 in losses, storage structures resulted in losses of $50,000.00,
and $28,250.00 of losses in vehicle fires. Comparatively, in 2010, the fire losses for the district
were estimated at $1,655,270.00. We are very pleased to report that in 2011, the fire losses
were significantly reduced by over $ 1.5 million dollars. In 2010, an estimated $%2 million of
losses were as a result of an agricultural fire in which 3200 tons of hay at a dairy farm was lost
and $ 1 million in losses of electrical pumps at an oil disposal facility fire.

Recruitment, Training, and Safety
The Fort Lupton Fire Protection District is considered a combination fire department due to a
career staff of 10 and 56 volunteers in the area of fire suppression. The agency has a strong
commitment to maintaining an effective in-district volunteer force while providing immediate
response with a career crew supplemented by out-of-district volunteers, who are required to
complete 36 hours of shift time at the station on a monthly basis . During 2011, the 41 out of
district volunteers completed 17, 779 hours of shift time at the station. This is compared to
13,656 hours in 2010. The number of shift hours provided by the out of district volunteers
increased by 4123 hours in 2011 from 2010. The total number of shift hours provided is
equivalent to approximately 6. 5 FTE firefighters working a full time schedule of 2756 hours per
year.
New members are recruited twice yearly in January and June. However, applications for
membership are accepted throughout the year. In 2011, 19 new volunteer members were hired
by the department. Three volunteer members resigned due to the time commitments required,
two resigned due to obtaining a career firefighting position with another agency (Colorado
Springs and Durango) and two members retired. Two volunteers were terminated for personnel
matters. Currently, the average experience level of a Fort Lupton Firefighter is 4. 78 years.

Firefighter Training
The Fort Lupton Fire Protection District Training Coordinator Taw Tamlin facilitated two
Firefighter I Academies, one in the spring and one in the fall of 2011. The spring academy
included five participants from the Fort Lupton Fire Protection District. The fall academy
included nine firefighters from agencies including Frederick/Firestone, Southeast Weld, and
Fort Lupton Fire Protection Districts. Each trainee completed 125 hours firefighter specific
training in order to obtain their State of Colorado Firefighter I certification. The recruits also
completed a hazardous materials operations course as part of the academy.
There were a total of 1, 594 training hours offered for firefighters during the year and 6473
training hours completed by all members. The highest number of training hours completed by a
firefighter was 301.50 hours. The average was 118 training hours per firefighter in 2011.

A majority of the training classes are provided at the training center and open to outside
agencies. Each firefighter must complete at a minimum of 36 hours of training each year in
order to maintain their certification status and remain up to date in current fire service trends.

Firefighter Safety
During 2011, there were zero injuries to firefighters or employees. This number was the
reduced from three injuries in both 2010 and 2009. A goal for 2011 was to reduce the number
of firefighter/employee injuries to zero. This goal was achieved . Monthly, a safety program was
presented to the department to address firefighter safety and increase situational awareness in
order to eliminate preventable injuries. In 2012, a goal will be to maintain firefighter and
employee injuries at zero and to present the safety training program "Everyone Goes Home the
16 Firefighter Life Safety Initiatives" to firefighters. Safety is a very important commitment for
all personnel within our agency.
In 2011, 12 firefighters between the ages of 18 and 29 also received a comprehensive physical
to assess their health and wellness for firefighting duty fitness. In 2012, firefighters between
the ages of 30 and 39 will undergo a comprehensive physical and cancer screening. Flu shots,
Hepatitis B Vaccinations, organized sports activities, and workout equipment are a few of the
additional health and wellness incentives offered by the fire district.

Tax Revenue Information
The Fort Lupton Fire Protection District is a Special District and collects tax revenues based
upon a mill levy of the assessed value of property within the borders of the fire protection
district. Periodically, the residents of each fire protection district vote to approve or deny mill
levy increases during regularly scheduled elections. These requests for increases, although
infrequent, assist the District in the purchasing of equipment and hiring of personnel needed
for adequate fire protection and safe operations for fire personnel. Below you will find a
comparison of the taxes levied with surrounding districts in Weld County.

The general operating budget for the Fort Lupton Fire Protection District for 2012 is
$1,575,092. 73, the assessed valuation is $260,602,880.00, and the current mill levy is 6.051. By
comparison, in 2011, the general operating budget for the district was $1,359,770.66 and the
assessed valuation was $222,876,650.00, at a mill levy of 6. 101. In 2012, the assessed valuation
increased by $37,726,230.00 from 2011 and the District's revenues were increased by
$215,322.07 after a decrease of $395,026.37 in 2011.

