Application for Use by Special Review
1. Description of Proposed Use:
This USR amendment application is referred to as the Dougan Compresnr Station
application and is from Kerr-McGee Gathering LLC,-a pat of Anadako Petroleum
Corporation. Anadarko/Kerr McGee operates 4,853 oil and gas wd Is in the Denver-Jul esberg
(DJ) Basin with the vast majority bring located in Wdd County, Colorado. All of these wells
produce vayi ng anounts of natural gas and residual oils that need to be routed to a pipeline
through a number of compresnr stations in Weld County.
A compresnr station helps the transportation proccso of natural gas from one location to
another. Natural gas, while bring traisported through a gas pipeline, needs to be constantly
pros i iri zed i n certain di staice intervals(from 40 up to 100 miles). The gas i n the compres nr
station is prc"iirized by special turbines, motors aid engines. This application addresses the
expansion of one of the existing compresnr sites owned by Kerr-McGee Gathering in Weld
County. The site is approxi mate!y 40 acres in area aid is located south of and adjacent to the
WCR 10 alignment, 1% miles east of WCR 31. It is currently zoned Agricultural and
surrounded by other Agricultural zoned properties.
The original USR case number for the site is USR-468. Previously this site was granted two
USR amendments from Weld County, USR-468AM1 and USR-468AM2. Anadakowishes
to install additional equipment at the Dougan Compres^or Station that is not included on the
current USR. The project includes the installation of a new intermediate presure system.
This system will include an IP compres nr, IP separator, and IP slug catcher with piping. A
new electrical building is also being installed. The operation outlined in this application does
not necessitate or propose expansion of the laid area of the 40 acre site. The proposed
compresnrsaid associated equipment will fit on the existing parcel.

Anadarko is proposing the following most noteworthy equipment:

Please see the Site Plan in the Appendix for a more detailed layout and list of existing and
proposed equipment. The existing and proposed comprescors on site operate 24 hours a day,
7 days a week, 365 days a year. However, the station will automati cal l y adjust to run only
those engine-comprescor sets needed to handle the volume of gas flowing through the
pi pal i ne on any given day and hour.
There are three gated access points for this comprescor site, aI I along the north boundary of
the property. Al I three access points will remain.

2. Consistency with the intent of the Weld County Code, Chapter 22 of the
Comprehensive Plan
Comprehensive Plan Consistency
Section 22-2-10(D) emphasizes the extraction of natural resources as an important pat of the
economy of the Weld County. Adding compres:ors to this site contributes to the expansion
of the county's industrial economic base by providing increased capacity to an essential
function i n the production of natural gas i n the County. Oi I and gas faci I i ties are al I owed as a
use by right in the A (Agricultural) Zone District. However, oil and gas support and service
operations such as a Comprescor Site require the approval of a Use by Special Review Permit.
3. Consistency with the intent of the Weld County Code, Chapter 23 (Zoning) and the
zone district in which it is located.
According to Section 23-3-40(D) of the Weld County Code, oil and gas support and services
may be constructed, occupied, operated and maintained in the A (Agricultural) Zone District
upon approval of a permit in accordance with the requirements and procedures set forth in
Arti dell, Division 4 of Chapter 23.

4. Surrounding Uses and Compatibility with surrounding uses
The Dougan Comprescor Station has a variety of different laid uses surrounding it. To the
north and east there ae lage agricultural properties. To the west and south there ae single
fami I y houses on I age agricultural properties and several outdoor horse arenas.
Consideration has been taken to ensure that the Dougan Comprescor Station continues to
operate in a manner that is compatible with existing and planned uses in the area. The
compresdion, treatment and proccsding of natural gas produced in Weld County is a
necessary component of marketing this valuable resource. Providing the required treatment
will not only foster the development of an important economic base but will also contribute
to the convenience and general welfare of the residents of the County. The station contri butes
to the County's tax base with little or no adverse impact in terms of additional roads or other
governmental expenditures. In addition, with recent technology advancements, new
comprescors and equipment generate Icss noise than the existing comprescors on site. It is
expected that the new equipment wi II operate at a lower decibel level at the property I i nes.
5. Describe the following:
a. Number of people who will use this site
There is onl y one permanent employee assigned to this si te. The site is also visited by
different contractors that check the equipment on a weekly basis. The contractors
are typi cal l y not on site for longer than one to two hours at a ti me for inspections. The
site is also monitored 24 hours a day 7 days a week by the computers at the
company's gas control centers in Brighton and Denver.
b. Number of employees proposed to be employed at this site
Besides the assigned employee, there aenoadditional full timepersonnd that will be
employed at the Dougai Station with the proposed expansion. During construction of
the improvements, additional personnel will be on site until completion.
a Hours of operation
The comprescors on site run 24 hours a day 7 days a week based on demand. Trucks
usually will only come to the site during the hours of 8 an -5 pm unlcsc there is ai
emergency. The employee on site is scheduled from 7 am to 5 pm, M-F.
d. Type and number of structures to be built on this site
Anadarko wishes to install a new intermediate presicre system. This system will
include a contact tower, two comprescors, three sepaators, four slug catchers, two
pumps, a dehy, a thermal oxidizer and a cooler.

f. Kind of vehides that will access this site and how often
The Anadarko employees coming on site drive a company pick-up truck. The
contractors typically drive either personal vehicles or standad 4x4 trucks. Fluids ae
trucked off site occasionally in tanker trucks. Refer to Section 2: Traffic for more
detai I.
g. Who will provide fire protection to the site
The Hudson Fire Protection District provides fire protection to this a-ea. A referral
packet will be sent to the District by the County. Once an approval letter is received it
will be placed in the Appendix.
h. Water source on the property(both domestic and irrigation)
There is a well located on the site(permit # 276224). However, the well is permitted
only for sanitary purposcz. Bottled water is delivered to the site for consumption by
employees and visitors.

