Subject: Poudre Ponds 1'` and 2nd Annexation
Please find enclosed a copy of the Poudre Ponds 1" and 2i° Annexation Impact Report. The applicants for the
proposed annexation are Double SM Farms, Cottonwood Land & Farms, LLC, City of Greeley and Weld
County. This document fulfills the statutory requirements pursuant to C.R.S. 31-12-108.5 of filing one copy
with the Board of County Commissioners governing the area proposed to he annexed.
The following is the City of Greeley schedule for processing this request.

May 15, 2012 City Council Public Hearing/Final Reading of Ordinance

INTENDED/PROPOSED USES The uses within the site arc not intended to be
changed at this time. The properties will continue
to be utilized for recreational uses and mineral
extraction reclamation activities.
COMPREHENSIVE PLAN The entire site lies within the Long-Range Expected
Growth (LREGA). The areas within the proposed
annexations are located within the 100 year
floodplain; the northern portions of the annexation
are also located within the floodway. Based on the
proximity to the Poudre River, the City's 2060
Comprehensive Plan suggests that the subject
properties are well suited for parklands and open
space uses.
ANALYSIS Due to state contiguity requirements, the
applications are a combination of stand-alone and
serial annexations. The first Annexation derives its
contiguity from the Thissen Annexation (Reception
No. 3502501) to the south. The first Annexation
then provides contiguity for the second Annexation.
The First Annexation is located directly north of F
Street and west of 25`1' Avenue, and consists of
66.854 acres. The Second Annexation, which is
located directly north of the l Annexation and east
of 35'1' Avenue, west of 25th Avenue and south of O
Street. This annexation contains the remaining
properties within the annexation and consists of
221.286 acres.
When future development is proposed for the site,
City water and sanitary sewer service will he
extended to serve the site. The property is proposed
to be withdrawn from the Western Hills District and
receive fire services from the Greeley Fire
Department.
The annexation will extend the external boundary of
Annexation Impact Report Page 2 of 3 Poudre Ponds t'' and 2°`t Annexations
the City to the north.
The annexation of these properties into the City
would be consistent with present growth patterns
and Comprehensive Plan policies. There is
evidence that this site shares a common interest
with the City's future. The requirements of State
Statutes and City of Greeley Comprehensive Plan
Policies for annexation appear to have been met by
these requested annexations.

A parcel of land being located in Section Thirty-six (36), Township Six North (T.6N.), Range
Sixty-six West (R.66W.) of the Sixth Principal Meridian (6th P.M.), County of Weld, State of
Colorado and being more particularly described as follows:
COMMENCING at the Center-South Sixteenth (CS 1/16) corner of said Section 36 and Assuming
the South line of the North Half(Nl/2) of the Southwest Quarter (SW1/4) of Section 36, T. 6N., R.
66W. as bearing South 89°38'58" West being a Grid Bearing of the Colorado State Plane
Coordinate System, North Zone, North American Datum 1983/2007, a distance of 2622.16 feet
with all bearings contained herein relative thereto;
THENCE North 01°11'46" West along the East line of said SW1/4, a distance of 30.00 feet to the
