1. Description of Proposed Use:
This USR application is referred to as the Wells Ranch Roustabout Operations USR
application and is submitted from Wel l s Ranch, L L L P. The site is approxi matel y 95.9 acres
in size and located 1 . 1 miles to the east of the i ntersecti on of WCR 64 and WCR 61 . The site
is in the A-Agricultural zone district. No new improvements are planned to be i mmedi atel y
built on the property, other than a new fuel island and I SDS. The site is accessed by WCR
64. The site wi II house the f of I owi ng thrcc entities:
• A l l Around Roustabout, LLC, an entity owned and controlled by Josh Wel l s and
Ashton Janssen;
• All Around Trucking, LLC, and entity owned controlled by Josh Wells and Ashton
Janssen; and
• Reliable Field Services, Inc. and entity owned and control l ed by Josh Wel l s and
Ashton Janssen
All Around Roustabout, All Around Trucking, and Reliable Field Services (col l ecti vel y
known as the A l l Around entities) will use the property for its operation of a general
roustabout service business supporting oil and gas production. These services include,
without limitation, tank battery construction, hot shoting, welding, fencing, washing rigs and
tanks, pipeline construction, access construction, concrete barrier erection, maintenance of
drilling rigs and tank batteries and related crane work, trucking services related to the same,
well head and tank battery fencing, and hauling of water.
The proposed facility is directly south of, and parti al l y on the same parcel as, an existing
cattle operation connected with Wel l s Ranch. All surrounding land is owned by Wel l s Ranch
with the exception of the land to the south, which is owned by the State Land Board.

2. Consistency with the intent of the Weld County Coda Chapter 22 of the
Comprehensive Plan
Comprehensive Plan Consistency
Section 22-2- 10 (D ) emphasizes the extraction of natural resources as an important pat of
the economy of the County. The development of this site contributes to the expansion of the
county' s industrial economic base by providing increased capacityal function in
the production of natural gas in the County.
The Weld County Comprehensive R an addresses goals and policies for agri cultural I y zoned
properties, and of I and gas deposits. The Comprehensive R an also addresses the presence of
oil and gas deposits in the County and encourages the extraction of oil and gas resources that
conserve the land and mi ni mi ze the impact on surrounding I and and the existing surrounding
land uses. The proposed f aci I i ty will deal with the increase of natural gas I i qui ds from newly
developed wel l s in the area. The companies operating on this site wi II directly support the oil
and gas industry in Weld County. Their services are essential to the successful development
and operation of oil and gas f aci I i ti es.
3. Consistency with the intent of the Weld County Coda Chapter 23 (Zoning) and the
zone district in which it is located.
Oil and gas facilities are allowed as a use by right in the A (Agricultural ) Zone District.
However, oil and gas support and service operations such as these proposed roustabout
services f aci l i ty require the approval of a Use by Special Review Permit (Section 23-3-
40(A )).
4. Surrounding Uses and Compatibility with surrounding uses.
The proposed roustabout facility has a variety of surrounding I and uses. To the west is
agricultural land with an existing oil and gas wel l . Further to the west is the Wel l s Ranch
caretaker' s home . To the north and east is an existing cattle operation . Further north is the
ranch headquarters for Wel l s Ranch. To the south is more land owned by Wel l s Ranch and
State Land Board property with existing oil and gas wel l s.

Consideration has bean taken to ensure that the facility will operate in a manner that is
compatible with existing and planned uses in the area. These of I and gas support services
assist the oil and gas i ndustry in the extraction and processing of natural gas produced in
Weld County. Allowing this use will not only foster the development of an important
economic base but will also contribute to the convenience and general welfare of the
residents of the County.
5. Describe the following:

The site will be used by approximately 105 people

Approximately six employees wi II be employed on this site.

All Around entities: 24 hours per day, 7 days per week.

All existing structures currently on the site will remain. A site for a future building on
the southern portion of the site is proposed. See the site plans for details.