Tax Revenue Information
In 2002 there was also a general obligation bond, which was approved by the voters for the
construction of Station 2, a firefighting training facility, helicopter pad, purchase and equip a
new ladder truck, and other firefighting/rescue vehicles which equaled 2.380 mills. This bond is
scheduled to be repaid in 2022 and that mill levy will no longer be collected.
On October 12, 2011 Fort Lupton Fire Protection District refunded (refinanced) $4,185,000.00
of existing general obligation bonds. The average interest rate before refunding was 4.57%,
which decreased to an average rate of 2.94%, saving taxpayers $245,986.60 of debt service
payments on a net present value basis. The District's mill levy for debt was 2.379 in 2010.
The reduction in debt service, plus the increase in assessed valuation in August 2011, results
in a new debt levy of 1.963 mills. This savings is passed directly to the District's taxpayers. In
the process of marketing the bonds, the District received its first underlying bond rating of A2
by Moody's Investors Service. Moody's cited the District's "Strong financial operations
featuring robust reserve levels" and "low debt levels" when issuing this strong investment
grade rating. The new bonds were priced by Stifel Nicolaus and marketed with a principal
and interest insurance premium provided by Assured Guaranty Municipal Corporation, rated
Aa3 by Moody's Investors Service.
The Fort Lupton Fire Protection District would like to thank the taxpayers for their continued
support of the Fire Department. The residents of the fire district have always been supportive
of the fire department and our mission.

Fire Prevention Programs
The Fort Lupton Fire Protection District believes that Fire Prevention Programs are an integral
part of preventing fire related deaths and injuries in our community. Therefore, we put effort in
not only responding to the emergencies but also preventing them . Fire Prevention Services
Captain Greg McGinn is responsible for fire prevention and enforcement of the 2003
International Fire Code.

In 2011, there were 57 child safety seat installations conducted by Certified Technicians.
Fire Prevention Week
In 2011, fire safety education classes were provided for elementary students. This program
included a fire prevention class that includes viewing a video, demonstration of fire equipment
from firefighters. The students will learn how to be fire safe at home and Freddie the Fire Truck
will talk to the students about fire safety. Each student will receive a plastic fire helmet and
materials to take home to cover fire safe habits at home.

In 2011, 1200 students at Twombly and Butler Elementary Schools attended a fire prevention
program at each school during Fire Prevention Week. There was also a program provided for
the preschool students at the rec center and area day care providers. The theme for 2011 Fire
Prevention week was "Protect your Family from Fire".

School District
The firefighters ensure that fire evacuation, Iockdown, and tornado drills on a monthly basis
throughout the year at all schools. In 2011, firefighters assisted with training for all schools in a
secondary evacuation site in case of a need for immediate evacuation from the school facility.
Staff also presents various type fire prevention programs to a range of students as requested
during the school year.
On January 27, 2011, in conjunction with the Fort Lupton Police Department, the school
district conducted a tabletop mock incident that included a leaking chlorine rail car near the
schools. This training was deemed beneficial to all agencies involved.
For Aging Adults
Provide classes for Aging Adults and events to educate them on how to be fire safe in their
homes.
Smoke and Carbon Monoxide Detector Program
The Fort Lupton Fire Protection District offers smoke detectors and carbon monoxide detectors
with installation at no charge for those families in need.
In 2011, there were 0 smoke detectors and 6 carbon monoxide distributed to homes that did
not have or that had a smoke or carbon monoxide detector that was not functioning.

The Ft. Lupton Fire Protection District offers emergency 911 reflective address signs to anyone
within the Fire District for $8.00 each. These signs are 6" x 18" double side 100% aluminum.
They will aid us in quickly locating addresses during any emergency.

National Night Out
The Ft. Lupton Fire Protection District participates in the annual event organized by the
Fort Lupton Police Department. We hand out fire prevention materials conduct fire
prevention and equipment demonstrations.
In 2011, we distributed fire prevention materials to over 300 adults and children at
this event.

Business Community
We offer fire extinguisher classes for employees.
Handle the Knox Box requirements for residences and businesses.
Coordinate fire sprinkler and fire alarm pre-plans and complete all final inspections.
Complete all general inspections of new and current businesses with firefighters .
The Fort Lupton Fire Protection District has adopted the 2003 International Fire Code.
The fire district has 484 occupancies that we are responsible to inspect annually. In
2011, there were 716 inspections and re inspections of businesses within the district
to ensure compliance with the 2003 International Fire Code. The number of re
inspections from 2010 to 2011 was decreased by 48. Thank you to the businesses for
your compliance with the fire code.
Juvenile Fire Setter Prevention Program
Complete juvenile fire setter risk surveys for court ordered fire setters and their families.

