OLia Chester Schwartz 4111 27908 2 • Cummins Field Water Injection Facility USR Questionnaire 1. Explain, in detail,the proposed use of the property. Noble Energy Inc. is proposing a produced water injection facility in the A(Agricultural)Zone District on a 27.9 acre parcel located in the Northeast Quarter of the Northeast Quarter of Section 10, Township 7 North, Range 64 West of the 6th P.M., Weld County, Colorado. This facility will handle only Noble Energy Inc. produced water and not operate as a commercial facility. The water that is brought to this facility is from the immediate area around this proposed facility. The water will be conveyed to the site via local pipeline from surrounding well heads in the Cummins Field area and not trucked to the site. This field has distinctive characteristics for Weld County oil production; it does not produce marketable gas and is a true oil/water reservoir. The expectation is that within a few years of producing the field and disposing the water, the field characteristics will change such that a water flood recovery will be the most economical oil production method. At this time, portions of the facility may be used for water flood production. The site is accessed from a 30 foot wide lease road. The County has roads constructed up to the intersection of Weld County Road 80 and Weld County Road 55. From this point, Noble constructed a lease road north along the section line up to the Weld County Road 84 right-of-way and then east within the right-of-way to get over to the project site. The Vicinity Map on sheet one of the USR plat map shows this access road. The only traffic in this area is generated by Noble Energy and its subcontractors. Hours of operation are anticipated as 24 hours per day, 7 days per week. Noble Energy is concurrently proposing to create the 27.9 acre lot via a recorded exemption • application so that they can purchase the property from the Dillard Family LLC. The 27.9 acre parcel is shown in the Recorded Exemption Application as Lot A and this USR is proposed on Lot A. Noble understands that the RE application will need to be finalized and recorded prior to recording the USR plat for Lot A. The facility is expected to be unmanned most of the time; it will be operated by pumpers on their rounds. The expected flow into the injection facility is between 3,500 and 6,000 barrels per day. This facility will actually reduce traffic impacts in the area. Currently, trucks in this area are hauling 150 barrels per truckload and the expected initial flow for the well is 3,500 barrels. This is equivalent to approximately 23 trucks per day which would no longer utilize Weld County Roads. A future office building is shown on the USR site plan map. It is called out as"future" because Noble does not currently have any plans to construct this office. However, they wanted to include it on the plan in case an office building is needed in the future. 2. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. The Weld County Comprehensive Plan has Goals and supporting Policies that encourage responsible Oil and Gas development in the County. Below is a list of the specific Oil and Gas goals followed by an explanation of how the goals are being addressed: OG.Goal 1: Promote the reasonable and orderly exploration and development of oil and gas mineral resources. OG.Goal 2: Ensure that the extraction of oil and gas resources conserves the land and minimizes the impact on surrounding land and the existing surrounding land use. OG Goal 3: Prevent surface and groundwater contamination from oil and gas minerals exploration • and extraction. The proposed injection facility is in an area where there is already a significant amount of oil and gas development. In fact, from the site, the only above ground existing land use that can be seen in the • area for miles is other oil and gas facilities. Water that is conveyed to the facility will be transported from surrounding wells via pipelines rather than by truck. This will significantly decrease any potential traffic impacts in the area because the site will only have one to two oil haul trucks coming to it per week to haul away oil that gets separated from the water at the facility. By operating in this manner, Noble is being very responsible in making sure their operations are both reasonable and orderly. The site will be designed to have a detention pond that will be used to control surface water in the event of a storm and act as a containment pond in the event of a spill from any of the proposed tanks on the site. 3. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. According to the Weld County Code, oil and gas support and service facilities are a Use by Special Review in the Agricultural Zoning District. An injection facility would be considered an oil and gas support facility which is the reason a Use by Special Review application is being submitted. 4. What type of uses surround the site(explain how the proposed use is consistent and compatible with surrounding land uses). The project location is dryland prairie with many oil and gas facilities in the vicinity. The surrounding properties have the same conditions and there are no residences within a couple of miles. Therefore, the injection facility will be compatible with the surrounding land uses. 5. Describe, in detail, the following: a. Number of people who will use this site. On a weekly basis, one to two oil trucks with one driver will visit the site to pick-up oil and up to one time per day a Noble employee may stop by the site in a pick-up truck. b. Number of employees proposed to be employed at this site. • This will be an unmanned facility; however, there could be 1-2 people on-site at various times. c. Hours of operation. Trucks may access the site seven days a week, 24 hours a day. d. Type and Number of structures to be erected (built) on this site. At the Water Injection Facility, Noble plans to have the following improvements: • One pump building • One filter building • One MCC building • One office • One radio tower • One trash enclosure with a dumpster • One 30,000 barrel tank (to be installed in the future) • Up to two 10,000 barrel tanks • Up to three 5,000 barrel tank • Up to four 750 barrel tanks • Up to twelve 500 barrel tanks • One disposal wellhead e. Type and number of animals, if any, to be on this site. There will be no animals kept on this site. f. Kind of vehicles (type, size,weight)that will access this site and how often. The trucks that access the site will be 18-wheeler oil haul trucks that will come to the site once or twice a week. In addition, a Noble employee by visit the site in a pick-up truck up to one time per day. g. Who will provide fire protection to the site. The property falls within the Galeton Fire Protection District. h. Water source on the property (both domestic and irrigation). • There is no existing water source (domestic or irrigated) on the property. Until such time that the "future office building" is constructed the site will require no water source due to the fact that there • will be no people employed at the site. If and when the office building is constructed on-site, it