RE: EXPRESSION OF SUPPORT FOR THE HEALTHY FOREST MANAGEMENT ACT OF
2012
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board of County Commissioners of Weld County, Colorado, has
repeatedly and consistently supported water programs, services, and legislation, so as to
benefit the agricultural, residential, and industrial needs for water in Weld County, and
WHEREAS, wildfires in the forests of Colorado have a significant and negative impact
on the watershed from areas affected by those wildfires, which in turn significantly and
negatively impacts water that is available to the residents of Weld County, and
WHEREAS, H.R. 6089, the Healthy Forest Management Act of 2012, is a bill in the
House of Representatives to address the bark beetle epidemic, drought, deteriorating forest
health conditions, and high risk of wildfires on National Forest System land and land under the
jurisdiction of the Bureau of Land Management in the United States by expanding authorities
established in the Healthy Forest Restoration Act of 2003 to provide emergency measures for
high-risk areas identified by such States, to make permanent Forest Service and Bureau of
Land Management authority to conduct good-neighbor cooperation with States to reduce
wildfire risks, and for other purposes, and
WHEREAS, the Healthy Forest Management Act of 2012 would allow the Governor of
Colorado, in cooperation with the various Boards of County Commissioners, to designate high-
risk areas of the National Forest System within the State of Colorado, and
WHEREAS, such designation of high-risk areas would address the deteriorating forest
health conditions due to the bark beetle epidemic and drought, and the future risk of insect
infestations, all of which increase the hazardous fuels consumed by wildfires, and
WHEREAS, upon designation of a high-risk area, the Healthy Forest Management Act of
2012 would allow the Governor of Colorado, in consultation with the various Boards of County
Commissioners, to develop projects to reduce such hazardous fuels for the protection of
watersheds and the safeguarding of water resources, and
WHEREAS, the Healthy Forest Management Act of 2012 would also permit the
Secretary of Agriculture to enter into cooperative agreements or contracts with Colorado
foresters in order to provide watershed restoration and protection services, and
WHEREAS, the Healthy Forest Management Act of 2012 would increase the ability of
the State of Colorado and of the local Boards of County Commissioners to prevent and respond
to wildfires, and therefore to protect watersheds and water resources.

NOW THEREFORE BE IT RESOLVED by the Board of County Commissioners of Weld
County, Colorado,that it hereby expresses its support for the Healthy Forest Management Act
of 2012.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado,urges the passage of the Healthy Forest Management Act of 2012 so that the State of
Colorado and Weld County can work to protect watersheds and water resources in Colorado
and for the benefit of the residents of Weld County.
The above and foregoing Resolution was,on motion duly made and seconded,adopted
by the following vote on the 1st day of August,A.D.,2012.
