PA. L\ND ESTATES : Frederick L . Ginsberg. Counsel representing Parkland Estates , discussed
the procedures to this point . He added that Parkland Estates is a non-profit
Colorado Corporation. They will own and develope the subdivision . The seven
trustees will menage said subdivision . He reported that copies of the covenants
and title insurance policy have been submitted to the Planning Department . Mr .
Ginsberg ceaa rked that , to the best . t their knowledge , they have done a 1 l they
Geed to in order to co.ply .. Ninety one his are being proposed and currently
there are no plans to hard surface the airport runway. Drainage was discussed .
Mr . Ginsberg added that within the covenants , it could be added that Parkland
would provide for drainage ponds . The Airport will be registered with Federal
Aviation Administration . Kr . Goodirtn , a licensed Colorado engineer , answered
questions that pertained to water , ditches , wells, storage tanks , sewer and
drainage . Mr . Ginsberg added that Leo domestic water is available . Parkland
will purchase and pay for the hooting up to the system. The seven lots lying
below the Coal Creek Ditch were discussed . An evaporation sewer system was pro-
posed for these sites due to the water table . Mr . Ginsberg stressed that the water
and sewer system are designed with the intent to tie into other public systems
when available . The Sena n is were discussed . Mr . Ginsberg added that the trus-
tees will maintain order .
The Chairman asked for a raise of hands indicating support of this request .
there were 18 in favor . Mr. Ginsberg indicated he had asked that a limited num-
ber attend the meeting.
Mr . Ala r k t i.auber . Counsel for the Town of Er to . was in attendance . He roe
ported chat the Town of Erie is against the establishment of Parkland Estates and
listed the reasons for this opinion .
Melvin Dinner , Counsel representing protestasts, requested the rejection of
the final p 1s t . The Protestants were Erie Coal Creek Ditch and Reservoir C mpasy.

zens Committee for planned Development . Hs . Diit.er referred to the resolution
opted by the County Commissioners , dated February 13 . 1914 . lit. Dials er ae ta-

should revert back to agricultural toting . Mr . Olsen asked that the guard re-

County roads were discussed. Chairman Billings and Commissioner deco-

Cn:ererounJ conduits were discussed. The Engineer commented that due to
the small grade, the conduits would fill up with slit.
Mr. Smith. a member of the audience, responded that he is nor disatisfled
with the ditch nw.

1 fhe Chairman called a break and the meeting reconvened at 5:05 P.H.
`tr. Dinner reminded the board that the school area is crowded now and
this would add to the situation.
Several to attendance commented individually why they oppose the establish-
ment of Parkland Estates.
The Chairman asked for a show of hands against this request. There were
29 in attendance that opposed the request.
The County Engineering Office referred to a letter written by Mr. Richard
Straub indicating that IS polats needed clarification. Mr. Scheltinga asked that
the engineer for Parkland, Mr. Goodwin, contact his regarding the points still
unanswered. Chairman Billings requested that a copy of this letter be subsisted
for the official file.
`tr. Fortner and Tom Honn, zoning administrator. reviewed this request and
read the Planing Commission's recommendation to deny. Hr. Fortner indicated
that he viii subeit the title insurance policy to Special Legal Counsel for their
review. After further detailed review, Mr. Fortner was asked to supply the Board
with a list of consisting needs before Parkland will comply.
The Chairman then recommended that this decision be taken under advisement.
Commissioner Jacobucci made a motion to take the decision regarding the final
plat under advisement. Commissioner Moser seconded the motion and it carried
unanimously. The Chairman added that written rebuttals will be accepted.
HELD OVER: 1. Parkland Estates, Final Plat decision
Let the minutes reflect each motion as made, seconded and carried by the
Board as an individual unanimous vote in favor of the notion.
There being no further business, the meeting was adjourned at 6:02 P.M.