All Around entities: employee cars and pickups will access this site daily. Parking
areas are shown on the plan. Other vehi cl es accessi ng this site are as f of lows:
• Belly dumps (2) - 30,000 pounds
• Tool trucks (40) - 16,000 pounds
• Dump trucks (7) - 20,000 pounds
• Water trucks (2) - 20,000 pounds
• Hot shot trucks (2) - 15,000 pounds
• Supervisor pi ckup trucks ( 10)
• Cranes (2) - 110,000 pounds and 80,000 pounds
All vehi des descri bed above wi II access this site on an irregular basis depending
upon projects and l ocati on of projects.

g. Who will provide fire protection to the site
The Galeton Fire Protection District provides fire protection to this site. A referral
packet will be sent to the District by the County. Once an approval I etter is received
it will be placed in the Appendix.
h. Water source on the property
This site is planned to be serviced by an existing water well system. Four existing
wel l s pool water to a holding tank. The new operations will be serviced by a new
well .
i. Sewage disposal system
An updated ISDS will be installed for sewage disposal on the site. There is an
existing restroom with running water located on the site. This system will be
expanded. An application wi I I f of low the approval of the USR. The septi c system wi
be deli gned by an engi nccr, installed, and inspected.
j. Storage or warehousing
Outdoor storage for vehicles and equipment for the roustabout operations is provided.
These storage areas are open and separated by concrete barri ers.
6. Proposed Landscaping
There is no existing screening and no additional l andscapi ng is being proposed with this
application.
7. Reclamation procedures
Should the roustabout operations no longer be needed by the respective businesses, al
equipment will be removed and the ground re-graded to accommodate agricultural uscs.
8. Storm Water Drainage
The proposed site is relatively flat and will be surfaced with gravel . A drainage letter with a
WQCV area is required for the site. This letter is located in the appendix of this document.
9. Construction period
The operations proposed with this Use by Special Review permit are existing operations. No
new construction will take place immediately, but as operations need to expand, construction
will commence. The I SDS and WQCV will be built during the summer of 2012.

10. Waste Handling Plan
No wastes are expected to be generated on site. No chemicals other than common vehicle
fluids wi II be stored on site. The site i s mostly for storage of materials and vehicles.
No vehicles, trucks, or equipment will be washed on site. Mechanical work on vehicles may
generate waste oils and other vehicle fluids. These wi II be disposed of in the proper manner
by M esa Oi I , Inc. The A l l Around Entities contact at Mesa Oi I may be reached at 1 -800-873-
3645 x21 .
Regarding a motor vehicle oil leak, A l l Around entities standard operating procedures are to
dig up the contaminated soil and ship it to an appropriate waste fad lity.ty. The A l l Around
entities then tests and analyzes the remaining soil to be sure it is dear of all contaminates.
Once that i s completed, the Al I Around entities back fill the previously contaminated area.
11. Dust Abatement Plan
During the construction phase of the project, the A l l Around entities will utilize water trucks
to maintain dust suppression. Any construction activities will follow a Storm Water
Management Plan, if required, to mitigate soil erosion during future construction phases.
After construction is completed the site will be stabi l i zed using native vegetation in al lowed
areas, which will not be allowed to grow over 12" high . Additionalte All Around entities
will gravel the access drive and circulation pattern. In addition, a water truck wi II be utilized
to control dust after construction, if required.

1. Notification Requirements
In accordance with Section 23-2-260 (B) (9) of the Weld County Code a certified l i st of the

2. Operation Standards
NOISE CONTROL :
Some noise may at times be emitted from the roustabout operations. It is anti ci pated that the
proposed equipment will actual l y have minimal noise emissions. Additionally, the rural
nature of the site is preferred to mitigate the effects of noise emissions on the surrounding
property owners.
AIR AND WATER QUALITY:
A l l activities will be in compliance with the permit and control provisions of the Colorado
Air Quality Control Program, Title 25, Article 7, C.R.S. as applicable. A septic system wi
be located on site. No waste water from the production facility will be discharged within the
site. Al I waste i s carried by vehicle off the site.
LIGHTING:
Lighting on the site will be downcast and shielded lighting will be provided on the proposed
bui I di ng. Lighting i s for nighttime and emergency work only.
Any source of lighting on the site shall be shielded so that light will not shine directly onto
adjacent properties where such would cause a nuisance or interfere with the use on the
adjacent properties. In addition, neither direct nor reflected light from any light source on
site wi I l crcate a traffic hazard to operators of motor vehi des on the adjacent access road.
WEED CONTROL :
The roustabout operations site will be kept f roe of weeds, rubbish, and other waste material .
The area shall be trcated if necessary and as practicable to prevent invasion of undesi rabl e
species and noxious weeds.

