Environmental Health Services has reviewed this proposal for a 300 foot communication
tower and associated support building. As no employees will be located at the site,
permanent water and sewer is not required. Portable toilets and hand washing units
can be utilized during construction of the tower. Bottled water is sufficient for drinking
provisions during construction.
There are sanitation facilities available at the Weld County grader shed located on the
parcel. The grader shed is served by Central Weld Water District and a septic system
(SP-0000515).
• The application indicates that a 1000 gallon propane tank will be utilized to power the
back-up generator and will be buried on the property. The applicant shall comply with
the provisions of the Colorado Department of Labor and Employment, Oil and Public
Safety Division's Underground Storage Tank Regulations.
We have no objections to the proposal; however, we do recommend that the following
requirements are incorporated into the permit as development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed for
final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a solid
waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5, C.R.S.,
as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that controls
fugitive dust, fugitive particulate emissions, blowing debris, and other potential
nuisance conditions.

• 4. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
5. Adequate drinking (bottled water), toilet facilities (portable toilets) and hand
washing units shall be provided during construction of the facility.
6. The applicant shall comply with all provisions of the State Underground and
Above Ground Storage Tank Regulations.
7. The operation shall comply with all applicable rules and regulations of State and
Federal agencies and the Weld County Code.

• The Weld County Building Department has reviewed the history and investigated any complaints or
violations that accompany the parcel the establishment resides on. The findings are as followed:
There are currently no violations or complaints attached to the parcel. Engineered plans will be
required to be submitted. Special inspection for the structure will be required per Chapter 17 of the IBC.
Any owner or authorized agent who intends to construct, enlarge, alter, repair, move, demolish, or
change the occupancy of a building or structure, or to erect, install, enlarge, alter, repair, remove,
convert or replace any electrical,gas, mechanical or plumbing system,or to cause any such work to be
done, shall first make application to the building official and Weld County to obtain the required permit.

Comments: 1)Per 2003 IFC section 3804.3:
Minimum distance for underground containers shall be measured from the pressure relief device and the filling or
liquid-level gauge vent connection at the container, except that all parts of an underground container shall be 10
feet or more from a building or lot line of adjoining property which can be built upon.
2)Per 2003 IFC Section 3807.2: Smoking and other sources of ignition.
"No Smoking"signs complying with Section 310 shall be posted when required by the fire code official. Smoking
within 25 feet(7620 mm)of a point of transfer,while filling operations are in progress at containers or vehicles,
shall be prohibited.
Control of other sources of ignition shall comply with Chapter 3 and NFPA 58, Section 3.7.
3) Per 2003 IFC Section 3808.2: Fire extinguishers. Fire extinguishers complying with Section 906 shall be
provided as specified in NFPA 58.

Comments:The property is currenity outside our existing IGA but within our 2007 Comprehensive Plan. The property is
close in proximity to the City boundary.We would like to discuss the possibility of annexation with the applicant
County Road 31 is designated as an arterial with 60'right-of-way from center fora total of 120'right-of-way. We
have no conflicts with the proposed project however,should this be approved we request the right-of-way be
taken into consideration and shown on the plat.
