To whom it may concern,
As a valuable member of the Consolidated Communications Network of Colorado, Inc. (CCNC),
we would like to take this opportunity to explain to you an upcoming change for next year that will
affect your agency.
In these days of economic stress that we all face, we as an organization must take a realistic look
at the services we perform and the costs of doing business. CCNC is no different from any other
organization when it comes to reviewing budgets and providing the best service possible to its
members.
For the past 10 years, CCNC has been operating as a nonprofit organization on the good will of
several major infrastructure partners, significant volunteer "sweat equity," and what funding we
could garner from our annual vendor show. Unfortunately, in today's economy, that trend cannot
continue. We have reached a point where we need to seek alternate funding resources to help
augment the current funding stream.
We as an organization, with the help and participation of all CCNC members have built a radio
network that is one of the best models in the nation for providing statewide cooperation at all
levels of government and serving all first responder disciplines. We must keep moving forward to
maintain statewide interoperable communications. We cannot risk stepping backward due to a
lack of the funds required to keep the system functioning as it is today. The dollar value of the
funds being requested from member agencies are nowhere close to covering the operating cost
of the system or the volunteer labor contributed by the dedicated radio system professionals that
involve themselves daily in supporting CCNC and DTRS activity. We cannot afford to risk the
progress we have made as an organization, which clearly benefits the entire public safety
community in Colorado. We owe it to our citizens to keep the CCNC and the DTRS viable.
Therefore, earlier this year, the Board of Directors voted to institute a membership fee beginning
in 2012. Although the participation agreements have always allowed for the possibility of fees to
be assessed, this is the first time that we have had to set such a fee. This agency fee, which is an
annual fee of $100.00 per CCNC member agency, and not a per subscriber radio unit fee, is
needed to help offset the increasing operating budget of the CCNC organization and to allow us
to pursue other long term, sustainable funding options.
