1. Fxnlain in detail the nmoosed use of the prooejty.
The applicant plans construction of a grain receiving and handling station specifically to receive
both confection and oil sunflowers from local farmers. The sunflowers are to be dried and stored,then
shipped out over time to the processor(s). The applicant will not purchase grain or sell commodities and
this facility will not be a commercial grain elevator. All planned structures are shown on the attached plat
2. Explain how this proposal is consistent with the intent of the Weld County Code. Chaoter 22 of the
Comprehensive Plan.
This proposal is consistent with Chapter 22 of the Weld County Code in that it is compatible with
the surrounding land uses, takes into account the matters of environmental impacts and preservation of
natural resources, is consistent with orderly development, and contributes to the economic development
of the area.
3. Explain how this proposal is consistent with the intent of the Weld County Code. Chaoter 23(Zoningl
and the zone district in which it is located.
This proposal is consistent with Chapter 23 in that it is an agricultural use within the A-Agriculture
Zoning District The commercial nature of the operation is limited to receiving of sunflowers belonging to
other farmers.
4. What tyce of uses surround the site(explain how the proposed use is consistent and compatible with
surrounding land uses)
d. The footprint of the primary uses proposed under this application will be approximately 10 acres
within the entire parcel size of approximately 70 acres(see plat). The surrounding properties are
limited to agricultural operations and rural residence. The receiving and storage of sunflowers is
seasonal and comparable to any similar grain operation or harvest
5. Describe. in detail. the following:
a.Number of people who will use this site.
Applicant anticipates receiving loads of sunflowers from approximately 30-40 farmers who
would deliver in farm trucks and semi-tractor trailers during the harvest period of approximately October
15 through December 1. 6-10 loads per day would be anticipated during this time. Sunflowers would be
shipped out via truck over the following six months or so as processors can receive them.
b.Number of employees proposed to be employed at this site
There are 2 permanent and 3 seasonal employees employees of the company. This facility
will be initially manned by one employee during the seasonal times of sunflower receiving and
occasionally during shipping. As this is a seasonal operation, there will be periods of time when the site
will be unoccupied. At full build out and operation, applicant plans for 2 full time and 3 part time
employees on site.
c. Hours of operation
During harvest(approx. 10/15-12/1)the site will be operational from 7:00 am-7:00 pm
Monday through Saturday. After harvest the facility will be used for outgoing shipments on a periodic,
irregular schedule depending on demand from processors. After full build out, hours of the operation
would be 8:00 am to 5:00 pm 3-5 days a week as necessary during the off season of Dec. 1 -Oct 15.
d. Type and number of structures to be erected (built)on this site
Initial construction will consist of two 80,000 bushel capacity grain bins and one grain
handling leg to be completed prior to the 2012 harvest As the business capacity grows in future,
applicant plans to erect an additional seven 80,000 bushel bins, a truck scale, a 60'x 80'office/scale
house, a 50'x 120'storage shed, and a smaller 30'x 40'storage shed. All planned structures are shown
on the attached plat and appropriate building permits will be obtained.

