Dear Sir:
Let me say at the outset of this letter thatI have no overiding objections
to the, removal of the County Surveyor from the elective process .
I do, however, believe that the office should be retained as a functioning
position.
The major purpose of this letter is to offer my thoughts about the structure
and duties of the position. The position should be filled by a person who
is a registered land surveyor in the State of Colorado. Preferably this
person should have land surveying experience in Weld County. The position
could be appointed and need not be a full time salaried position.
The County Surveyor would function under the County Engineer and render
technical advise and assistance when required. A modest budget could be
provided and the Surveyor paid on a services rendered basis only.
The record keeping function should be shared jointly by the County Engineer
and County Surveyor. A full time person employed by the county would be
in charge of the record keeping . This person would dispense to the public,
survey records and other information as required , draft survey records , in
addition to his record keeping duties for the County Engineer.
The County Surveyor should be involved not only with the supervision of
record keeping, but should encourage all surveyors working the the county
to document corners as required by state law.
Many older deeds have become difficult if not impossible to retrace because
no documentation of monuments was required. There is no reason for this to
happen given the present law requiring monuments . However without some
active supervision, some firms will be lax in filing records and duplication
of monuments will occur.

The office of County Surveyor is an old and historic one. Its function has k
changed over the years, but is still an important one and should be preserved. .