3. Required Permits
Weld County:
A Use by Special Review Permit is required to be approved by the Board of County
Commissioners for this facility.
The A l l Around entities wi II submit any additional permits necessary for county approval
prior to the commencement of construction on site.
Galeton Fire Protection District:
The Site Plan and Special Review Use Application wi II be referred to and reviewed by the
Gal eton Fire Protection District. Approval of the plans is expected. A letter from the fire
district regarding this proposal will be added to the A ppendi x once it is received.
Oversize Load Permits
If necessary, oversize load permits will be obtained prior to moving my new equipment onto
the site.
4. Traffic
A detai I ed Traffic Impact Study i s provided i n the appendix of this application.
5. Fire & Emergency Response
There is adequate provision for the protection of the health, safety and welfare of the
inhabitants of the i mmedi ate area and the county.
All roads I eadi ng to and those i n the site arca wi II be designed and maintained to support fire
apparatus. Ample room for a turnaround is avai I able to accommodate fire apparatus.

application and is submitted from W el l s Ranch, LLLP. The site is approximately 22.6 acres
in size and located 1 . 1 miles to the east of the i ntersecti on of WCR 64 and WCR 61 . The site
is i n the A-Agricultural zone district. No new improvements are planned to be i mmedi atel y
built on the property, other than a new fuel island and I SDS. The site spans two sides of a
road leading to Weld County Road 64. The southern portion of this site is planned for future
expansion of the operations for this U SR. The si to wi l l house the following throc entities:

• All Around Trucking, L LC, and entity owned controlled by Josh Wel l s and Ashton
Janssen; and

conserve the laid and minimize the impact on surrounding laid and the existing surrounding

developed wel Is in the area. The companies operating on this site wi I I directly support the oil
and gas industry in Weld County. Their services are essential to the successful development
and operation of oil and gas f aci l i ties.
3. Consistency with the intent of the Weld County Code, Chapter 23 (Zoning) and the
zone district in which it is located.
Oil and gas fad lities are allowed as a use by right in the A (Agricultural ) Zone District.
However, oil and gas support and service operations such as these proposed roustabout
scrvi ces facility require the approval of a Use by Special Review Permit (Section 23-3-
40(A) ).
4. Surrounding Uses and Compatibility with surrounding uses
The proposed roustabout fad I ity has a variety of surrounding land uses. To the west is
agricultural land with an existing oil and gas wel l . Further to the west is the Wells Ranch
caretaker's home . To the north and east is an existing cattle operation . Further north is the

ranch headquarters for Wells Ranch. To the south is State Land Board property with existing
oil and gas wel Is.
Consideration has been taken to ensure that the facility will operate in a manner that is
compatible with existing and planned uses in the area. These oil and gas support services
assist the oil and gas industry in the extraction and processing of natural gas produced in
Weld County. Allowing this use will not only foster the development of an important
economic base but will also contribute to the convenience and general welfare of the
residents of the County.

g. Who will provide fire protection to the site
The Gal don Fire Protection District provides fire protection to this site. A referral
packet will be sent to the District by the County. Once an approval letter is received
it will be placed in the Appendix .
h. Water source on the property
This site is planned to be serviced by an existing water well system . Four existing
wel l s pool water to a holding tank.
i. Sewage disposal system
An updated I SDS will be installed for sewage disposal on the site. There is an
existing restroom with running water located on the site. This system will be
expanded. An application wi I I f of low the approval of the U SR. The septic system wi
be designed by an engi nccr, i nstd l ed, and inspected.
j. Storage or warehousing
Outdoor storage for vehicles and equipment for the roustabout operations is provided.
These storage areas are open and separated by concrete barriers.
6. Proposed Landscaping
There is no existing screening and no additional landscaping is being proposed with this
application.
7. Reclamation procedures
Should the roustabout operations no longer be needed by the respective busi nesses, all
equipment will be removed and the ground re-graded to accommodate agri cul turd use.
8. Storm Water Drainage
The proposed site is relatively flat and will be surfaced with gravel . A drainage letter with a
WQCV area is requi red for the site. This letter is located in the appendix of this document.
9. Construction period
The operations proposed with this Use by Special Review permit are existing operations. No
new construction will take place i mmedi atel y, but as operations need to expand, construction
will commence. The I SDS and WQCV will be built during the summer of 2012.

