Dear Commissioners:
The Greeley City Council, from the time of our last two-year budget cycle, has completed analysis and
independent studies regarding Emergency Medical Services (EMS) for Greeley residents. As a result of the
information developed and discussions with staff and the City Council Public Safety Committee, we have
concluded that we have sufficient information to negotiate a new intergovernmental agreement regarding
EMS currently provided by the Weld County Paramedics Services under the 1996 intergovernmental
agreement. The desire to negotiate at this time is enhanced by our understanding that Weld County is
presently reviewing alternative EMS delivery systems and the fact that the City is starting a new two-year
budget cycle.
The City Council has developed a number of items that it believes should be included in a new
agreement. Most of these items are summarized in the attached bullet points. It is our desire to expand upon
our partnership with Weld County to assure sustainability, increase service delivery, decrease duplication of
service between Weld County Paramedic Services and the Greeley Fire Department and decrease costs to
Greeley residents. It is our suggestion that two City Council Members and two Weld County Commissioners
as well as appropriate staff members complete this process and then report back to the respective boards for
final adoption of a new intergovernmental agreement.
We would appreciate a response to our suggestion by April 17`h due to the pending budget preparation
constraints.

KEY SERVICE DELIVERY POINTS FOR A JOINT EMS MODEL:
o Development of a response matrix that eliminates unneeded duplication of response.
o City of Greeley dedicated ambulances which will allow delivery of an Advanced Life
Support(ALS) ambulance for all emergency calls, within eight minutes zero seconds
(8:00) 90% of the time each calendar month and a maximum response time of twelve
minutes zero seconds (12:00) to all non-emergent responses each calendar month.
o File a monthly delayed arrival report for every call for service for which the dispatch-to-
arrival time exceeds standards. Develop remediation process for not meeting goals.
o Provide service twenty four (24) hours a day, seven (7) days a week each day of the year.
o Provide ALS transport standby for Greeley Police and Greeley Fire emergencies.
o Develop a fee schedule necessary to sustain operations that is approved by City Council
and provide City Council a monthly statement of billings and collections within the
City of Greeley.
o Develop an Incident Management System protocol.
o Participation in City of Greeley disaster planning and responses.
o Participation in joint training with Greeley Fire
o Participation in joint ICS training
o Participation in joint State of Colorado Hazardous Material Awareness Certification
training
o Keep the Greeley Fire Department advised of current or impending staffing shortages
which could materially impact service availability or service quality.
o Discuss agreements for compensation when city personnel are used for transport
assistance to help with patient care.
o Discuss elimination of system status posting and place ambulances in fire stations.
o Develop in writing a grievance procedure for issues between ambulance and fire
personnel.
o Provide the City Council with an annual customer satisfaction survey of all personnel,
OFD and WCPS, involved in EMS.
o Monthly review of calls between each station and shift. After action Post Incident
Analysis of a set number of incidents each month.
o A clearly written and defined QA/QI (quality assurance/quality improvement) process
for all personnel, OFD and WCPS, involved in EMS.
o Discuss with the City of Greeley any changes to service delivery model.
