REFERENDUM PETITION SECTIONS ---

I. Nomination of Councilmen. -- page 48.
Article XIII -- Section 13 - 9, (2) , (a) , and (b) -- Nomination of Councilmen
Suggested Change: That the number of signatures required in (a) and (b) be
changed from 200 to 75.
II. Recall -- page 56.
Article XV -- Section 15 - 3, (1) , lines 22 and 23 --
after mailing such copy to the officer. . ."
Meaning of "such copy" not clear.
Article XV -- Section 15 - 3, (2) , page 57.
". . .Said petition must be signed by qualified electors numbering at least
twenty per cent (20%) of the total number of votes cast for that particular
office in the last preceding election within the district from which the
officer was elected or within the county in the case of an officer elected
at large."
Suggested Change:
That ". . .twenty per cent (20%) of the total number of votes cast. . ." be
changed to read ". . .ten per cent (10%) of the total number of votes cast. . ."
In the last election 26,820 votes were cast for Commissioner.
20% = 5,364
10% = 2,682
For 50th Representative District a total of 9,591 votes were cast.
20% = 1,918
10% = 959
III. Initiative and Referendum -- page 60.
Article XV -- Section 15 - 4, (1) - Procedure.
(a) An initiative or a referendum petition shall be signed by qualified
electors numbering at least five per cent (5%) of the number of persons who
were registered electors as of the date of the last general election, and all

signatures on said petition shall be obtained within the twenty-one (21) days
prior to the date of filing. . . "
Suggested Change:
(a) An initiative or a referendum petition shall be signed by qualified electors
numbering at least five per cent (5%) of the total vote at the last general
election, and all signatures on said petition shall have been obtained within
forty-five (45) days prior to the date of filing said petition with the Clerk.

Total vote November 5, 1974 = 30,002 = 66% of registered voters
5% = 1,500
IV. Amendments to Charter -- page 70.
Article XVII -- Section 17 - 1 (1)
"(1) Action to amend this Charter shall be initiated by:
(a) A petition or petitions signed by at least five per cent (5%) of
of the qualified electors of the County. "
Suggested Change:
(a) A petition or petitions signed by at least five per cent (5%) of the
total number of votes cast at the last general election.
Total vote November 5, 1975 = 30,002
5% = 1,500
There is no way the Clerk's office can determine the number of qualified
electors in the county.
