Property Use- see attached drawings. • 7 Acre parcel will be used for Fire Station and Emergency Support Services to pre-established areas in Weld County. • North side of property is for new 30,000 SF plus facility and will house the offices, living quarters, EOC, community room, work out area, apparatus bays, hose tower, equipment rooms, lockers, work room and mechanical/electric spaces. • Parking for staff and visitors will be located on the north, east and south sides of building. • South side of property consists of existing 2 story house and future fire training facility. • Typical Fire Station activities will occur on a daily basis. Those activities include general office work to conduct business, training exercises for fire fighters, cleaning/washing equipment, air breathing equipment maintenance, landscape maintenance, and fire fighting training. There is a community/meeting room that will be used by the fire department for board meetings, training classes, safety classes and offered to community for special events (civic group meetings, special events, etc.) Community room has maximum occupancy for 80 people. 2. Number of Employees using site & hours of operation. • Day time employee population will average 6 people and night time will average 5-8 people. Days when volunteer fire fighters are required to be on site for training staff population will increase to 20-45. • Normal office hours are M-F 9 am to 5 pm. Volunteer staff is on call daily from 7pm to 7am. 3. Number of people using site. • Community use varies through out the year and will range from a small group activity (4-10) to large group activities as high as (20-40). These activities occur after 5 pm and on weekends. Community use varies year to year and ranges from 4-6 times. • • PLATTE VALLEY FIRE PROTECTION DISTRICT 11E VA( 4. Type and number of structures. • Main facility (office & living quarters) will be comprised of wood frame on concrete foundation walls with stone veneer and cement siding. Apparatus bays and work area will be steel framed and CMU block structure with stone veneer, cement siding and overhead doors. • Fire training facility will consist of pre-fabricated steel container units on concrete foundation with concrete slab. This facility will be used for general fire fighting training purposes. 5. No animals on site. 6. Kind of vehicles. • Vehicle types used on site by fire department at this time; (2 ea) type I engine truck, approx 45,000 lb GVW, (1 ea)type III engine truck, approx 26,000 lb G M, (2 ea) type VI engine truck, approx 18,000 lb GVW, (1 ea) rescue truck, approx 25,000 lb GVW, (2 ea) water tender trucks, approx 40,000 lb GVW, (1 ea) F350 utility truck, approx 6,000 lb GVW, (1 ea) expedition SUV, (1 ea) suburban SUV and (1 ea) 28 ft camper trailer (toy hauler). • Staff will be driving to and from work and then there will be visitors who access sight also. • 7. Traffic Plan. • We had several meetings with Janet Carter about the existing traffic where the new fire station will be built. At the time of these discussions Janet indicated a traffic plan was not necessary, in her opinion. Janet indicated the employee traffic and emergency vehicle traffic would not significantly effect the current traffic flows in this area. Janet is not requiring any improvements to the existing WCR 53 pavement as we plan our new facility. 8. Items for storage. • Only normal fire fighting equipment is stored on site; fire fighting gear, hoses, breathing equipment, small tools and cleaning supplies. 9. Water source-domestic. • Central Weld County Water District will supply domestic water to the site. We have visited with Stan Linker and we will receive a 5/8" water tap for the new facility. Stan has reviewed the capacity of the existing supply line that services this area and a 5/8" tap will work. We are installing a 1 Yz' service line from the meter pit to the building and a 200 gallon pressurized supply tank inside the building to maintain adequate water pressure. • Irrigation well for landscape. (existing) • New well for building fire sprinkler system and fire hydrants. We are working with Quality Well Service to drill this new well. Plan to drill this well in February/March of 2012. 10. Sewage disposal system. • Sewage system will be septic tank with leach field system. Our design engineer has been communicating with the Weld County Health Department for design • requirements. We will be submitting for a permit soon. • Fire Department would like to use existing farm house septic system until new facility is completed. They plan to have 4-6 fire fighters live in house instead of renting current apartment. PLATTE VALLEY FIRE PROTECTION DISTRICT TTE V4[ • 11. Waste Handling. • The Fire Department will contract with local trash removal company for regular weekly trash pick up. 12. Dust Abatement Plan • See attached landscape plan. The new facility will have sod, native seed, trees and shrub areas. There will be a fire training area on the south end of the property with aggregate base for accessing the area around the concrete pad that supports the training structure. See attached picture. 13. