Box 758 Greeley, CO 80632 Dear Commissioner Long: Two years ago, during budget preparation, the Greeley City Council inquired about costs associated with the provision of emergency medical services (EMS). Of particular interest was the role of the Greeley Fire Department (GFD) in responding to such situations and whether or not there was a duplication of services with the Weld County Paramedic Services (WCPS). The City Council reviewed the current intergovernmental agreement (IGA) and determined that a new one would be in order. Unfortunately, it was determined that this subject matter was becoming too emotional to get straight answers. As such, a Request for Proposals was issued to attempt to get some answers directly from private-sector providers of this service. This resulted in further emotional concerns. However, it also limited the scope of study as no responses were given which essentially eliminated the private sector service alternative. It has been very important since the beginning of the City Council's analysis to get unbiased information particularly in light of the emotions surrounding this subject matter. In that regard, Gemsbok Consulting was hired to analyze the current operating model as well as the City Council requested proposal from the GFD. The principal of this firm had made a presentation regarding EMS at a seminar attended by the City Council Public Safety Committee. During preparation of the report, the Consultant made a number of requests for information. However, some of the information originally requested from WCPS was not received and the draft report was completed. It is City Council's concern that this lack of information has shaded the Consultant's report and introduced unnecessary skepticism. I want to reiterate City Council's desires are as follows: 1. To understand how we can keep the best of what we currently have and remove emotional jealousy between responders and transponders; and 3. To determine what the facts are for operations and management necessary to develop an equitable City/County IGA to deliver this service to our constituents. It is City Council's hope that you could provide this information in the interests of full transparency so the final report can be completed. A copy of the information requested but not received is attached. Thank you for your consideration of this request.
