SUBJECT: USR12-0001, Platte Valley Fire Protection District
A Use by Special Review permit for a fire station.
The Weld County Public Works Department has reviewed this proposal. This project falls under the Use
by Special Review Standard, Weld County Code, Chapter 23, Article II, Division 4, Section 23. Staff
comments made during this phase of the Use by Special Review process may not be all-inclusive, as
other issues may arise during the remaining application process.
COMMENTS:
CR 53 is a collector road and requires an 80-foot right-of-way at full build out. There is presently a 60-foot
right-of-way. This road is maintained by Weld County. Pursuant to the definition of SETBACK in the Weld
County Zoning (23-1-90), the required setback is measured from the future right-of-way line.
Please show the approved accesses on the Plat and label them with the Access Permit number (AP11-
00484).
The applicant provided a Phase III Drainage Report for South Platte Valley Fire Protection District —
Kersey Fire Station dated December 15, 2011 and signed and stamped by Timothy Nuetzel PE #37763.
41, This report and the retention pond design is acceptable to Public Works.
This site will disturb over 1 acre of land therefore a Grading Permit from Weld County is required as well
as a stormwater discharge permit from the Water Quality Control Division of the Colorado Department of
Public Health and Environment.
This area IS NOT in a Special Flood Hazard Area (SFHA) as determined by the Federal Emergency
Management Agency (FEMA).
REQUIREMENTS:
1. Show the approved access points on the Plat and label them with the Access Permit number
(AP11-00484).
2. Prior to construction:
a. The applicant shall obtain a stormwater discharge permit from the Water Quality Control
Division of the Colorado Department of Public Health and Environment.
b. A grading permit is required. The grading permit application must contain: an erosion and
sediment control plan, a grading plan, installation details of all BMPs to be utilized, typical
installation and maintenance notes for all BMPs to be utilized, and a copy of the
approved CDPHE stormwater permit.
3. Add the following development standards to the plat:
a. Pursuant to Chapter 15, Articles I and II of the Weld County Code, if noxious weeds exist
on the property or become established as a result of the proposed development, the
applicant/landowner shall be responsible for controlling the noxious weeds. All
• vegetation, other than grasses, needs to be maintained at a maximum height of 12
inches until the area is completely developed.
b. The historical flow patterns and run-off amounts will be maintained on site in such a
manner that it will reasonably preserve the natural character of the area and prevent

property damage of the type generally attributed to run-off rate and velocity increases,
diversions, concentration and/or unplanned ponding of storm run-off.
c. The applicant must take into consideration storm water capture/quantity and provide
accordingly for best management practices.
d. Weld County is not responsible for the maintenance of drainage related features.

Environmental Health Services has reviewed this proposal for a fire station and fire
training facilities. The proposed fire station will have employee office space, living
quarters for firefighters, a community room, and truck and equipment storage bays and
wash bay.
SThe proposed fire station will be served by an engineer designed septic system and
Septic Permit SP-1200004 has been approved by the Weld County Board of Health.
Septic Permit SP-1200004 will require final approval through this Department.
Central Weld County Water District will provide water for the proposed fire station, and a
tap assignment has been issued by the District (Tap #1382). The facility is proposing to
install a well for the new building fire suppression system and fire hydrants. The facility
is in the process of applying for a well permit by the Colorado Division of Water
Resources for this purpose.
There is an existing 3 bedroom home on the property that will be used temporarily to
house up to 4-5 firefighters until construction of the new fire station is complete. The
residence is served by Central Weld County Water District and by an existing septic
system (SE-1200004). The existing septic system was evaluated by Environmental
Health Services and found to be inadequately sized for the proposed use. However,
because the system will be used temporarily, the Department is not requiring that the
system be upgraded to current regulations so long as the system functions properly.
After completion of construction of the new facility and the new utilities are in service,
the existing house will no longer be used as a residence. The water will be
disconnected from the existing residence and the existing septic system must be
abandoned.

The applicant submitted a waste handling plan and Waste Management of Greeley will
provide removal and disposal of trash and garbage. The waste handling plan included
clean up procedures for any vehicle fuel and fluid spills. The applicant needs to include
in their waste handling plan the contact information for the company that will provide
removal and disposal of spilled vehicle fluids and contaminated absorbents.
The applicant submitted a dust abatement plan and was found to be adequate.
Access driveways and parking will be paved with the exception of an overflow parking
area that will be covered in gravel. Water will be applied on the gravel surfaces when
necessary to mitigate dust.
We have no objections to the proposal; however, we do recommend that the following
conditions be part of any approval:
We recommend that the following requirements be met prior to allowing the plat to be
recorded:
1. In the event washing of vehicles will occur on site the applicant shall ensure that
any vehicle washing area(s) shall capture all effluent and prevent discharges
from the washing of vehicles in accordance with the Rules and Regulations of the
Water Quality Control Commission, and the Environmental Protection Agency.
Vehicle washing areas should be designated on the plat.
2. The applicant shall submit evidence of an Underground Storage Tank permit
from the Colorado Department of Labor and Employment (CDL&E), Oil
Inspection Section for any underground storage tanks located on the site.
Alternately, the applicant can provide evidence from the (CDL&E), Oil Inspection
Section that they are not subject to these requirements.
3. Prior to the demolition of any structure, the applicant shall obtain any required
demolition permits from the Weld County Building Inspection Department and
conduct any asbestos related inspections as required by Regulation 8 of the
Colorado Air Quality Control Commission.
4. The applicant shall submit a waste handling plan, for approval, to the
Environmental Health Services Division of the Weld County Department of Public
Health & Environment. The plan shall include at a minimum, the following:
1) A list of wastes which are expected to be generated on site (this should
include expected volumes and types of waste generated).
2) A list of the type and volume of chemicals expected to be stored on site.