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 22 of the Comprehensive Plan. • The new fire station is located adjacent to the Town of Kersey with US Highway 34 separating the site from the town to the south. The building design is intended to match the aesthetic feel of other existing buildings in the Kersey area. It will fit well into the existing rural community. • The existing historic house on the site will be left in place at the request of the Kersey community. The house has been a landmark to the community for years and will be utilized by the fire department for public demonstrations of household fire safety issues. The fire • station will pay its own way for all necessary improvements to develop the site. 14. Explain how this proposal is consistent with the intent of the Weld County Code, Chapter 23 (Zoning) and the zone district in which it is located. • The lot is zoned for Agricultural use. Section 23-3-20 of the Weld County Code allows fire stations under the Uses Allowed by Right section. The building is set back 135 feet from the Weld County Road 53 right-of-way and • 64 feet from the north property line. These distances are well beyond the minimum setback of 20 feet and minimum offset of 10. (The offset is 1/3 of the building height of 30 feet.) The adjacent lots are all currently agricultural with no landscaping. The proposed landscaping on the fire station site will be compatible with existing adjacent lots and land uses. • „ , . The pavement section recommendations listed in the report are based on a concrete compressive strength of 3000 psi. Aggregate base course(ABC) beneath the concrete pavement section is not recommended for two reasons. First, once the topsoil is stripped, the native soils,that we encountered have nearly the equivalent strength as a Class 5 or 6 ABC, based on the obtained design R-Value of 73. Second, in comparison to the strength of the concrete slab, the structural contributions of the underlying layers are relatively insignificant: therefore, the use of base course may be considered uneconomical. The mention of the base course material is included in the report if grade changes require additional material to be used beneath the pavement. Sidewalks are not typically a part of our pavement design recommendations; however, it is our opinion that they could be constructed similar to the pavement, with a minimum four(4)inch slab. The use of six (6) inch sidewalk is recommended in those areas subject to traffic loading. Our report also suggests that highly loaded areas with discontinuous traffic flow such as the areas around dumpsters, should consist of a thicker, reinforced pavement section. In response to the question of reinforcement in other areas of the pavement section. we offer the following. Dowel reinforcement should be used between slabs at all cold/construction joint areas to promote load transfer between slabs. The exposed end of the dowel should be lubricated so the slab will slip over the dowel as it expands/contracts. The purpose of the reinforcement throughout the slab is not to add structural strength, but to hold cracks together and restrain their growth. With that said, where there is a high emphasis on crack control, • such as the interior parking area, we would suggest the use of a reinforced slab. Generally, it 165 2nd Street S W. • Loveland.. CO 80537 • (970) 667 8010 • Fax (970) 667-8024 • www.cds-eng.net • is uncommon to reinforce exterior pavement slabs because it may be easier to provide periodic maintenance to these areas, and because the use of deicing chemicals can attack the reinforcement, causing greater damage to the slab. Following the publication of our reports, we were informed that recommendations were requested for the gravel overflow parking area to the north of the building. and the training area to the south. We anticipate the overflow parking area to host primarily light passenger vehicles. Based on this information, we recommend eight (8) inches of compacted Class 5 ABC, recycled concrete, or other equivalent material. At the training area, it is our understanding that the traffic will consist of mainly fire truck and rescue vehicles. In this area, we recommend twelve (12) inches of compacted Class 5 ABC, recycled concrete, or other equivalent material. The Owner should be made aware that periodic maintenance will be required in both areas. Adequate roadside drainage shall be provided to help prevent washout. The compacted soil drive at the training facility may not perform ideally, and may require intense maintenance after each training exercise. We are unclear as to the specific use of this area and would he open to discuss other options based on the specific use. Attached is the boring location map from the septic design report. his shows the approximate location of each percolation test hole. As previously stated, the northwest corner of the proposed field location had a deeper topsoil or"plow zone"than the other areas tested. Our perc rates in this area were not in conjunction with the other rates we obtained, and were thrown out. We suggested that the septic field location be moved to the south, • approximately twenty (20)to thirty (30) feet, where the additional percolation tests were conducted.
