Subject to R.O.W. Dedication, Book, Page 273. Contains 6. 745 acres more or less. • - • 5 • EXHIBIT B - INTRODUCTION AND SITE DESCRIPTION Introduction This document with the accompanying map is to satisfy both the • County's requirement for a site plan review and the MLRB's requirements for a 110 permit. The intent of the plan is to provided for grading to allow the 6+ acre portion of the property under consideration here to be developed in the future for industrial uses. • Present Conditions John's Meats Inc. owns 10± acres of industrially zoned property in south Weld County, and a 6+ acre portion is proposed for grading and off-site export of borrow material. The principal owner of John's Meats, Inc. , Mr. John Willard, was unaware any MLRB permit • was necessary and began grading and off-site export of material earlier this year. This plan and accompanying forms, fees, etc. are being undertaken in order to conform with both County and State requirements. The front 4± acres contains John's Meats buildings and business, • which is a custom meat cutting and packing operation. This 4± acres contains the only manmade structures within a 1/2 mile of the site. The only structures on the property is fencing as shown on the accompanying map. The surrounding property to the west and north is owned by Mr. John • Willard who is also the principal owner of John' s Meat, Inc. To the east of the grading area there is an unused County R.O.W. across which is another property owner. The list of affected property owners in this booklet includes the properties owners within a 1/4 mile of either John's Meats or Willard' s properties including those across any County right-of-way. • The accompanying map shows the existing topography, or rather what topography existed in 1989. This topography was undertaken in 1989 in conjunction with a landfill application on the adjacent property also owned by John Willard. The 6+ acres had been previously graded prior to MLRB and County requirements, but the amount of • disturbance undertaken this summer has not substantially changed the conditions shown on the map. The property is part of the high ridge of the area and drains east and northeast. This historic - drainage pattern will be maintained after grading and revegetation has been completed. • • • 6 • The soils on the site are defined as Valent Sand with 3 to 9% slopes. These are well drained soils with a typical surface layer of brown sand 6" thick. Permeability is rapid, available water capacity moderate, surface runoff slow, and erosion hazards are • low. Existing vegetation consists of 90% native grasses such as: little bluestem, big bluestem, western wheatgrass, switch grass, side oats gram, blue grama, sand dropseed, crested wheatgrass, red three awn, cheat grass, and rye. Other vegetation consists of russian thistle, musk thistle, prickly poppy, blue alfalfa, wild licorie, ragweed, wild mustard, dotted gray feather rochia, yucca, • and sagebrush. Area grazed by cattle and horses. Vegetative cover defined as heavy. A copy of the soil conservation letter on soil characteristics , vegetative inventory, and revegetation information is reproduced on the next four pages. • The letter was prepared in the process of preparing the application for the adjacent landfill. The soils conditions and vegetative inventory for a portion of that property are the same as for this property. In terms of revegetation, the amount of topsoil proposed is different. For the landfill , that application was prepared with • the thought in mind of separating the surface with a minimum of five feet from the fill material . Since that standard is not applicable for the property proposed for grading in this application, only one foot is proposed. Wildlife on site and in area consists of deer, rabbits, skunk, • marmot, coyote , fox, weasel, pheasant, raptors, magpie, small rodents, and seasonal songbirds. No known threatened or endangered species. Page 11 is a copy of the Wildlife Evaluation prepared by the Division of Wildlife that was prepared for the adjacent landfill. O 80601 RE: Soils Information. and Vegetative Inventory • • Dear Mr. Willard : - • The information you requested on land in part of the S 1/2, NE 1/4, Section 34, Township 1 North, Range 6-' West, (see attached soils map) , is included or attached to this letter. It is my understanding that the request is to remove soil from the property, backfill with construction waste , place • soil material and topsoil over the waste and reseed to adapted grasses. SOILS INFORMATION:. Soils for the area requested, according to the Soil Survey of Weld County, Colorado , Southern Part, • are mapped as follows : 45 - Olney loamy sand , 3 to 5. percent slopes . • 70 - Valent sand , 3 to 9 percent slopes . A copy of the detailed soil description for each of the • soils is attached. A copy of the soil survey can be obtained from this office . VEGETATIVE INFORMATION: This area has been cultivated in • the past then reseeded to native grasses . The grasses inventoried consisted of little bluestem, big bluestem, sand • bluestem, western wheatgrass , switchgrass , side oats grama, blue grama, sand dropseed, crested wheatgrass, .r•ed three • • awn , cheatgrass and rye. Other vegetation consisted ' of Russian thistle, musk thistle, bull thistle, prickly poppy, • wild licorice , ragweed, wild mustard, dotted gay feather, _ blue alfalfa, kochia, yucca and sand sagebrush. • The area is being grazed by cattle and horses . At present it has an excellent stand of grass. Over ninety percent of the vegetation is grasses. • • • (_• • • • RECLAMATION PLAN: • • .1 ) Topsoil : During mining operations , the top five feet of soil should be removed separated into topsoil and subsoil then stockpiled; or after the first pit is open it can be takerr• from the area where excavation is to be done next and placed over the . area that has been filled with construction t. waste . The .subsoil should be placed directly over the .construction waste and then topsoil used as a surface dressing to seed grass into. Stockpiled soil should be protected from wind and water erosion . This can be accomplished by seeding to adapted grasses. Stockpiled topsoil should not exceed 3: 1 (3 horizontal to 1 vertical ) • • slopes. • . 2) Slopes: On the south and west sides there should be a • setback area away from adjoining property before excavation starts . The cut slopes into the existing soil should be 2: 1 or flatter. Any fill above the natural Ground level should • have a 4: 1 slope or flatter. For every 5 foot of fill above natural ground level there should be a 4 ' to 5' wide level bench. 2) Fertilizer: A soil test should be taken to determine fertilizer recommendations before seeding grass . In the • absence of a soil test, forty pounds of nitrogen and forty pounds of phosphorous per acre should be applied just prior of during seeding the area to grass. The fertilizer should • be mixed into the soil . Barnyard manure can be used as a mulch and can replace part of the fertilizer. See attached SCS Standards and Specification for Mulching . • 4) Grass Seeding: Grass seeding should be done between November 1 and May 1 . It ' s best to seed in the fall . Seeding should not be done on frozen soil . The seedbed should be firm and clean of weeds . After the land is seeded to grass, it should be covered with a mulch ( see item S on • next page) . Over ninety percent of the seed should be planted at a depth of 1/2 inch to 3/4 inch deep. This rate should be doubled if broadcast seeding is used. • • . 3 • • 5) Mulching : After seeding is completed, approximately a 4004 pounds per acre of straw or hay mulch should be • applied. This mulch should be anchored . One method is to • • use a straw crimper and "crimp" the mulch into the soil . • .This should help to control erosion until the grass becomes established . See attached SOS Standards and Specifications for Mulching. - , • . • . 6) Weed Control : Weed control is necessary to insure a successful seeding . Weeds can be controlled by mowing and/or chemicals . Mow weeds when they are G to 8 inches . high , leaving a S to 4 inch stubble . Do not clip off the • top of the newly seeded grass. This should be done for the • • . first growing -season. After the first growing season and . the seeded plants have reached the four leaf stage, the . appropriate herbicides may be used to control weeds . Any -chemicals used will need to be used according to manufacturer ' s labeling . • 7) Grazing : The area should be protected and grazing should be prohibited until the grass is established. Once established, the grass should be properly grazed. 8) Trees: Trees around the perimeter could include : Rocky Mountain Juniper , Easter Red Cedar , Russian Give , Siberian • Elm, Honeylocust , Green Ash or Hackberry. This analysis does not constitute approval of application. 12 • EXHIBIT C - MINING/GRADING PLAN General Description - Mining/Grading Stripping and storage of topsoil for later revegetation, and • removal of excess material offsite. Property has historically drained to east and northeast. Topsoil storage piles will be temporarily revegetated to prevent erosion and weed growth. Excavation will begin in center of grading area and proceed to sides of grading area to help retain rainfall on site by percolation into the very porous soils. Access is a private • existing dirt road to paved County Road #4. Mining/Grading Plan Notes: 1 . Begin end of 1990; end December 1995 or sooner. • 2. One foot of topsoil to be saved. 3. No overburden is present or will be removed. 4. 2' to 6' of borrow material will be from grading area & conveyed out of the grading area either off-site or to other • portion of the property is landfill approved. 5. Operation consists of removal and storage of topsoil, removal of borrow material & transport from borrow area. Scrapers, trucks, frontend loaders, and similar equipment will be utilized. No other processing is involved. • 6. The only disturbance will be grading in the defined area. 7 . Existing dirt access road will continue to be utilized as shown. • 8. A water truck will be utilized as needed for dust control. Water will be obtained from a legal source. No other water will be utilized in operation. 9. No ground water will be encountered or utilized. • 10. No water rights will be impacted. 11. Drainage runoff will continue as presently happens, but with flatter slopes.
