Windsor Transloading Facility— Musket Corporation

Use by Special Review Questionnaire Response
1. The proposed use is for crude oil transloading. More specific crude oil will be brought
to the site via truck transport, pumped either directly into staged rail cars for shipment
offsite or pumped into storage tanks temporarily for future loading onto rail cars.
2. The proposed project meets the goals and policies of the Industrial zoning as defined in
Chapter 22-2-70 of the Weld County Code and more particularly:
Goal 1: This proposal will be located within an established Industrial Park.
Policy 1.1: Adequate facilities exist to serve the purpose of this proposal.
Policy 1.2: This will be a new service within an established Industrial
Park.
Policy 1.3: Additional rail transportation facilities will be added to aid in
the future expansion of this facility which can also serve additional project
within the Industrial Park.
Goal 2: Conceptual discussions of annexation into the Town of Windsor have
occurred.

Goal 3: Adequate roadway and rail infrastructure has been established to serve
the existing uses and new uses within the Industrial Park.
Policy 3.1: An efficient system of state highways provide adequate access
to the internal roadway system within the Industrial Park that will serve
this proposal.
Policy 3.2: Plans, reports and studies will show that adequate
transportation facilities exist to serve this proposal.
Goal 4: This proposal will be developed with private funds and no public funds
will be required for offsite public transportation improvements.
Goal 5: This proposal will meet all local, state and federal regulations relative to
air and water quality, floodways, drainage and soil properties.
Policy 5.2: This proposal will not cause any additional visual scarring due
to site development as the components of the proposal is consistent with
existing developments on site and adjacent to the site.
Goal 6: This proposal is compatible with on site and adjacent existing facilities.
Goal 7: This proposal will use existing rail facilities within the Industrial Park.

• 3. This proposal is consistent with Weld County Code, Chapter 23 (Zoning) and meets
all requirements of Section 23-3-350 F(1).
4. The proposal intends to develop within an established Industrial Park. The adjacent
uses are oil and gas production, industrial production associated with medical film and
digital imaging, rail transport and energy production and electrical transmission. The
proposal will add oil storage tanks and pumping facilities to load oil into rail cars.
5. The site will operate Monday—Saturday, one shift (daylight to dusk), 3 employees
one temporary office trailer, no animals will be on site, 7,800 gallon tanker trucks making
14 round trips spread out throughout the day, Windsor Fire Protection District, water will
be provided by Greeley Water District and sanitary sewer service will be provided by the
Town of Windsor utilizing existing infrastructure owned by Kodak and all crude and
condensate oil will either be stored temporarily in storage tanks or rail tanks.
6. Since this site is an internal site to a larger heavy manufacturing industrial park and
not adjacent to public streets no landscaping is proposed.
7. All storage tanks, pumps and rail loading racks will be removed from the site.
8. The existing storm water generally flows from north to south into existing storm water
facilities consisting of open ditches and inlets with discharge piping. The development of
the site will use the existing storm water facilities and not impede the historical flow
• routes.
9. Construction should take 6 weeks to complete.
10. Since the handling of crude oil occurs in a controlled state there will be no waster
storage or stockpiling within the site.