Burn Permits
In 2011, Weld County began issuing burn permits online. They are valid for two weeks,
for areas outside the city limits of Fort Lupton. The approved items for burning are weeds and
small branches (less than 1 inch in diameter). There is no charge for this service. Items that
cannot be burned include trash, plastics, furniture, woodpiles, etc.
Fireworks Program
Coordinate the City of Fort Lupton Annual Fireworks show.
Regulate and handle all permits for sales of legal fireworks outside the city limits.

South Platte Valley Historical Fireworks over the Fort.
In 2011, the Fire District presented a special fireworks show for the Grand Opening of The
Fort and South Platte Valley Historical Society on September 9, 2011. The show was funded
through donations and organized by the City of Fort Lupton. Halliburton provided a BBQ
meal. Over 500 people attended the event.

2011 List of Accomplishments
➢ January 1, 2011-Changed the District Web Page to reflect a new look and added
resources.
➢ January 1, 2011-Provide blood pressure checks every other week at the Recreation
Center for the Aging Adults group.
➢ January 1, 2011-Out of District Volunteers are now able to remotely sign up for shifts on
the web without having to complete paperwork or be present at the fire department
facility.
➢ January 4, 2011-Reduced the number of fire department meetings required from two
per month to one per month in order to cut down on time requirements for volunteers.
➢ January 11, 2011-Tour of the Vestas Facility.
➢ January 15, 2011-Successfully managed a LPG/Butane tanker rolled over with a trapped
driver.
➢ January 15, 2011- Holiday Dinner for employees at the Pepper Pod.
➢ January 20, 2011-Twombly Health Lifestyles-handed out fire safety literature to 500
adults and children.
➢ January 22, 2011-Holiday Dinner for the Officers.
➢ January 25, 2011-Conducted a critical incident debriefing for crews that responded to a
gunshot victim.
➢ January 26, 2011-After Incident Safety Review of the LPG/Butane Tanker rollover.
➢ January 27, 2011- Participated in Tabletop mock exercise with the schools and Fort
Lupton Police Department of a leaking rail car filled with Chlorine.
➢ February 1, 2011-Reduced the call requirement to 15%of calls that occur between 0700
and 1900 which is 50%of total calls run in order to improve retention of in district
volunteers.
➢ February 1, 2011-Hired Andy Rutkosky as the Maintenance Technician for the District.
➢ February 9, 2011-Completed energy use audit of the facilities with United Power
representatives.
➢ February 19, 2011-Held the annual Awards Banquet, Spouse Appreciation Night at
Station 1.
➢ February 19, 2011-Hogelin Memorial Award presented to Past District Board
Director/Past Chief Frank Brozovich for his contributions to the community.
➢ February 19, 2011-Adam I Volunteer Firefighter Award presented to Lieutenant Chris
Ceretto.
➢ February 19, 2011- Captain Mike Dittman selected as the Employee of the Year.
➢ February 19, 2011- Firefighters Troy Norby,Tricia Toussaint, and James Mayor receive a
Commendation of Valor for their actions at a LPG Butane tanker rollover that was
leaking with the driver trapped.
➢ February 19, 2011- Firefighters Ken Rosales and Brian Wise receive a Commendation of
Meritorious Service for their actions at a LPG Butane tanker rollover that was leaking

