Submitted with this correspondence is correspondence from the Colorado Office
of Mined Land Reclamation of 12 April 2011 evidencing the transfer of OMLR
Permit M1980-002 to Connell Resources, Inc. The location is detailed in the
attached Legal Description - Exhibit A.
Please accept this correspondence as our request to transfer all subject Weld
County USR obligations and permitting requirements under the referenced
(known) or any other related Weld County USR number respective of the
correlated legal description, to Connell Resources, Inc.
To our understanding, there are no departures from the existing USR known to
us at the time of this request or prior transfer of the OMLR Permit. Naturally, if
you need clarification or additional information, please feel free to contact us.

On April 11, 2011, the Division of Reclamation, Mining and Safety approved the succession of operators from Varra
Companies Inc to Connell Resources,Inc.for this operation. Connell Resources,Inc.is now the permitted operator of the
Tucker Aggregate Pit,and as such,is responsible for all provisions in M-1980-002,as well as those specified in the Rules
and Regulations.
Enclosed are the following bond and the Performance Warranty you originally provided.

These have been released as of April 11,2011 Division approval for the succession of operators. You should advise your
