The annual meeting for The Weld County Underground Water Users Association
(WCUWUA) is scheduled for March 12, 2012 at 1:00 p.m. at the Association's office in
Lucerne, Colorado located at the address above.
Please execute the ballot enclosed and return it to the office.
The directors are providing you with the enclosed proxy and voting ballot to fill out and
send back to the Association in lieu of your attendance at the annual meeting. The items to be
voted on at the annual meeting include electing two directors for three-year terms and setting
assessments according to the annual schedule set by the Cache La Poudre Water Users
Association. The board currently consists of six directors, Mike 1-Iungenberg (President), Lynn
Fagerberg (Vice-president), Frank Eckhardt, Keith Amen, Bryan Hoffner and Dale Trowbridge
(Secretary).
The directors up for re-election this year are: Mike Hungenberg and Keith Amen.
The well pumping fees for 2011 were lowered by the directors and set at $2.25 per acre
foot of pumping. The 2012 assessments should be in that same area.
If you would prefer to attend the annual meeting rather than fill out the enclosed proxy
and ballot, or if you have questions or comments about the Association, the items of business,
the proxy or the annual meeting, please contact Dale Trowbridge, Secretary of the Association,
at the number above for further details and so that we can obtain a head count of those planning
to attend in person.
The State of Colorado Division of Water Resources is in the process of developing well
metering rules for the South Platte basin. Meetings have been held with state officials to provide
input into the process and to determine the effect of the rules on our well owners. At this time we
are pleased with the interpretation of the rules and will provide further updates as information
comes to us.

Annual Meeting of Members of the Weld County Underground Water Users Association
Monday, March 12, 2012
Pursuant to Article II, Sections 2.11 and 2.12 of the Weld County Underground Water Users
Association's (the "Association" or"WCUWUA") Bylaws, the undersigned hereby appoints Dale
Trowbridge, Secretary of the Association, with respect to any votes the undersigned is entitled to cast by
virtue of the undersigned's ownership of wells or other structures in the Association as proxy to attend the
annual meeting of members of the Association to be held on Monday March 12, 2012 at 1:00 p.m. in
Lucerne, Colorado, and any adjournment thereof, and to cast all votes the undersigned is entitled to cast
on the business of the Association as indicated below and, at his discretion, on such other matters as may
properly conic before the meeting. If you sign and return this Proxy and Confidential Voting
Instruction Ballot without marking, this proxy will be treated as being FOR the Items listed below.
This Proxy and Confidential Voting Instruction Ballot is solicited by the Board of Directors of
The Weld County Underground Water Users Association. Pursuant to Article II, Section 22 of the
Bylaws the undersigned acknowledges and understands that each member of the Association is entitled
to one vote per well or structure upon each matter submitted to a vote at a meeting of the members.
The Board of Directors recommends a vote FOR the following proposals:

I. Election of Mike Hungenberg as director to a three-year term.
2. Election of Keith Amen as director to a three-year term.
3. Assessments for 2012 to be set according to the annual
schedule set by the Cache La Poudre Water Users Association
and pursuant to the procedures set forth in Article VI of the
WCUWUA's Bylaws, as generally described below:
• 2012 Pumping assessment set at amount
recommended by directors
• 2012 well fee set at $10.00 per well owned.

trustee, or guardian, please give full title as such.
Certification: I hereby declare that either all procedures surrounding the meeting, its notice, and this
voting, have been duly met, or if not, I do not object to the procedures used to conduct the meeting, its
notice, and this voting, and that this Proxy and Confidential Voting Instruction Ballot represents the vote
of the members designated hereon.