3) The waste handler and facility where the waste will be disposed (including
the facility name, address, and phone number).
5. The applicant shall submit documentation that floor drain wastes from any
vehicle maintenance facility is captured in a watertight vault and hauled off for
proper disposal.
6. The applicant shall submit written evidence from the Colorado Division of Water
Resources, demonstrating that the well is appropriately permitted for the
commercial use (building fire sprinkling system and fire hydrants).
We recommend that the following requirements be incorporated into the permit as
conditions that must be met one month prior to construction activities:
1. The applicant shall submit evidence of a Colorado Discharge Permit System or
CDPS permit from the Colorado Department of Public Health and Environment
(CDPH&E), Water Quality Control Division, to cover stormwater discharges from
construction sites (5 CCR-1002-61). Alternately, the applicant can provide
evidence from CDPH&E that they are not subject to the CDPS requirements.
(New rule effective 3/2/2001).
We recommend that the following requirements be incorporated into the permit as
conditions that must be met prior to the issuance of the Certificate of Occupancy:
1. An individual sewage disposal system is required for the proposed facility and
shall be installed according to the Weld County Individual Sewage Disposal
Regulations. Septic Permit SP-1200004 must receive final approval by
Environmental Health Services.
2. The applicant shall submit evidence of an Underground Injection Control (UIC)
Class V Injection Well permit from the Environmental Protection Agency (EPA)
for any large-capacity septic system (a septic system with the capacity to serve
20 or more persons per day). Alternately, the applicant can provide evidence
from the EPA that they are not subject to the EPA Class V requirements.
3. Existing septic system, Permit No. SE-1200004, must be abandoned in
accordance with Section 30-7-70 of the Weld County Code pertaining to
individual sewage disposal systems when the new septic system (Permit SP-
1200004) is placed in service.

We recommend that the following requirements be incorporated into the permit as
development standards:
1. All liquid and solid wastes (as defined in the Solid Wastes Disposal Sites and
Facilities Act, 30-20-100.5, C.R.S., as amended) shall be stored and removed
for final disposal in a manner that protects against surface and groundwater
contamination.
2. No permanent disposal of wastes shall be permitted at this site. This is not
meant to include those wastes specifically excluded from the definition of a
solid waste in the Solid Wastes Disposal Sites and Facilities Act, 30-20-100.5,
C.R.S., as amended.
3. Waste materials shall be handled, stored, and disposed in a manner that
controls fugitive dust, fugitive particulate emissions, blowing debris, and other
potential nuisance conditions.
4. The applicant shall operate in accordance with the approved "waste handling
plan", at all times.
5. The applicant shall comply with all provisions of the State Underground and
Above Ground Storage Tank Regulations.
6. Any vehicle washing area(s) shall capture all effluent and prevent discharges
from drum washing and the washing of vehicles in accordance with the Rules
and Regulations of the Water Quality Control Commission, and the
Environmental Protection Agency.
7. Fugitive dust and fugitive particulate emissions shall be controlled on this site.
The facility shall be operated in accordance with the approved "dust abatement
plan", at all times.
8. This facility shall adhere to the maximum permissible noise levels allowed in
the Commercial Zone as delineated in Section 14-9-30 of the Weld County
Code.
9. Adequate drinking, handwashing and toilet facilities shall be provided for
employees and patrons of the facility, at all times.
10.Any septic system located on the property must comply with all provisions of
the Weld County Code, pertaining to Individual Sewage Disposal Systems.

11.The facility shall utilize the existing public water supply (Central Weld County
Water District.
12.Adequate toilet facilities (portable toilets) and hand washing units shall be
provided during the construction of the facility.
13.Bottled water shall be utilized for drinking during construction of the project.
14.All potentially hazardous chemicals must be handled in a safe manner in
accordance with product labeling. All chemicals must be stored secure, on an
impervious surface, and in accordance with manufacturer's recommendations.
15. Process wastewater (such as floor drain wastes) shall be captured in a
watertight vault and hauled off for proper disposal. Records of installation,
maintenance, and proper disposal shall be retained.
16. If applicable, the applicant shall obtain a stormwater discharge permit from the
Colorado Department of Public Health & Environment, Water Quality Control
Division.
17.The operation shall comply with all applicable rules and regulations of State
and Federal agencies and the Weld County Code.

Comments:
A building permit will be required for any new construction, alteration, or addition to any building on the property.
It is recommended that a code analysis be done on the project by a design professional with experience in this
area.
A building permit application must be completed and two complete sets of plans including engineered foundation
plans bearing the wet stamp of a Colorado registered architect or engineer must be submitted for review.A
geotechnical engineering report performed by a registered State of Colorado engineer shall be required.
Buildings and structures shall conform to the requirements of the various codes adopted at the time of permit
application. Currently the following has been adopted by Weld County: 2006 International Building Code, 2006
International Mechanical Code; 2006 International Plumbing Code: 2006 International Energy Code; 2006
International Fuel Gas Code; 2011 National Electrical Code; 2003 ANSI 117.1 Accessibility Code and Chapter 29

To Whom It May Concern:
The Town of Kersey is aware of the Platte Valley Fire Protection Districts
(PVFPD) intention to build a new fire station and possible training center on 7
acres of property located on the N.E. corner of Hwy 34 and WCR 53. This
property is currently not annexed into the Town and the Town has no interest in
annexing this property/development at this time. The Town is not currently able
• to service this property with water and sewer services. Annexation at this time
would not benefit the Town or the PVFPD. The Town may be interested in future
annexation as the water and sewer distribution system develops in the area.
The Town would request that the PVFPD utilize the Town of Kersey Landscape
standards as they develop the property to ensure consistency as the Town
grows.