➢ February 19, 2011- Firefighter Jerry Andrews receive a Commendation of Valor for his
actions on February 19, 2011 to rescue a 3 year old who had fallen through the ice on a
pond on the golf course. He entered the 38 degree water when he saw the child
partially submerged and pulled him to shore where CPR was initiated.
➢ February 19, 2011-Gold Retired Badges, which are miniature replicas of the new District
Badges handed out to Retired members at the banquet to recognize their contributions
to the Fire District.
➢ February 22, 2011-Conducted a critical incident debriefing for crews that responded to a
3 year old drowning victim.
➢ February 25, 2011-Team BTS of Frederick was selected as the new computer IT provider
for the District.
➢ February 25, 2011-Attended the Middle School of the Year award presentation at the
Fort Lupton Middle School.
➢ March 18, 2011-Attended the groundbreaking for the new water line extension to the
south of the city which will add 6 hydrants and improve fire protection for this area as
well allow for growth.
➢ March 20-26, 2011-Five Department Officers attended the Fire Department Instructors
Conference (FDIC)and Training in Indianapolis, Indiana.
➢ April 2, 1011-Spring 2011 Fire Academy begins with 5 students from Fort Lupton Fire
Protection District.
➢ April 15, 2011-Attended the Sports Field Dedication for Vietnam War Hero Mauro
Martinez at Weld Central High School.
➢ April 16, 2011-Participated in the 9 Health Fair.
➢ April 16, 2011-Participated in the Fort Lupton Optimist Club Easter egg Hunt.
➢ April 16, 2011-Purchased water and Gatorade for the After Prom Party for the Fort
Lupton High School.
➢ April 20, 2011-Standard Operating Guidelines revised and sent to all staff.
➢ April 21, 2011-Annual Aerial Device Safety Inspection and Testing completed on the
2004 Platform Truck.
➢ April 22, 2011-Completed annual testing of all fire hose for the Fire District.
➢ April 30, 2011-Organized a Bicycle Rodeo for"Kids on the Go" at Twombly Elementary
School.As part of a Grant Program through the school, 80 bicycles and helmets were
handed out the students.
➢ April 30, 2011-Participated in a South Weld County Hockey Team for the Finley
Firefighter Hockey Tournament benefitting the "Alive at 25" Campaign.
➢ May 1, 2011-Participated in the Honor Flight with Frederick Firestone Fire to Honor
WWII Veterans as they travel to DIA on I-25.
➢ May 4, 2011-Attended the Ribbon Cutting for new business Sky Stream.
➢ May 4, 2011-26 Fire department members attended the Fire Department Appreciation
Dinner sponsored by Gray Oil and Bank of Colorado.
➢ May 7, 2011-Attended the Ribbon Cutting for Wholly Stromboli.

➢ May 10, 2011-Weld County Fire Chief's Association attended a joint meeting with the
Weld County Commissioners to address current and future emergency service issues in
Weld County.
➢ May 18, 2011-Assisted at the School Carnival at Butler Elementary.
➢ May 20, 2011-Replaced 12 sets of fire protection gear for existing members.
➢ May 25, 2011-Assisted at the Field Days at Twombly Elementary.
➢ May 26, 2011-New policy adopted by the District Board of Directors for election of
retired, current, and active retired volunteer firefighters to the volunteer firefighter
pension fund.
➢ May 26, 2011-The District Board votes to progress with future growth plans that include
consideration of mill levy increase to improve District services to the community.
➢ June 1, 2011-Attended the retirement of Methodist Church Minister Hugh Harris.
➢ June 5, 2011-Tested 9000 feet of Suncor fire hose for their fire brigade.
➢ June 6, 2011-Water Line extension from Appel Farms to CR 8 is completed adding 6 new
hydrants on the west side of the railroad tracks completed.
➢ June 7, 2011-The alpha numeric pagers used for receiving emergency calls are replaced
with personal cell phones saving the Fire District over$7000.00 per year in
communication fees.
➢ June 18, 2011-Donated approximately 60 car seats to Salud Clinic to be distributed from
their facilities.
➢ June 23, 2011-Hosted the Chamber of Commerce Business after Hours, an open house
gathering for local businesses to get to know their fire department and the personnel.
➢ July 1, 2011-Completed annual preventative maintenance of all 800 MHz radios to
ensure effective communications.
➢ July 2, 2011-Conducted a tour of Fire Station 2 facilities for the Girl Scouts.
D. July 4, 2011-Presented the annual Fireworks Show for the community.
➢ July 5, 2011-Assisted Frederick Firestone Fire with a structure fire that engulfed two
large homes at 4895 Wren Court in Frederick.The cause was improper disposal of
fireworks.
➢ July 5, 2011-Vicki Ceretto, the wife of deceased member Robert Ceretto Jr., presented
the fire department with a model fire truck mounted on a granite piece as a
remembrance.The fire truck will be displayed at Station 2.
➢ July 5, 2011-Todd Hirsch and his wife Robbie attended the fire department meeting and
thanked the department for their quick response to a traffic accident at CR 14.5 and
Highway 85.They had to be extricated from the vehicle with serious injuries. Both are
doing well and gave the department a cake.
➢ July 10, 2011-Good Job to the South Weld Firefighters for finishing as runner up in the
Hockey Tournament at Foothills Ice Arena that benefits the Special Olympics! The final
score in the Championship Game was 3 to 2.
➢ July 11, 2011-The eighth Fort Lupton Fire Academy was completed and graduation
recognized the five Fort Lupton Firefighters academic and practical accomplishments.
➢ July 12, 2011-Completed confined space rescue training at Halliburton.

