Has the land-use application substantially changed? One of the more difficult tasks in preparing this application has been determining what the original land-use application was. The USR application changed over the 6-month application process due to the significant and unexpected growth of the Applicant's business. Changes were made during the Planning Commission hearing/approval and changes were discussed or requested during the hearing before the Commissioners on 10/19/11. Based upon a review of the record, this Substantial Change Application will attempt to state what the original application was at the time the Board of Commissioners closed the hearing and entered into deliberations. In addition, the Application will breakdown the operations of the business as they applied to the subject site in the original application and as they will apply to a proposed Site Specific Development Plan and Use by Special Review (USR) Application. The best way to illustrate the changes to be made from the original application to the proposed application is in a side-by-side summary. That summary is attached as Exhibit A. A.2. My name is Ron Winter. I own and operate a small company in Ault. I have befriended the owners of C & H Excavation and their family for a very long time. That being stated my concerns with the issues at hand are not only for C& H but for the town in which my family and I reside. C&H Excavation is a thriving new company that we believe has a very strong future. It is our opinion that this is something our town is in need of for growth and prosperity. C&H can bring more job opportunities, money, and future to our town. This also means a higher priority for families and their children to reside in Ault due to the location of their jobs. We don't believe this company will solely build upon what our town and the northern areas have, but with some of the other local businesses, will be a strong start. I know in just the short time they have been in this area, our venders have prospered due to C& H and there commitment to utilizing what Ault has to provide. This gives existing businesses the opportunity to grow stronger. C& H has also been a large contributor to the Ault High school. I have played a part in the athletic organization. My stepson, as well as other athletes and their • spectators, have enjoyed some of the improvements made to the athletic program; namely the baseball field. I personally asked Cliff Simpson, owner and operator of C&H Excavation if we could use a truck and driver for a day, as I was initiating loads of gravel to be available. The following day my request for donated gravel from another source was denied. In less that 24 hrs.,there were several loads of gravel delivered to Ault baseball field... paid for by C & H. This improved the appearance of the field and has given the team a sense of pride.This town needs that kind of commitment, not only for appearances but to teach our children lessons and to take pride in something instead of neglecting it. Lessons learned of this type impacts a person's life. I know C& H also contributed several thousands of dollars to the FFA Program at an auction to raise funds for the kids as well as a program to raise and cultivate their own crops. The education received by the students is one of the many ways we feel "Our Unique Little Town," will become a stronger and better place to live. I have been to C& H's office and yard and I have felt and seen first hand the sense of pride, cleanliness, and professional way they conduct their business. Our plea is that this company will continue to conduct business here. In order to stay, they are in need of a special use permit from our county.They deserve our support. We feel this opportunity is highly beneficial to our community- please consider all citizens of Ault and the surrounding area. Thank you for your careful judgment concerning this matter.
