OF THE WELD COUNTY BUILDING • L; CODE RELATING TO FEES FOR BUILDING PERMITS FOR MOBILE HOMES . WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to Colorado statute and the Weld County Home Rule Charter, is vested with the authority of administering the affairs of Weld County, Colorado, and WHEREAS , on April 19 , 1978 , the Board of County Commissioners ('z o of Weld County, Colorado held a public hearing in its meeting 0 room at the Weld County Centennial Center for the purpose of con- sidering an amendment to Section III.H. 5.a. of the Weld County 77 c;a Building Code reducing the fee for a building permit for a mobile home from $45. 00 to $35. 00 and, WHEREAS, the Board reviewed the recommendation of the Weld County Planning Commission and heard the comments of the Director of Building Inspection and other staff members of the Department of Planning Services, and WHEREAS, after some deliberation, the Board determined that the proposed amendment as recommended by the Weld County Planning Commission was somewhat ambiguous in wording and, WHEREAS , the Board finds that with some adjustments in the language of the amendment, the proposed amendment is in the best interest of Weld County, Colorado, and WHEREAS , the Board further finds that the proposed amendment with altered language is substantially the same as that amendment reviewed by the Weld County Planning Commission. NOW, THEREFORE, BE IT RESOLVED by the Board of County Com- missioners of Weld County, Colorado that Section III .H. 5.a. of the Weld County Building Code is hereby amended to read as follows : "Any person desiring a building permit for a mobile home required by this Building Code shall at the time of filing an application therefore, pay a fee of Thirty five Dollars ($35 . 00) to the Director of Building Inspection. The $35. 00 fee shall cover a maximum of three (3) trips and shall cover the fees for electrical, mechanical, and plumbing inspections as required for mobile homes. A re-inspection fee may be assessed in accordance with sub-section c. below for any trip in excess of the three (3) allowed. Planning Director, Gary Fortner, and his staff, Chuck Cunliffe, Joseph Jarvis and Jim Smith reviewed the proposed amendment and the proposed adoption of the 1978 National Electrical Code for the Board. There was no public in attendance for the hearing. The Commissioners first discussed the amendment to Section III .H. 5.a. of the Building Code. It was agreed that the wording in the amendment was somewhat contradictory. After much discussion, Commissioner Roe made a motion to adopt the amendment as presented by the Weld County Planning Commission replacing the last sentence in "a" with the following: "The $35 fee shall cover a maximum of three trips and shall cover the fees for electrical, mechanical and plumbing inspections as required for mobile homes. A reinspection fee may be assessed in accordance with Subsection "c. " below for any trip in excess of the three allowed. " Commissioner Steinmark seconded the motion and it carried unanimously. The Commissioners then discussed the adoption of the 1978 National Electrical Code. After review, Commissioner Steinmark made a motion to adopt the 1978 edition of the National Electrical Code as part of the Weld County Building Code. Commissioner Roe seconded the motion and it carried unanimously. All Commissioners except Commissioner Jacobucci were present for the hearing. Jarvis -- s bject: _lee Reduction__for_Mobile_Homes • Previous fees were $10. 00 for an electrical inspection and $ 10. 00 for a gas inspection . Under the new Mobile Home Regulations we must inspect the following : • 1. ) Setbacks • 2) Blocking 3 ) Tie downs 4 ) Skirting 5) Gas inspection 6) Electrical inspection 7) Plumbing hook-ups The State has increased an electrical inspection from $10. 00 to $12. 00. By using combination Building Inspectors , we can make all the above inspections but the electrical inspection and the skirting inspection at one time ; as skirting lags behind the other inspections . Under ideal conditions that all of above but skirting is completed and with a separate inspection for the electrical work our work would consist of two building inspections each $10. 00 and one electrical inspection at $12 . 00 -for a total of .,32 . 00. As there seems to be more inspections than listed above , we feel that the fee should be somewhere between $35 . 00 to $40. 00 to balance out these extra trips. • J ` ' Joseph P. Jarvis , P. Jarvis , Director , Building Inspection Division , on January 2G , 1978 . The memo reviews the cost associated with inspection of mobile homes as they are placed in Weld County . As is indicated in the memo, it appears that the fee which would be necessary to support the minimal inspections would be $32 . Mr. Jarvis has recommended that the fee be set at $35-$40 i❑ order to balance out extra trips which are required prior to the issuance of occupancy permits for some mobile homes which are placed in the county . It would seem that one possible means of reducing the fee to the minimum $32 level would be to. charge $10 per inspection when over three inspections are required on any given mobile home. This would mean that the persons who were requiring larger than the normal amount of inspections would be bearing the extra cost associated with those extra inspections. If you have any questions with regard to these recommend- ations , we would like to discuss them with the Board at any time. If it is decided that the current fee should be reduced to be more reflective of the actual. inspections made on a per mobile home basis at this point in time, it will he necessary to go through appropriate amendment procedures to get the fee changed .