➢ July 22, 2011-Fire Chief Phil Tiffany appointed to the Fort Lupton Housing Authority
Board of Directors for a five year term.
➢ July 30, 2011-Sponsored a foursome of golf for the Fort Lupton Wrestling golf
tournament.
➢ August 1, 2011-Participated in Sun Safe Colorado, a skin cancer prevention program for
outdoor workers through the National Cancer Institute. Sun Safe Colorado provides
educational materials and training to help prevent skin cancer for the organization
members.
➢ August 3, 2011-Participated in the National Night Out Community event.
➢ August 6, 2011-Hosted Preparing for Personal Disaster: A Firefighter Line of Duty Death.
Preparation, Response, Resources, and Support in conjunction with the Colorado Fallen
Firefighter Resource Team.
➢ August 6, 2011-Attended the Colorado National Guard Facility Grand Opening
Ceremony.
> August 8, 2011-Attended the Colorado Remembers 9/11 Press Conference at Civic
Center Park in Denver.
➢ August 18, 2011-Hosted the MDA lockup at Station where local individuals are sent to
jail and raise donations for MDA.
➢ August 25, 2011-The Fire District Board of Directors approve re financing of the 2002
bond at a lower interest rate that will save the taxpayers approximately$250,000.00
over a 10 year period.
➢ September 1, 2011-Administrative Secretary Allyson Tkadlec was promoted to the
position of Administrative Assistant.
➢ September 3, 2011-Captain Mike Dittman organized the MDA Fill the Boot Campaign
and the department members collected $6263.02 for MDA.
➢ September 4, 2011 Lieutenant Josh Tapia and Firefighter James May delivered the check
to the MDA Telethon.
➢ September 9, 2011-All apparatus washed and waxed for the Trapper's Day Parade.
➢ September 9, 2011-Presented a special event fireworks display for the 175th
Anniversary for the South Platte Valley Historical Society and 150th Anniversary of Weld
County.
> September 10, 2011-Participated in the Annual Trapper's Day Parade.
➢ September 11, 2011-Participated with the Aerial Device at the Patriot's Day
Remembrance and Honor Flight in Frederick with Frederick Firestone Fire Protection
District. In observance of the 10th year Anniversary of 9-11.
➢ September 11, 2011-Fire Chief Phil Tiffany and Firefighter Corey Ceretto presented the
Flags at the Methodist Church Sunday Service.
> September 11, 2011-Eight firefighters from Fort Lupton participated in the September
11 Memorial Stair Climb of 110 stories at the Qwest building in Denver to honor those
who lost their lives in the twin towers on September 11, 2001. In observance of the 10th
year Anniversary of 9/11.
> September 15, 2011-Hosted a reception for the family and friends of Nancy Penfold who
passed away September 9, 2011.

