Billings Donald E. Altergott The meeting was called to order at 8:30 A.M. Mr. Altergott gave a report on the rural fire districts. He reported that 50% of the fire calls from the Hudson Fire District were to the town of Lochbuie. Otherwise, they had no complaints or suggestions on the current structure of the fire district. The Fire Chief of Fort Lupton, Ron Ceretto had no complaints about the present structure of their fire department. Mr. Altergott referred to the maps as distributed by Glenn Billings. He pointed out only one spot in the county_.not organized in a fire district. That area is in the north-eastern part of the county, .around Grover. Committee member Billings reported that Weld County does not have the $10,000 fire fund or equipment as provided for in the statutes, but that the County Sheriff does serve as Fire Marshall. The Committee next discussed the structure of the Sheriff's department, the present structure as compared to a county wide law enforcement agency. Committee member Altergott indicated there is now some effort underway in the south part of the County to form a law enforcement district, under contract with a private enforcement agency. Chairman Brooks expressed some concern that such organization might occur there or elsewhere in the county before the Home Rule Charter Commission could complete its study and make its proposals. Committee member Charley Baumgartner said that he did not feel the effort to organize such an enforcement district would move that rapidly. • Next the Committee outlined its study areas for committee effort as follows : 1. Sheriff' s Department Personnel - how are they screened and selected and what standards are used. 2. Arrest procedures - the gathering and presenting of evidence. 3. Relationship of the Sheriff's department with the District Attorneys office and the Courts. 4. The new law enforcement complex - it was suggested that the Committee hear from NHPQ (Nelson, Haley, Patterson and Quirk, Engineering Consultants) and review the plans for the complex. 5. Juvenile detention and detention facilities. The next meeting will be held on January 14, at 7 :15 in the Commissioners' meeting room. The Committee will meet for dinner ‘prior to this time at The Yeager, at 6:00 P.M. The Committee will invite the incumbent Sheriff, Richard Martinez; Judge Donald A. Carpenter, and Judge Hugh Arnold of the District Court; and Judge Willis Culp of the County Court; as well as the incoming Sheriff, Don Bowers and his under-Sheriff appointee Richard Shockley, to appear before the Committee on Safety.
