Development plan for Property at 8759 WCR 55 Keenesburg, CO.
1. Explain in detail the proposed use of the property.
My plans are to build and operate a non-profit rescue and boarding facility for
rescued dogs. I will build facilities with indoor, outdoor access and a large play
area to help these dogs recover and learn basic manners so their new families
will have the most success. This facility will only house dogs at risk of being
euthanized because of the shortage of foster homes. This will not be a boarding
or kenneling facility for the public, only rescues to include my own rescue,will
have dogs boarded here. This will not be a pet store with dogs for sale, these
dogs will be up for adoption when they are healthy, recovered and ready to be in
a forever home.
I will be asking for and using volunteers to help with this program, there will
also be some part-time employees when I am not able to be at the facility. I do
not foresee having more than 6 employees, even if we enlarge the facility in the
future. This facility will not be open to the public. Only under certain
circumstances will people be coming to view a dog here. Again, this facility is for
the dogs' recovery not a pet store for shopping.
2. Explain how this proposal is consistent with the intent of the Weld
County Code, Chapter 22 of the Comprehensive Plan.
In keeping with the element of agricultural land usage,this facility will not
prevent or hinder agricultural use of this property or adjacent land. First, the
facility itself will only utilize approximately 3 of the 9 acres of this property. The
rest of the property is being used to raise goats and to foster equine for other
rescues. There are also chickens being raised for eggs and food for the dogs and
humans to reduce expenses. A large garden is also raised to help with our food
costs and extra is given to animals.
The design I will be using in the construction of the facilities themselves was
designed for areas that have limited water access, so the use of water resources
will be kept as low as possible. I do not have irrigation rights on my property.
Run-off from the property will be contained on the property by a ditch that has
no through outlet; solid waste will be disposed of by Grey's Brothers trash
company.
3. Explain how this proposal is consistent with the intent of the Weld
County Code, Chapter 23 (Zoning) and the zone district in which it is
located.
On a contract basis, this facility will board dogs for dog rescues that do not have
enough foster homes. The dogs will recover from abuse and neglect here and
then be trained in basic commands to help them find new homes. The only
financial prospect for this facility is for it to be self-sustaining and be able to pay
for the food, training, medical needs, neutering,spaying and vaccinations for all

dogs. There will be caretakers onsite for the animals at all times, but there will
not be excess traffic for this project- only employees and volunteers helping
with the dogs will be on the property daily. General public on the property will
only occur under certain circumstances, and will limited at that (viewing dogs,
dropping off/picking up). This property will continue to produce all-natural
broiler chickens, eggs and produce.
4. What type of uses surround the site (explain how the proposed use is
consistent and compatible with surrounding land uses).
Land usage by my neighbors is as follows: To my North and South grow crops
and hay, property to my East and West is used to range cattle.
5. Describe in detail the following:
a. Number of people who will use this site:
Two current occupants will reside on the property, then, not to exceed 6 part-
time employees and 4 or 5 volunteers at any given time- basically enough
people to ensure the health and well being of the dogs at all times.
b. Number of employees proposed to be employed at this site.
Not to exceed 6 full-time employees, more realistically up to 6 part-time
employees.
c. Hours of operation.
There will be someone on the property at all times, unless all are secure in their
kennels and then only for a few hours at a time. Dogs will be put indoors at night
for their safety and for noise control. No one, to include myself, wants to hear
dogs barking all night. I feel 10pm to 6am are hours dogs will be kept indoors
and quiet.
d. Type and number of structures to be erected (built) on this site.
At this current time only one building will be added to the property for this
project, not including fencing for dog runs and play areas.
e. Type and number of animals, if any, to be on this site.
The facility is for up to 35 dogs only, but also housed on the property are my
personal pets cats, goats and donkeys, as well as production poultry.
f. Kind of vehicles (type, size,weight) that will access this site and how
often.
Personal vehicles are the only ones in and out of property- cars, pick-ups,
motorcycles and other types of personal transportation.

g. Who will provide fire protection to the site.
Hudson Fire Department.
h. Water source on the property (both domestic and irrigation).
Water source is a well, no water rights for irrigation other than lawn and garden.
Well has been changed from residential to commercial per Well Permit Number
75930-F. Div. 1,WD 1 DES BASIN, MD issued April 4, 2012.
i. Sewage disposal system on the property (existing and proposed).
Existing septic for residence and a tank will be put in place and pumped
regularly for water used to wash kennels out. Septic Permit SP-0800157 finaled
May 13, 2009.
j. If storage or warehousing is proposed, what type of items will be
stored.
Only storage on property is food and equipment for animals.
6. Explain the proposed landscaping for the site. The landscaping shall be
separately submitted as a landscape plan map as part of the application
submittal.
Landscaping is going to be conducive for dogs being dogs,with room to run and
play. Water limitations will not allow for 3 acres of grass, but shrubs and trees
will be planted for shade for both the boarding and play area as well as shade for
the residence. See lot plan for details.
7. Explain any proposed reclamation procedures when termination of the
Use of Special Review activity occurs.
I have no intention of terminating this facility, but should something happen to
myself in the future in regards to this project, a living trust will be in place to safe
guard all the animals and property.
8. Explain how the storm water drainage will be handled on the site.
Storm water will run to the north side of the property,where a holding ditch
exists currently and can be made larger if required.
9. Explain how long it will take to construct this site and when construction
and landscaping is scheduled to begin.
I estimate it taking 3 to 4 months to complete the building for boarding and dog
runs. This will include running water, drainage and power to building.
Landscaping needs to be planted appropriate time of year to ensure success.
10. Explain where storage and/or stockpile of wastes will occur on this site.

Food storage for the dogs will be inside the boarding area. Solid waste will be
put in dumpster and hauled to land fill by local trash company.

Storm water that falls on the property, in the area of the kennels will flow from south to north. At the
north side of the property there is an existing road that is built up and creates a ditch to catch the water
that flows off the property. That ditch flows from the east side of the property to the west and if a lot of
water is flowing it will flow across the road at the north west corner then into an irrigation ditch on the
neighboring property.
There has never been a heavy flow of water across that portion of the property, but with the drainage
from the new building flowing down that portion I will have the existing ditch area by the road made
deeper and block it from flowing across the road to neighboring property. The water flow off the
building will be directed toward the road at the east side of the property which also has a ditch like area
along side of it that will direct the water to the north side of the property.
The only water that will flow across the property will be storm run-off, I will not divert any storm run-off
from any building to flow across the property where the dogs will be kept. Except for watering my grass
and garden with well water, there is no other outside source of water flowing across my property.

Traffic Estimate
My rescue is not open to the public, the volunteers that will be helping with the dogs will not be over 3
people a day. On a steady bases there should be no more then 6 to 10 people into the property then
out and that includes the 2 residents currently living on the property.
People will be able to make an appointment to meet a dog, but people just coming out to look for a dog
to adopt is not how this rescue will work. I only want people working with the dogs at the property, yes
there will be some traffic from this business, but not a huge amount.