➢ September 23, 2011-Submitted Assistance to Firefighter's Federal Grant request for the
purchase of a dual agent foam/dry chemical trailer in the amount of$125,000.00.The
Fire District's share would be$6250.00 if the grant is awarded.
➢ September 27, 2011-Received a donation of$1000.00 from Kauffman Well Services to
assist our agency in purchasing hazardous chemicals spill clean-up materials as well as
training responders.
➢ October 1, 2011-Received a donation of$750.00 on behalf of Firefighter Tricia Toussaint
from her employer, Suncor as we were selected as her volunteer agency to receive this
donation.Thank you Tricia!
➢ October 4, 2011-The Gregory family, Steve,Aubrey, Sadie, and Alex, visit the fire station
to thank the firefighters for their quick response and extrication at their accident on
August 27, 2011 at CR 29.5 and Hwy 85.
➢ October 4, 2011-Flu shots provided for employees and volunteers on site.
➢ October 7, 2011-Participated in the Homecoming Parade and Football Game.
➢ October 10 through October 14, 2011 Captain Greg McGinn completed Fire Prevention
Week for 893 kids and 32 staff members at Twombly and Butler Elementary Schools Pre
K through Third Grade.
➢ October 12, 2011-Twelve new Volunteer Firefighters were hired which included two
Fort Lupton Residents.
➢ October 14, 2011-Fire Chief Phil Tiffany participated in the National Fallen Firefighter
2011 Memorial Weekend in Emmitsburg, Maryland as a Volunteer and Stand by Family
Escort. His wife Jeanie Tiffany was also a volunteer for this memorial.
➢ October 15, 2011-Training Coordinator Taw Tamlin started the fall 2011 Fire Academy
with ten students including recruit seven firefighters from Fort Lupton and one from
each Frederick/Firestone, LaSalle, and Southeast Weld Fire Protection Districts.
➢ October 26, 2011-The Fire District was very proud to announce that they were able to re
finance the 2002 Bond Obligation at a lower interest rate saving Fire District Taxpayers
almost$25,000.00 per year, $250,000.00 over a ten year period.
➢ November 1, 2011-Twelve current firefighters between the ages of 18 and 29 completed
physicals as part of the ongoing Health and Wellness Program for the fire district.
➢ November 10 and 14, 2011-Presented the Courage To Be Safe 16 Firefighter Life Safety
Initiatives Training at Frederick/Firestone Fire Protection District.
➢ November 14, 2011, Firefighter Joe Perales retires with 13 years of service and his status
changes to Active Retired Firefighter. He remains with the fire district.
➢ November 30, 2011-Three Command Officers of the Fire Department attended three
days of Leadership Training at the Colorado State Fire Chief's Leadership Conference in
Keystone, Colorado.
➢ December 9, 2011-Stand by at Frederick Firestone Fire Protection District Station 1 to
provide coverage for their annual holiday party.
➢ December 13, 2011-In assisting Joe and Sue Hubert,the on duty crews began delivering
meal supplement backpacks on a weekly basis to children at Twombly Elementary
School.

r December 19, 2011-Firefighters from Frederick Firestone, Southeast Weld, and Fort
Lupton Fire Protection District successfully graduate from the Fort Lupton Ninth Fire
Academy.
r December 20, 2011-Annual Fire Department Christmas Party organized by the Officers
and their spouses for the families of the fire department.
r December 27, 2011- Received a donation of $750.00 on behalf of Assistant Chief Gordon
Alexander from his employer, Suncor, as we were selected as his volunteer agency to
receive this donation. Thank you Gordon !
r December 27, 2011-Peggy Hull, a part time employee for the Fire District for over 21
years passes away after a short battle with a brain tumor and lung cancer.
r December 29, 2011-The Fire District Board approves the purchase of a Pierce Velocity
PUC Engine at a cost of $480,000.00 to replace Engine 2601, a 1992 Pierce Dash. This
engine will carry 1000 gallons of water, be capable of pumping up to 1500 gpm, and
carry up to six firefighters.
r December 31, 2011-Firefighter Scott Alexander retires from the Fire Department with
12 years of service to the Fort Lupton Community.
r December 31, 2011-The total calls increased by 5% for the year with 1042 responses,
the highest total recorded in District history.

Firefighter Jerry Andrews.
On February 19, 2011, the fire department received a call to assist in locating a lost three year old child.
Off duty Firefighter Jerry Andrews, who also lived in close proximity to where the child was reported
missing, responded to the area on foot. Upon his arrival he observed the child who had fallen through
the ice on the pond at the golf course and was partially submerged in the water. Firefighter Andrews
immediately entered the 38 degree water without regard for his own safety and pulled the child to
shore where CPR was initiated. Firefighter Andrews was awarded a Commendation of Valor for his
unselfish and brave actions on February 19, 2011.

On January 25, 2011, the above crew acted beyond the call of duty in their rescue of a trapped semi
driver that was carrying butane, which rolled at CR 18.5 and Highway 85, and began leaking. They were
able to successfully rescue the driver who was trapped in the cab and partially submerged in the frigid
ditch waters while working in very hazardous conditions. Firefighters Troy Norby, Tricia Toussaint, and
James Mayor received a Commendation of Valor professional work in a dangerous atmosphere.
Firefighters Ken Rosales and Brian Wise each received a Commendation of Meritorious Service for their
actions.

Firefighter Code of Ethics
As a firefighter, my fundamental duty is to serve humankind by safeguarding lives and property
from the ravages of fire.
As a professional, I am on-call for some of the most difficult and trying circumstances. When
disaster strikes, I will do my duty to aid the victim and rescue the helpless.
I will keep my private life unsullied as an example to all; maintain courageous calm in the face
of danger, develop self-restraint, and be constantly mindful of the welfare of others. Honest in
thought and deed in both my personal and official life, I will be exemplary in obeying the laws
of the land and regulations of my Department.
I will never act officiously or permit personal feeling, prejudices, or animosities to influence my
decisions.
