Tom Parko and Kim Ogle several weeks ago in order to get an idea of what kind of approval we may need for this

Kim Ogle and I have reviewed the proposed Pilot Study for the Hayward Barker project located on a 7-acre
parcel of land with a situs address of 1688 Weld County Road 11 in Erie Colorado 80516. We believe this pilot
project is consistent with past pilot projects we have agreed to with other uses. Hayward Baker intends to
engage in small-scale, temporary research work that involve a small number of engineering components
(predominately ground anchors, micropiles and cabling) and to put them through a series of stress tests. The
stress tests allow the company to evaluate components and the time it takes an engineer to install and uninstall
each component. The site is located in an area that is conducive to this kind of work and does not appear to
create any impacts to surrounding property owners. The use in general is compatible with the current uses on
the site. We recommend that you authorize the pilot project for Hayward baker with the condition that they
submit quarterly updates to the Department of Planning Services. Let me know if you have any questions.

Re: Pilot Study Engineering Work
Dear Mr. Jiricek:
Hayward Baker, one of the country's largest geotechnical construction and design/build firms,
respectfully submits this request to engage in a small-scale, temporary trial of non-permanent
engineering components on Varra Company property in Weld County.
On January 11, 2012, representatives from Hayward Baker and Varra Companies had an
informal meeting with Mr. Kim Ogle, Planner III, and Tom Parko, Planning Manager, to give
them an overview of the work described in this letter, and to ask about any County approvals
which might be necessary for this purpose. Mr. Parko and Mr. Ogle suggested that because of
the temporary, low-impact and small-scale nature of the proposed work, that Hayward Baker
request approval from the County to engage in a"pilot study". As requested by Mr. Parko and
Mr. Ogle, this letter describes the current use of the proposed site, the proposed work and the
proposed reporting schedule for the pilot study.
Hayward Baker would like to thank Mr. Parko and Mr. Ogle for their help to this point. We look
forward to gaining County approval to begin the pilot study as soon as practical.
The Site
Hayward Baker proposes to lease a small parcel from Varra Companies located in
unincorporated Weld County. Varra Companies currently owns an approximately 70 acre parcel
of land located at 1688 Weld County Road 11, Erie, Colorado, 80516. Hayward Baker proposes
to lease approximately 14.5 acres of the Varra site, located in the far southeast corner(although
the lease would cover 14.5 acres, the actual proposed work would be limited to approximately
4.5 acres). Several aerial photographs and a map of the Varra site are attached to this letter, and
the proposed Hayward Baker lease location is highlighted. The proposed lease term of Varra's
site would be short, ending no later than December 2014.
Varra currently operates a material stockpiling and processing operation on the site, which
includes sand and gravel processing, an asphalt and concrete batch plant, asphalt/concrete
recycling,materials and equipment storage and commercial offices. The site is operated under
Use by Special Review Permit#1341, and is located in the A (Agricultural) zone district.
Varra's operation on the site includes truck traffic in and out of the site and the type of noise

