Dear Board of Commissioners:
On June 27, 2005,the Board of Commissioners adopted a resolution that allowed BI Incorporated(BI)to operate the
Useful Public Service Program in Weld County. Prior to this resolution, Intervention operated the program in Weld
County since December 20, 1996, including BI as a sub-contractor to provide labor and operations starting in 2001. It has
been our honor and privilege to operate the Useful Public Service program for more than ten years.
As you know,this self-sustaining program currently has a one-time client fee of$60.00 to cover administrative costs. In
October 2011, Arapahoe County Alternative Sentencing completed a comparison survey of the surrounding counties, and
recorded the following:

According to C.R.S. §18-1.3-507(6), the court shall asses an amount, not to exceed one hundred twenty dollars, upon
every person required to perform community or useful public service pursuant to §18-1.3-501. In addition to the day-to-
day overhead of personnel and operations, we carry an additional insurance general public liability insurance policy.
Bl is requesting a fee increase of$15.00 for the initial fee, for a total initial fee of$75.00, plus a one-time recurrence fee
of$25.00. The recurrence fee would be charged on those cases that are revoked/reinstated or closed at time of court
review, and would need to be reopened for completion. This model penalizes those who do not complete their Useful
Public Service in a timely manner.
