HomeMy WebLinkAbout20120969.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO APRIL 11, 2012 E9 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 11, 2012, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Sean P. Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer- EXCUSED Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Tonya Disney Director of Finance and Administration, Monica Mika El MINUTES: Commissioner Long moved to approve the minutes for April 9, 2012. Seconded by Commissioner Rademacher, the motion passed unanimously E5 AMENDMENTS TO AGENDA: There were no amendments to the agenda. Fl PUBLIC INPUT: Doug Meyer, County resident, stated he attended a meeting that was held with the Colorado Air Quality Control Division and local communities in reference to the proposed freight train railway that is proposed to relocate through properties on the eastern plains. Fl APPROVAL OF CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda. The motion was seconded by Commissioner Long and it carried unanimously. E l PROCLAMATIONS: DAY OF THE YOUNG CHILD - APRIL 14, 2012: Following Chair Conway's presentation of the Proclamation, Carolyn Gillette, United Way of Weld County Project Coordinator, thanked Weld County for the long standing relationship and understanding of the importance of the Day of the Young Child, which allows families to connect with United Way of Weld County and get the help they may need. PRESENTATIONS: E5 RECOGNITION OF SERVICES, SHERIFF'S OFFICE - JAMES CAMPBELL: Following Chair Conway's reading of the Presentation of Recognition, Sheriff John Cooke recognized James Campbell as an exceptional employee who also received the Officer of the Year Award, in 2009, for the discovery -}‘,\a Minutes, April 11, 2012 2012-0969 Page 1 BC0016 of faulty locks in the jail housing units. The Board thanked Mr. Campbell for his years of service with Weld County and wished him the best of luck in his future. E9 RECOGNITION OF SERVICES, EXTENSION ADVISORY COUNCIL - GERALD ROTH, JOE INTERMILL, AND GUY MCENDAFFER: Following Chair Conway's reading of the Presentation of Recognition, Keith Maxey, CSU Extension Director, stated all three individuals have served well on the Extension Advisory Council and he appreciates their time and effort. ED RECOGNITION OF SERVICES, UPSTATE COLORADO ECONOMIC DEVELOPMENT BOARD -ARLAN MARRS AND BRAD LEAFGREN: Chair Conway read the certificate recognizing Arlan Marrs and Brad Leafgren for their time of service and stated, although the individuals are not present today, their certificates will be forwarded to each of them. El RECOGNITION OF SERVICES, 150TH ANNIVERSARY COMMITTEE - JENNIFER FINCH, MARGIE MARTINEZ, PATTI RUSSELL, JANET CARTER, AND GLEN CZAPLEWSKI: After the Recognition of Service was read into the record, the Board thanked each member for their exceptional time and effort put into the 150th Anniversary Celebration preparations. Janet Carter, Department of Public Works, thanked the Board for the opportunity to serve on the committee, further stating it was enjoyable to work with each Commissioner and thanked them for their input and efforts with the committee as well. IR COMMISSIONER COORDINATOR REPORTS: Commissioner Long spoke on behalf of Commissioner Kirkmeyer who attended the Child Welfare Allocation Committee meeting yesterday. Commissioner Long stated the meeting was successful, thanks to Commissioner Kirkmeyer's efforts, and he added the recent changes to the formula for fund allocations will allow Weld County to more effectively reach the community. NEW BUSINESS: E5 CONSIDER MEMORANDUM OF UNDERSTANDING CONCERNING EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) AND AUTHORIZE CHAIR TO SIGN - CITY OF GREELEY: Steven Reams, Sheriff's Office, explained the grant funds are not allocated to specific items; however, they are used to better the department. For example, last year's funds were used to improve the shooting range and he anticipates this year the S.W.A.T Team will be able to purchase new gear. Commissioner Rademacher moved to approve said memorandum of understanding and authorize the Chair to sign. The motion was seconded by Commissioner Garcia, and it carried unanimously. E5 CONSIDER APPOINTMENT TO ISLAND GROVE PARK ADVISORY BOARD: Commissioner Garcia moved to appoint Bruce Cameron to said board, with a term to expire March 1, 2015. Commissioner Long seconded the motion, and it carried unanimously. El CONSIDER RECOMMENDATION TO APPOINT ELIZABETH ORTIZ TO GREELEY HOUSING AUTHORITY: Commissioner Rademacher moved to appoint Elizabeth Ortiz to the Greeley Housing Authority. Commissioner Long seconded the motion, and it carried unanimously. OLD PLANNING BUSINESS: E5 CONSIDER FOUR LOT RECORDED EXEMPTION #4972 - BRAD AND ROBIN GUTKNECHT (CON'T FROM 03/12/12): Kim Ogle, Department of Planning Services, stated on March 12, 2012, staff requested the matter to be continued to April 11, 2012, to allow Brad and Robin Gutknecht additional time to obtain their mobile home permits, and at this time he recommends the matter be referred back Minutes, April 11, 2012 2012-0969 Page 2 BC0016 to the Department of Planning Services for processing. Commissioner Rademacher moved to refer said matter back to Planning Services for processing. The motion was seconded by Commissioner Garcia, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