levels normally associated with sand and gravel processing and asphalt and concrete batch
plants.
The proposed Hayward Baker lease site is bordered on the south by a private drive(providing
access to the neighboring parcel of land), and to the east by Union Pacific Railroad tracks. There
is an RV storage facility located south of the subject property.
The Varra site is ideal for Hayward Baker's use for a number of reasons. Hayward Baker and
Varra already have a good working relationship, as Hayward Baker has worked with Varra for
over twenty years as a client, using Varra's materials and facilities. In addition,the Varra site is
located close to Hayward Baker's offices in Broomfield, and has easy access to I-25. As an
added benefit, the proposed Hayward Baker lease site has pre-existing geographic contours that
are well suited to the proposed work.
The Work
Hayward Baker proposes to engage in small-scale, temporary, research work involving a small
number of distinct engineering components,predominantly ground anchors, micropiles and
cabling. The purpose of the work is for a production rate investigation(how long it takes to
install and uninstall the components), worker training for installing and uninstalling the
components, and to ascertain the effectiveness and load conditions of each component. The
proposed work at the site is in preparation for a future engineering/construction project that
Hayward Baker anticipates being a part of within the next several years (at a site located outside
of Weld County). Some of the elements of the test installation will be instrumented with strain
gauges, extensometers and other varied instrumentation in order to measure the effectiveness of
the foundations and other elements of the installations under real-world conditions.
In summary, the proposed work consists of:
• Building up the berms on either side of an existing trench on the site. The work may
include a small realignment of the pre-existing trench.
• Installation of four to six inch diameter ground anchors and micropiles (to approximately
30- 40 feet deep), on either side of the trench. Attachment 1 contains preliminary
drawings illustrating the foundation elements.
o The anchors/micropiles will be tremie grouted elements with a center reinforcing
bar and an exterior casing in the top 8-10 ft of the element. Attachment 1 contains
preliminary drawings illustrating the foundation elements.
• Anchor transition frames (ATFs) will then be secured to the top of the ground anchors.
o The pre-manufactured ATF units are load frames, which consist of square-section
steel tubes, a steel tube frame, cables,pins, nuts and other attaching hardware,
which can be assembled with hand tools. Attachment's 1 and 2 contain
preliminary drawings illustrating the ATF's.
• Steel cables and carabiners would be attached to an ATF, and connected to a
corresponding ATF approximately 50 - 100 feet away. Attachment 3 contains a
preliminary drawing illustrating a typical carabiner which will be utilized.
• A semi-porous, polypropylene material will be horizontally affixed to the set of cables
vith carabiners at pre-sewn grommets. The purpose of the material will be to provide

variable loading conditions onto the cables, ATF's and foundation elements. The
material will remain attached for no longer than 90 days at any given time.
All the elements listed above will be designed and approved by a Professional Engineer licensed
by the State of Colorado prior to any field installation or submittal for a building permit.
Because the purpose of the work is to test the engineering components and train workers, each of
the engineering elements described above would be installed and uninstalled a number of times,
and no element, other than the foundation elements,would remain installed for more than
approximately ninety days, and some elements for less time.
The work would involve no permanent above-ground buildings or structures. Hayward Baker
expects that the work would require a temporary office container, a temporary storage container
and portable toilets. Portable generators would provide power at the site. When the work is
complete, the engineering components would be removed, and the ground would be restored to
its pre-existing condition. The top three feet of the foundation elements would be cut off below
grade. Hayward Baker would mitigate all aspects of activity at the site, including re-grading,
seeding,removal of all temporary trailers and storage containers, trash, excess materials and
other debris.
Hayward Baker's proposed work would be less impactful than the current industrial use of the
site by Varra, and Hayward Baker would mitigate for any impacts the work may cause. For
example, Hayward Baker proposes to add additional berms and fencing as necessary for privacy
and other considerations. Hayward Baker would grade the site as necessary to restore the site to
original grade and condition, and install erosion control devices and other measures such as re-
seeding for erosion prevention and reclamation purposes. Any noise caused by the work would
be no noisier than the noise currently produced from Varra's daily operation at the site. There
would be an small incremental increase in traffic on Weld County Road No. 11 and Varra's
private drive,resulting from Hayward Baker employees and consultants coming to and from the
site.
Proposed Pilot Study
Hayward Baker proposes to engage in the above work pursuant to a County authorized pilot
study. As suggested by Mr. Parko and Mr. Ogle, the proposed work is ideally suited for a pilot
study because it is research based, low-impact, temporary and involves no permanent structures.
Hayward Baker would work with the Weld County Department of Planning staff to coordinate at
a staff level any additional approvals that might be necessary, including securing a building
permit from the Weld County Building Department, a grading permit from Weld County Public
Works (if necessary), and a small construction site stormwater permit exemption from CDPHE.
Hayward Baker and Varra would also work with the County on providing any additional
information or drawings as needed. Courtesy notice would be provided to the only third party
that might be affected, the resident caretaker of the RV storage facility to the south of the Varra
site.
HAXMfARD
As suggested by Mr. Parko and Mr. Ogle, Hayward Baker would provide quarterly reports to the
County Planning Department updating staff about the work, and any changes or deviations from
the proposed work described in this letter.
Hayward Baker looks forward to working with Weld County on this pilot study approval
process, and from hearing back from you soon regarding the required next steps. In the
