Therefore, the Air Pollution Control Division of the Colorado Department of Public Health and Environment hereby gives NOTICE, pursuant to Section 25-7-114.5(5), C.R.S. of the Colorado Air Quality Control Act that an application to the Division has been received for an emission permit on the following proposed project and activity: Musket Corporation is proposing to construct and operate a transloading facility, located at 9952 Eastman Park Drive,Windsor, Weld County, CO. The company has applied to transload the following: total crude oil,and condensate not to exceed 245,280,000 gallons per year;and condensate not to exceed 61,320,000 gallons per year. • For permitting purposes,this source is considered a synthetic minor source for New Source Review(NSR) applicability and Title V applicability, since permitted emissions will be less than 100 tons per year for all criteria pollutants and less than 10 tons per year for any hazardous air pollutant(HAP) and 25 tons per year of total HAP's. Emissions could exceed 100 tons per year of Volatile Organic Compounds (VOCs), if Musket Corp did not accept federally enforceable limits on production throughput and install and operate air pollution control equipment. The company has made an application for issuance of a federally enforceable synthetic minor source permit limiting the potential to emit to below the major source thresholds. A copy of the draft permit is available for review in the public comment package. The Division has determined that the proposed source will comply with all applicable regulations and standards of the Colorado Air Quality control commission and has made a preliminary determination of approval of the application. Compliance with the annual limits shall be determined by recording the facility's annual criteria pollutant emissions, (including all HAPs above the de-minimis reporting level)from each emission unit, on a rolling (12) month total. By the end of each month a new twelve-month total shall be calculated based on the previous twelve months'data. The permit holder shall calculate monthly emissions and keep a compliance record on site, or at a local field office with site responsibility, for Division review. The contents of the tank are emptied as required and loaded on a railcar as a product-no waste anticipated. 2. Drip pans are used under hose connections.Any recoverable quantity is recycled to a rail car. 3, Unanticipated spill are recycled to the extent possible. 7. Prepare a malfunction prevention and abatement plan for this pollution control system. Submit this plan with the application. This will be incorporated as a permit condition. The plan may include,but not limited to,the following: 'e a. Operation variables such as temperature,flow rates,differegtlal pressures,concentrations,and other vital parameters that will be monitored in order to detect a malfunction or br8akthrough,the correct operating range of these variables, and a detailed description of monitoring or surveillance prosridures that will be used to show compliance. b. Monitoring equipment used(temperature sensors,pressure sensors,CEMS). c. An inspection schedule and items or conditions that will be inspected. Inspection records will be maintained at the site. e d.