The seasonal hauling of sunflowers to the site will be approximately 6-10 semi-tractor trailer
loads per day from 10/15- 12/1. Semi loads of sunflowers will ship out over the following approximately 6
months on an as-needed demand basis to processors. Employees will travel to and park on site during
operation.
g. Who will provide fire protection to the site
Southeast Weld Fire Protection District(Prospect Valley Station)
h. Water source on the property(both domestic and irrigation)
Water for on-site employee use will be provided initially by stored water in containers)or
cistern. As the business grows and the facility builds out, applicant will utilize a domestic well for this
small required supply. Applicant has made application to Colorado State Engineer, Division of Water
Resources for said well (application attached.) No irrigation.
i. Sewage disposal system on the property(existing and proposed)
Initial sewage waste disposal will be provided by a regularly serviced portable restroom until
construction of the office facility, at which time applicant will make application to Weld County Department
of Environmental Health for construction of an appropriately sized Individual Sewage Disposal System
(ISDS). Proposed location is shown on the plat.
j. If storage or warehousing is proposed. what type of items will be stored
Primary product to be stored will be confection and/or oil sunflower seed. Future storage
would be utilized for storage of planting seed, small equipment and tractors for the ongoing operation of
the site.
6. Explain the proposed landscaping for the site. The landscaping shall be separately submitted as a
landscape plan map as part of the application submittal
The site will be minimally disturbed for required construction. There are no plans for outside
equipment storage or other facility or equipment requiring screening. The appearance of the facility will
be much like a typical on-farm grain storage and handling facility. The portions of the primary 10 acre site
that are not utilized for structures or roads and driveways will be seeded to a native grass mix that will
provide ground cover and reduce potential erosion. The remainder of the parcel will continue to be
farmed as it is now. No other landscaping is planned or proposed. No formal plan is attached.
7. Explain any proposed reclamation procedures when termination of the Use by Special Review activity
occurs.
No reclamation of the site is planned or anticipated, since should the commercial operation ever
cease, the facility is basically a large on-farm grain storage and handling facility typical to the area.
8. )ynlain how the storm water drainage will be handled on the site.
The site is essentially flat farmland with very minor slope. Applicant plans to construct a water
quality feature consisting of a no-build depression in the northeastern corner of the activity site to capture
any excess runoff from storm occurrences. A site drainage plan and letter are attached as part of this
application.
9. Exolain how long it will take to construct this site and when construction and landscaping is scheduled
Construction of the first 2 grain storage bins and grain leg is planned immediately and plans are to
have that part completed prior to the commencement of sunflower harvest around October 15. The
construction of additional bins, office, and storage buildings will occur over a period of 3-5 years or
sooner, as demand for the use of the facility dictates.
10. Explain where storage and/or stockpile of wastes will occur on this site.
No excessive production of waste is anticipated for this facility beyond the typical minor needs for
trash disposal for the future office and storage buildings. Applicant will contract with a trash hauling
service for this purpose.

Re: Drainage Letter—Prospect Valley Grain LLC USR
Ms. Hansen,
The purpose of this letter is to document drainage conditions associated with the Prospect Valley
Grain LLC Use by Special Review Permit application.
Background
The site is located in the SW1/4 of Section 27, Township 1 North, Range 63 West of the 6th
P.M.,Weld County, Colorado. The project entails construction of 9 grain storage bins, a 20'x20'
foot shed, a 50'x120' shed, a 12'x80' scale, a 60'x60' office, & an ISDS. A gravel mad &
parking lot will also be constructed. The site will be 10.34 acres. This site is part of Parcel No.
147727000009 which has an overall size of 72.617 ± acres. The site is not located within a
FEMA designated floodplain. Refer to the USR Maps for more information.
The site slopes generally from South to North at approximately 0.75%. Offsite runoff from the
South is impounded by WCR 4 and directed east of the site before overtopping the road and
continuing northeast. At the North property line is the Prospect Lateral, which accepts runoff
from the site.
Storm Water Oualitv
An on-site storm water depression is proposed to treat storm water runoff from the site. Attached
are supporting calculations for sizing of the required storm water quality capture volume.
The WQCV is calculated as a function of imperviousness and BMP drain time using the
equation:
WQCV=a(0.91/3-1.19/2+ 0.78/)
WQCV=Water Quality Capture Volume(watershed inches)
a=Coefficient corresponding to WQCV drain time
I=Imperviousness
Watershed inches are then converted to acre-ft by multiplying by the project area and dividing by
12.The imperviousness of the site will be 0.12. The required storage is 0.067 acre-feet or 2928
cubic feet. The storm water depression area will be located to the northeast of the proposed site
construction and will be 2 feet deep. A swale will be constructed along both the North&East
edge to direct water flow toward the storm water depression(see the USR Maps for more
information).

Conclusion
The proposed Prospect Valley Grain LLC site will not have any impacts on existing drainage
patterns or adversely affect downstream properties or structures.
