HomeMy WebLinkAbout20120928.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO APRIL 4, 2012 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 4, 2012, at the hour of 9:00 a.m. PLEDGE OF ALLEGIANCE ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Sean P. Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther Gesick Controller, Barbara Connolly ID MINUTES: Motion: Approval of minutes of April 2, 2012, Moved by Doug Rademacher, Seconded by David Long. Motion passed unanimously. IR AMENDMENTS TO AGENDA: There were no amendments to the agenda. PUBLIC INPUT: Doug Meyer, County resident, referenced a Tribune Article, dated March 29, 2012, regarding Initiatives 3 and 45. e Richard Reed, West Hill-N-Park resident, requested guidance on the process of initiating a Barking Dog Ordinance for enforcement within the residential areas of Weld County. Following discussion, Mr. Reed was referred to the County Court Clerk to initiate a small claims injunction against the owner(s) of the dogs and the Board members indicated they will review whether there should be County enforcement of barking dogs in residential neighborhoods. APPROVAL OF CONSENT AGENDA: Motion: Approve, Moved by Barbara Kirkmeyer, Seconded by William Garcia. ,1\ Minutes, April 4, 2012 2012-0928 Page 1 BC0016 El PROCLAMATIONS: SOIL AND STEWARDSHIP WEEK - APRIL 29, TO MAY 6, 2012: Following presentation of Proclamation, Pam Wright, West Greeley Soil Conservation District, presented the Board with a poster for display and stated the District is working with local 6th grade classes to promote good stewardship. COMMISSIONER COORDINATOR REPORTS: Commissioner Long attended a community meeting in Briggsdale, Colorado, regarding the issue of transportation safety within the oil and gas industry and discussed the need for improvement. The next meeting is set for June 12, 2012. EI Commissioner Kirkmeyer attended two neighbor meetings regarding the Frederick Compressor Station and toured the site. Weld County also hosted a neighborhood meeting regarding U.S. Highway 85, between County Roads 42 and 44, and discussed future improvement projects. E9 Chair Conway stated the State Senate hearing, regarding the Emissions Bill, was continued to sometime before next Monday. IR BIDS: PRESENT BID #B1200057, SLURRY SEAL / SAND SEAL - DEPARTMENT OF PUBLIC WORKS: Barb Connolly presented the three bids received and stated staff will make a recommendation for approval on April 18, 2012. EIAPPROVE BID #B1200053, CONTRACT TRUCKS (HAULING MATERIALS) - DEPARTMENT OF PUBLIC WORKS: Ms. Connolly reviewed the staff recommendation for approval. E41 Motion: Approve the sole bid from Richardson Consolidated, Inc., Moved by Doug Rademacher, Seconded by William Garcia. Motion passed unanimously. IR APPROVE BID #B1200055, FIBER FROM SOUTHEAST WELD COUNTY BUILDINGS TO GRADER SHED - DEPARTMENT OF PHONE SERVICES: Barb Connolly reviewed the staff recommendation for approval. El Motion: Approve low bid from American Datapath, Inc., Moved by Doug Rademacher, Seconded by Barbara Kirkmeyer. Motion passed unanimously. E5 NEW BUSINESS: CONSIDER SIXTH AMENDMENT TO AMBULANCE SERVICES AGREEMENT AND AUTHORIZE CHAIR TO SIGN — BANNER HEALTH, DBA NORTH COLORADO MEDICAL CENTER: Dave Bressler, Director, Weld County Paramedic Service, reviewed the terms of the amendment. Motion: Approve and authorize Chair to sign, Moved by Barbara Kirkmeyer, Seconded by Doug Rademacher. Motion passed unanimously. OLD PLANNING BUSINESS: El CONSIDER INITIAL HEARING CONCERNING RESCINDING USR PERMIT #1725 - BRIAN AND SUSAN WILLIAMS (CON'T FROM 3/5/12): Michelle Martin, Department of Planning Services, indicated the applicant has completed the Conditions of Approval and submitted a plat for recording. IR Motion: Refer the matter back to the Department of Planning Services for processing, Moved by William Garcia, Seconded by Doug Rademacher. Motion passed unanimously. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