10. Waste Handling Plan
No wastes are expected to be generated on site. No chemicals other than common vehicle
fluids will be stored on site. The site is mostly for storage of materials and vehicles. No
vehicles, trucks, or equipment will be washed on site. Mechanical work on vehicles may
generate waste of Is and other vehicle f I ui ds. These wi I l be disposed of i n the proper manner
at the Ault or similar waste management facility. Regarding a motor vehide e oil leak, A l l
Around entities standard operating procedures are to dig up the contaminated soil and ship it
to an appropriate waste facility. The All Around entities then tests and analyzes the
remaining soil to be sure it is clear of all contaminates. Once that is completed, the All
Around entities back fills the previously contaminated area.
11. Dust Abatement Plan
During the construction phase of the project, the A l l Around enti ti es will utilize water trucks
to mai nta n dust suppression. Any construction activities will follow a Storm Water
Management Plan, if required, to mitigate soil erosion during future construction phases.
After construction is completed the site will be stabilized using native vegetation in allowed
areas, which will not be allowed to grow over 12" high . AdditionaltipAll Around entities

2. Operation Standards
NOISE CONTROL :
Some noise may at ti mes be emitted from the roustabout operations. It is anticipated that the
proposed equipment will actual l y have minimal noise emissions. Additionally, the rural
nature of the site is preferred to mitigate the effects of noise emissions on the surrounding
property owners.
AIR AND WATER QUALITY:
All activities will be in compliance with the permit and control provisions of the Colorado
Air Quality Control Program, Title 25, A rti d e 7, C.R.S. as applicable. A septic system wi
be located on site. No waste water from the production facility will be discharged within the
site. Al I waste i s carri ed by vehicle off the site.
LIGHTING:
Lighting on the site wi I I be downcast and shielded I i ghti ng wi I I be provided on the proposed
bui I di ng. Lighting is for nighttime and emergency work only.
Any source of lighting on the site shall be shielded so that light will not shine directly onto
adjacent properties where such would cause a nuisance or interfere with the use on the
adjacent properties. In addition, neither direct nor reflected light from any light source on
site will create a traffic hazard to operators of motor vehicles on the adjacent access road.
WEED CONTROL :
The roustabout operations site will be kept free of weeds, rubbish, and other waste material .
The area shall be treated if necessary and as practicable to prevent invasion of undesirable
sped es and noxious weeds.

3. Required Permits
Weld County:
A Use by Special Review Permit is required to be approved by the Board of County
Commissioners for this f aci l ity.
The All Around entities will submit any additional permits necessary for county approval
prior to the commencement of construction on site.
Galeton Fire Protection District:
The Site Plan and Special Review Use Application will be referred to and reviewed by the
Galeton Fire Protection District. Approval of the plans is expected. A letter from the fire
district regarding this proposa will be added to the Appendix once it is received.
Oversize Load Permits
If necessary, oversize load permits will be obtained prior to moving any new equipment onto
the site.
4. Traffic