will have a restroom and Noble will permit and install a well for domestic use. i. Sewage disposal system on the property (existing and proposed). There is no existing sewage disposal system on the property. Until such time that the "future office building" is constructed the site will not have a sewage disposal system due to the fact that there will be no people employed at the site. If and when the office building is constructed on- site, it will have a restroom and at that time Noble will permit and install a septic system. Noble would like to install a portable toilet with portable hand washing facilities at the site which would be removed in the event that the office building gets constructed on-site. j. If storage or warehousing is proposed, what type of items will be stored. No storage or warehousing is proposed on this site. 6. Explain the proposed landscaping for the site. There are no neighbors around the site to require screening and there is no irrigation to the site to support landscaping; therefore, no landscaping is proposed. The native vegetation around the site will remain. 7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity occurs. When termination of the Water Injection Facility occurs, the facilities will be removed and the land will be returned to its native state. 8. Explain how the storm water drainage will be handled on the site. Off-site flows will be routed around the site. On-site flows will be conveyed to an on-site detention pond. The one-hundred year developed storm event will be released at the five-year historic rate from the pond. For more details, please see the Preliminary Drainage Report. • 9. Explain how long it will take to construct this site and when construction and landscaping is scheduled to begin. Noble anticipates that it will take six to eight months to construct the site and construction will occur as soon as the USR application is approved and recorded. 10. Explain where storage and/or stockpiles of wastes will occur on this site. There will be no storage and/or stockpiles of waste on this site. • • Cummins Field Water Injection Facility Access Permit Attached is map showing the access road that Noble constructed to get access to their existing oil and gas facilities on the property. This same access road will be used to access the proposed Cummins Injection Facility. In addition, attached is a letter from Don Carroll, Engineering Administrator with the Weld County Public Works Department. As indicated in the letter, no public road right-of-way exists along the extension of County Road 55 from County Road 80 to County Road 84; however, there is public road right-of-way north of Section 10 (where County Road 84 would be located). We are in the process of completing a Non-Exclusive License Agreement application to utilize the public right-of-way north of Section 10 and will follow-up with the owners of the land along the extension of County Road 55 to obtain an access easement for the road. Dear Pam: I have researched and verified with our Right-of-Way Department the following County Rights- of-Way on your proposed haul route to your injection well site located in the NE/NE2/NE4 • Section 10-7-64. Starting from the County maintained intersection of CR 80/55 North on CR 55 alighment; Section 16 is a State Section with no right-of-way, Section 15 is a Railroad Section with no right- of-way, continuing North on the CR 55 alignment between Sections 9 & 10, the right-of-way has been vacated 5-5-1941. On the Weld County Road 84 alignment, the County has retained 60 feet of right-of-way located between sections 3 & 10. The road was not build by the County. From the maintained County intersection of CR 80 & 55 North, Noble would have to obtain easements or rights-of-way with adjacent landowners to reach the alignment of CR 84 where the County has 60 feet of right-of way available to access their injection well site. In filling out the Nonexclusive License Agreement, the only public right-of-way available which would show on the Nonexclusive License Agreement would be CR 84 section line between CR 55 section line and CR 57 section section line for a distance of one mile. As a part of the application, it is our responsiblilty to make you aware of the Galeton Reservoir Project (Northern Integrated Supply Project). The Northern Colorado Water Conservancy District located at 220 Water Avenue, Berthoud CO, 80513; telephone number 1-800-369-7246 would be your contact in Berthoud. Please alert Noble that this nonexclusive lies within the proposed reservoir and that they may not have access at some future date. • The Planning Department will ask you for written verificartion that you have contacted NCWCD as a part of your USR application for your injection well site. If you choose to utilize public right-of-way that the County does have available to access your injection well site, please fill out the nonexclusive license agreement as stated above and submit with an application check for $250.00 to cover the fee of the agreement and placement of Weld County intersection sign. This will eliminate the current process of transporting water by truck and result in a reduction of some 23 trucks per day currently using the area roadway system. The site will be operational 24 hours per day, 7 days per week. The Disposal Facility will generate a limited amount of traffic since no employees will be • based on-site with only a minor amount of other site related traffic. One pickup truck will arrive and depart the site daily for maintenance with other routine site traffic limited to one oil tanker truck per week and trash collection once a month. The Facility will be exclusively used by Noble Energy and will not be a commercial operation. All traffic will access the facility using the State Highway system, the County roadway system and private access routes. As indicated above, site traffic associated with the Cummins Held Water Disposal Facility will be negligible. The facility will, in fact, result in a significant reduction in current water disposal traffic. • Cummins Field Water Injection Facility • Waste Handling Plan 1. Any waste generated on-site will be collected in a trash dumpster provided on-site. Waste Management will be contracted to collect the trash from the site. 2. No permanent disposal of wastes will take place at this site. 3. Fugitive dust, blowing debris, and other nuisance conditions will be minimized during construction. 4. The applicants operations will be in accordance with the approved Waste Handling Plan. 5. No potentially hazardous chemicals will be stored on site. 6. All development standards will be adhered to. • • • Cummins Field Water Injection Facility Dust Abatement Plan I. A water truck will be utilized to control dust on the site during construction. 2. The access road will consist of gravel road base. 3. Waste materials shall be handled, stored, and disposed of in a manner that controls fugitive dust, fugitive particulate emissions, blowing debris, and other nuisance conditions. 4. Fugitive dust and particulate emissions will be controlled on the site. 5. All development standards will be adhered to. •
