The Weld County Regional Communications Advisory Board met in session on Tuesday,
September 25th, 2012 at 10:30 a.m. at the Back Up Dispatch Center 3105 35th Avenue.
ROLL CALL:
The meeting was called to order by Chair Sean Conway. Present were board members Dave
Bressler, Rich Strang, Carl Harvey, Roger Ainsworth, Jay McDonald, Ken Poncelow, Mark
Lawley, Hugh Kane, Jack Statler, Phil Tiffany. A quorum existed. Staff members present were
Mike Savage, Dan Huerter for Anita Scrams, and Dave Mathis. Others present included, Blake
Abercrombie, Mitch Wagy and Anne Mioduski.
MINUTES:
Ken Poncelow moved and Carl Harvey seconded a motion to approve the minutes of the
August 28th, 2012 Communications Advisory Board meeting, motion carried unanimously.
OLD BUSINESS
1. Staff Report / Dave Mathis: August 2012 Staff Report: Dispatch currently has 2
vacancies, 3 in background phase. New Hires will be in Academy in October. Both 911
and Non-911 call activity is up (overall 3 %). Again, radio logs by MDT surpassed Radio
logs by dispatcher. Priority one and two call processing times in Spillman continue to be
slower than a year ago with the Tiburon CAD system.
2. Spillman Update / BlakeAbercrombie: The Public Safety User's Group is taking less
of a shotgun approach to solving problems, and is going to do more focused attention on
specific problems in Dispatch and at the Jail.
• CAD lock ups: ACS has ruled out the network, PCs, and server as potential
cause. Most recent patch supposedly addressed 24 of 27 issues. It did, however,
create new problems for events and reports. The patch was not fully tested prior
to implementation.
• We have a new Spillman account manager.
• There are in excess of 10 outstanding issues that Spillman is addressing and they
will be sending out staff the Wed. Sept. 26th.
• Jail processing is still slow.
• City is withholding payments until the system is working to our satisfaction.
• Additional dispatcher training is scheduled for end of October and first of
November.
• Refresh rates will lowered to improve performance.
3. Long Range Planning Update/Mike Savage: GeoComm did preliminary interviews in
August and will be back on site on October 9' for a Strategic Planning session.
4. Back Up Center Update/ Mike Savage: The next phase is to install all computer
equipment. This may be completed within 2-3 weeks. The RFP has been drafted and
includes a recording system.

5. Follow up on Weld County Fire Chief Nominee to replace Rob Standen: The Fire
Chief's nominee was Captain Brian Eckstine of Evans FD. County Commissioners will
likely ratify this nominee at their next board meeting.
The next Communications Advisory Board meeting will be at the Commissioner's
building on October 23`d, at 10:30 AM.