Mr. Kimmi,
The purpose of this letter is to document drainage conditions associated with the Wells Ranch
Roustabout & Trucking Operations Site Use by Special Review Permit application.
Background
The site is located in a portion of the SW 1/4 of Section 29 and a portion of the NW 'A of Section
32, Township 6 North, Range 63 West of the 6th P.M., Weld County, Colorado. The purpose of
the proposed development is to permit an existing use on the site for a roustabout and trucking
operations. There is an existing office and shop building on the site along with equipment
storage and laydown areas and a fuel station. The subject parcel is lot A of the RE Plat which
has been submitted concurrently with the USR application. Lot is 22.60 acres. There are no
drainage ways on or adjacent to the site. There are irrigation facilities on adjacent properties.
This area has not been mapped by FEMA. Refer to the Use by Special Review Plans for more
information.
Off-Site Drainage
There is an off-site basin (Basin O) located to the southeast that drains into the site. Basin O is
approximately 82.6 acres. Flows within this basin are generally in a sheetflow condition to the
northwest over moderately sloping agricultural land.
Sub-basin O1 was delineated in order to quantify runoff to the drainage swale located at the
northwest corner of the site. Sub-basin O1 is approximately 3 .3 acres.
Flows from Basins O and O1 will be contained within the on-site water quality depression.
On-Site Stormwater
The overall site has been designated as basin A and is 22.6 acres. Approximately half of this
basin is north of an existing private gravel road and the other half is south of the private road.
Flows in this basin are generally in a sheet flow condition to the northwest and west. There is a

low point in the existing private gravel road at the west end of the parcel where flows from the
southern portion of the lot cross and continue to the existing storm water quality depression.
Sub-basin Al is 3.3 acres and was analyzed for the purpose of sizing a drainage swale located in
the northwest corner of the site. The swale will direct stormwater during the minor storm event
into the existing water quality depression. The swale will be a v-ditch with 3 : 1 side slopes and
one foot deep.
The existing water quality depression is located at the northwest corner of the site. The water
quality depression has been sized to accommodate flows from Basin A and Basins O and O1 .
The required storage volume is 26,242 cf or 0.602 acre-feet. The maximum water quality depth
will be approximately 2 feet.
Calculations are attached for all proposed drainage features. Refer to the Use by Special Review
Plans for more information.
Conclusion
The proposed development should not have any adverse impacts on existing drainage patterns or
adversely affect downstream properties or structures.

OVERVIEW
This traffic memo is prepared to accompany the USR permit application for the Roustabout and Trucking uses
proposed by various entities on Wells Ranch. This memo provides an overview of the long term traffic
associated with this site.
BACKGROUND
The site is located approximately 1.5 miles east of the intersection of WCR 64 and WCR 61. WCR 64 and
WCR 61 are controlled by a stop sign on WCR 64. Both WCR 61 and WCR 64 are gravel roads with 60'
ROW. WCR 64 ROW has been vacated about one mile east of WCR 61, therefore the access to the site is
on a private gravel road after the ROW ends.
The use on the site consists of office, storage, parking, and mechanical support of several trucking and
roustabout oilfield service operations. There is a future building contemplated on site, but no additional
traffic will be generated once the building is constructed. This memo assesses current and anticipated
future traffic generation associated with the site operations.
Trip distribution out to WCR 64 and WCR 61 is primarily based on the oil and gas activities on the
interior of the ranch. It is estimated that 80% of the operational trips will be into the ranch and will not
utilize public roads. The other 20% is anticipated to leave the ranch via WCR 64 and WCR 61 to head to
other work locations in Weld County.
TRIP GENERATION
Operational Traffic
The long term operation of the site will include several entities utilizing the office and yards. The
following vehicle summaries have been used to determine the anticipated traffic generation numbers:
• Overall Employees — 105
• Office/Mechanic staff — 6
• Work Vehicles — 65
• Average Daily Deliveries - 2

Approximately 40% of operational vehicles exiting the site during an average day will exit towards WCR
61 on WCR 64. All employees will utilize this same route to access the site on a daily basis. Similarly,
deliveries will also access the site from WVR 61 and WCR 64. Table 2 provides a summary of operational
trips utilizing the public ROW.

CONCLUSION
The ongoing use of the site and associated traffic is consistent with the existing uses on surrounding
properties and existing traffic on WCR 64 and WCR61. The intersection of WCR 64 and WCR 61 has a stop
control on WCR 64 and adequate line of site for proposed traffic volumes.
The access and use of the site as an office and trucking yard should not create any adverse impacts on the
surrounding road network.
