RE: REGULATING, WARNING AND GUIDING TRAFFIC DURING THE TEMPORARY
CLOSURE OF COUNTY ROAD 16 BETWEEN U.S. HIGHWAY 85 AND COUNTY
ROAD 29 FOR TEN WORKING DAYS, FOR INSTALLATION OF TWELVE INCH
WATER MAIN AND BOX CULVERT
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, pursuant to Section 42-4-106(6)(a), C.R.S.:
"...local authorities, with their respective jurisdiction may, for the
purpose of road construction and maintenance, temporarily close
to through traffic or to all vehicular traffic any highway or portion
thereof for a period not to exceed a specified number of work days
for project completion and shall, in conjunction with any such road
closure establish appropriate detours or provide for an alternative
routing of the traffic affected...", and
WHEREAS, the Board, pursuant to said statute and upon the basis of traffic and
personal investigations, has determined that conditions exist which make it necessary to
temporarily close to through traffic and to regulate, warn and guide vehicular traffic on said
County roads by posting signs thereon.
NOW, THEREFORE, BE IT RESOLVED that the Board of County Commissioners of
Weld County, Colorado, deems it necessary to regulate, warn and guide vehicular traffic on
County roads and any intersections thereof, and it hereby authorizes and orders the posting of
such traffic control devices as shall be reasonably necessary to regulate, warn and/or guide
traffic thereon for the safety of the general public and that said traffic control devices shall
conform to the Federal Manual on Uniform Traffic Control Devices.
BE IT FURTHER RESOLVED that the Board of County Commissioners of Weld County,
Colorado, does declare and establish that County Road 16, between U.S. Highway 85 and
County Road 29 be temporarily closed, with said closure being effective July 10, 2012, for
approximately ten working days for installation of a twelve inch water main and box culvert and
further, that standard official traffic control devices shall be erected at said closure giving notice
of the restrictions.

Please submit the enclosed item for Monday's agenda:
Road Closure for Water line installation
Northern Colorado Constructors is requesting to close CR 16 between US 85 and CR 29,on behalf
of the City of Fort Lupton,for 10 days,beginning July 10th,for the installation of a 12"water main
and a box culvert across CR 16.
Attached are the traffic detour diagrams.
Gravel roads within the detour will be managed for dust control.
