Gentlemen: Enclosed is a copy of the application, annexation maps and other supporting material for the proposed annexation of the Specialty Products Company Annexation to the Town of Mead. This property is located in the Sekich Business Park on approximately 2.706 acres at the southeast corner of Mulligan Drive and Hilltop Road. The property is an existing light industrial building. Adjacent properties consist of light industrial and commercial buildings on large lots. The purpose of this referral is to obtain the comments and recommendations of various governmental agencies and service providers as to the appropriateness of the annexation. Prior to completion of the annexation of the territory proposed to be annexed,the Town of Mead will have in place a plan for that area,which generally describes the proposed: Location,character, and extent of streets, subways, bridges,waterways,waterfronts,parkways,playgrounds, squares,parks,aviation fields,other public ways,grounds,open spaces, public utilities, and terminals for water, light, sanitation, transportation, and power to be provided by the Town of Mead; and the proposed land uses for the area; such plan to be updated at least once annually. k. In establishing the boundary of the territory proposed to be annexed,if a portion of a platted street or alley is to be annexed, the entire width of the street or alley has been included within the territory to be annexed. The Town of Mcad will not deny reasonable access to any landowners, owners of any easement,or the owners of any franchise adjoining any platted street or alley which is to be annexed to the Town of Mead but is not bounded on both sides by the Town of Mead. 3. The owners of more than fifty percent of the area proposed to be annexed, exclusive of dedicated streets and alleys,have signed this petition and hereby petition for annexation of such territory. 4. Accompanying this petition are four copies of an annexation map containing the information following: a. Consistency with Town Comprehensive Plan. The proposed annexation of the Specialty Products Company property will be the latest annexation of a portion of this 80's business park. This has been a goal of the Town since the first annexation of the Sekich Business Park in 1991, to eventually annex the remaining individually owned lots in this important interchange of I-25. This is consistent with the stated goals in the 2009 Comprehensive Plan to recognize the: "1-25 freeway interchanges at State Highway 66 . . . create ideal sites for regional commercial uses serving the traveling public and northern Colorado front range residents." "The east side of I-25 has developed as an area for employment in light manufacturing and warehousing. The designation of the WCR 9 1/2 as an eastern arterial roadway provides access to the area which would facilitate the continuation of industrial activities that would parallel 1-25 for much of the planning area." "The location of regional arterial roadways that are perpendicular and parallel to I- 25 provide easy access to the regional residents and are view as ideal sites for commercial mixed use activities. These areas would provide for the retail and service needs of area residents." "Gateways are proposed for key interchanges and intersections in the area. A gateway announces the arrival into the community and provides way finding directions for the traveler. Gateways can consist of signage, landscaping, and increased setbacks that are noticeable and prominent." The proposed annexation is of a light industrial/warehouse building that was constructed 1995. It contains 28,147 sq. ft., with easy access to Highway 66, I-25 and WCR 9 'h. The property is currently zoned under the Weld County zoning designation, Z- 386 PUD. The proposed zoning in Mead is for Light Industrial (LI) uses, which is acceptable to the applicant and compatible with the 2009 Mead Comprehensive Plan. 2. Water rights. There are no surface water rights attributable to this property. The property is currently served domestic water by the Little Thompson Water District. As part of the annexation, the applicant will deed to the Town the non-tributary and not non-tributary groundwater rights that may be associated with property. 3. Zoning of the Property to Be Annexed. Zoning of the property is requested simultaneously with the annexation. The proposed zoning of the property is Light Industrial (LI), which is compatible with its existing Weld County zoning. The applicant has provided a completed Zoning Application and a Zoning amendment map amending the official zoning map. 4. Annexation Assessment Report. The application is to be accompanied by a narrative report assessing the effect of the proposed annexation upon the community and existing services and facilities. It shall detail the need for any expansion of those services and facilities to accommodate the development proposed for the property being annexed. The narratives shall be one or more paragraphs in length, and adequate to fully explain the needs, concepts and proposed solutions for each of the following: a. Assessment of the community needs for the proposed annexation and land use. The proposed annexation satisfies a goal of the community to complete the annexation of all property within the Sekich Business Park. In this respect, it is an "in-fill annexation."The zoning is compatible with the 2009 Mead Comprehensive Plan. b. The economic impact to the municipality of the proposed annexation. The annexation of the property will generate additional property and personal property taxes for the Town. Because the property is fully developed and is adjacent to an existing Town road,it is not anticipated that there will be a significant municipal expenses as a result of the annexation. c. The school impact. The impact on the local schools will be negligible. It will not generate additional students and as a fully developed property, the school is already receiving its maximum tax benefit. d. The impact on the existing transportation system. Because the property is fully developed in an existing subdivision, it is not anticipated that the annexation will have any affect upon the existing transportation system. e. The impact on the existing storm drainage system. Because the property is fully developed in an existing subdivision, it is not anticipated that the annexation will have any affect upon the existing storm drainage system. f. The impact on the Town's Law Enforcement Agency or Police Depai tment. Because the property is fully developed in an existing subdivision, it is not anticipated that the annexation will have any affect upon the Town's contract law enforcement. g. The impact on the Fire Protection District. Because the property is fully developed in an existing subdivision, it is not anticipated that the annexation will have any affect upon the existing fire protection services. h. The impact on the Town's park facilities and recreation programs. Because the property is fully developed in an existing subdivision, it is not anticipated that the annexation will have any affect upon the existing Park facilities and recreation programs. The impact on the environment of the Town. Because the property is fully developed in an existing subdivision, it is not anticipated that the annexation will have any affect upon the existing environment of the Town. j. The short-term and long-term economic development potential for the property. Because this is and existing business, it is not anticipated that the annexation will have any affect upon the economic development potential for the Town. k. The compatibility of the proposed development with the street master plan. Because the property is fully developed in an existing subdivision, it is not anticipated that the annexation will have any affect upon the existing street master plan. 1. The compatibility the Town Comprehensive Plan. The existing property is compatible with the 2009 Mead Comprehensive Plan. m. The compatibility with the Town Land Use Code. The property is fully developed and it is not anticipated that any deviations in setbacks, space requirements, and permitted uses will be required. n. A review of existing and adjacent land uses, areas of compatibility or conflict, and possible mitigation measures that may be required. The property is fully developed in an existing subdivision. It is not anticipated that there are any areas of compatibility or conflict with adjacent land uses. 5. Draft annexation agreement. There is an existing pre-annexation agreement that will form the basis for a annexation agreement to be signed prior to the completion of the annexation. Applicability of Town Ordinances and Policies.The Property, upon annexation, and all subsequent development of the Property shall be subject to and bound by the applicable provisions of the Mend Municipal Code,as amended. 6. Additional Terms and Conditions. Additional terms and conditions, if any, will be reflected on Exhibit B. 7. Termination. The Town of Mead will prepare and pay for all necessary documents for the annexation of Lot 8, Block 2, Sekich Business Park, including any survey work, preparation of the Annexation Petition, resolutions and ordinances, notices to adjacent property owners pursuant to the Town Code. 3, The Town agrees that when Hilltop Road is paved there will be no assessment back to Owner for any costs associated with the paving. 4. Real Property Tax. The cost for constructing a sewer line and connecting to the St Vrain Sanitation District trunk line is estimated to be $29,000. The Town agrees to rebate to the Owner real property tax collected by the Town from the Owner each year until the Owner has been fully reimbursed for the actual cost of connecting to the sewer system not to exceed the amount of real property taxes collected by the Town for the 5-year period.