An existing septic system is on site, the septic permit number is G810083.

There will be small storage buildings on site that will store small equipment
associated with the compresimrs. There is no outdoor storage.
6. Proposed Landscaping
There is no existing screening and no additional landscaping is being proposed with this
application.
7. Reclamation Procedures
Should the Compressor Ste no longer be needed by Anadako, all equipment will be removed
aid the ground re-graded to accommodate agricultural uses.

8. Storm Water Drainage
The proposed site of the new compresnrs is relatively flat and will be surfaced with gravel.
Based on the negligible increase of storm runoff associated with the proposed improvements
a storm water drainage plan has not been requested by the County. Please refer to the
drainage memo in the Appendix for a summary of the existing and proposed drainage
conditions.
A water quality capture feature (WQCF) is required on site. Existing onsite low points will
be improved to capture the storm water and hold contaminants. Refer to the attached
dra nage memo aid dra nage plan for locations aid sizing of the proposed features.
9. Construction period
Construction of the new intermediate prc"iire system and the new electrical building is
aiti ci pated to commence soon upon approval of this requested USR.
10. Waste Handling Plan
Anadarko has a Waste Handling Plai (Am) for each of their compresoor sites. These plans
are used to project the quantities and types of waste that will be generated through operation
of the Dougan Compresoor Station (Facility) and to detail the management and disposition of
this waste. The Plan further outlines the operational chemicals that will be stored on-site and
may requi re future disposal
The objective of the Waste Haidling Am is to ensure waste generated at the Facility is
managed in accordance with all Local, State aid Federal regulations. Additionally, the Plm
identifies operational chemicals used or stored on site requiring specific disposal pathways.
Kerr-McGee/Anada-ko personnel are trained ainually with regards to proper Waste
Management practices.
This facility is currently aid will continue to be serviced by Waste Management for solid
waste removal. A smal I dumpster i s located next to the smal I employee bui I di ngs.
The following materials are expected to be stored at the Facility to support operations, and
have spedfic disposal requirements:
• 1-180 bbl. I ube of I storage tank (i n secondary containment)
• 1-500 gal Ion mineral spirits storage tank (i n secondary containment)
• 2-500 gal Ion diesel storage talk (in secondary containment)
• 2-500 gal Ion I ube of I storage talk (i n secondary containment)
• 1-dumpster for muni ci pal waste
• 1-roll-off for municipal waste
A l l I i qui ds are managed and disposed/re-cycled by Mesa Oi I. The muni ci pal waste dumpster
is managed aid disposed of by Waste Management. The dumpster is emptied either weekly

or every two weeks and the roll-off is emptied on a cal-out basis. Non-routine waste (e.g.
spills or releases) will be managed in accordance with Kerr-McGee's Emergency Response
and Oil Spill Contingency Plat Spills, as appropri ate, will be reported to the proper
regulatory agency(s). Additionally, a site-specific Spill Prevention Control and
Countermcniire (SPCC) Plan has been developed to outline appropriate actions to be taken
in the event of a spill or release. The SPCC Plan in conjunction with the Emergency
Response/Oil Spi l l Contingency PI m will ensure that all appropri ate response actions are
taken and that all waste will be handled in accordance with applicable rules and regulations.
Both documents ae written in accordance with requirements set forth by the Environmental
Protection Agency.
Regarding a motor vehicle oil leak (potenti al I y during construction), Anadarko Staidad
Operating Procedures are to dig up the contaminated soil and ship it to the Ault Waste
Management Faci l i ty or other similar facility. Anadarko then tests and analyzes the
remaining soil to be sure it is clear of all contaminates Once that is completed, Anadarko
back fi I Is the previously contaminated area.
11. Dust Abatement Plan
During the construction phase of the project, Anadarko will utilize water trucks to mai ntai n
dust supprescion. Also, the Storm Water Management Plan will befollowed to mitigate soil
erosion during the construction phase.
After construction is completed the site will be stabilized using native vegetation in allowed
areas, which will not be allowed to grow over 12" high. AdditionaNlM iarko will gravel
the access drive aid circulation pattern. In addition, a water truck will be utilized to control
dust after construction, if required.

2. Operational Standards
NOISE CONTROL:
The operation of the Comprescor Station shall comply with the noise standads enumerated
in Section 802 of the COGCC Amended Rules 2009.
Noise is emi tted from the Comprescor sites. It is anti d pated that the addition of the proposed
equipment wi I I actual I y have decreases in noise emissions given the improved technology.

AIR AND WATER QUALITY:
All activitieswill bein compliaicewith the permit and control provisions of the Colorado
Air Quality Control Program, Title 25, Artide7, and C.R.S. as applicable. No waste water
wi I I be discharged within the si te. Human wastes wi I I go into the permitted septi c vault aid
leach field.
LIGHTING:
Lighting on the site will be downcast and shielded lighting will be provided on the proposed
building. There is an existing pole I i ght near the gate as wd l. Lighting is for nighttime and
emergency work only.
Any source of lighting on the site shall be shielded so that Iight rays will not shine directly
onto adjacent properties where such would cause a nuisance or interfere with the use on the
adjacent properties. In addition, neither direct nor reflected Iight from any Iight source on site
wi I I create a traffic hazard to operators of motor vehicles on the adjacent access road.
WEED CONTROL:
The comprescor site will be kept free of weeds, rubbish, aid other waste material. The area
shall be treated if necessary aid as practi cable to prevent invasion of undesirable sped es aid
noxious weeds.

3. Required Permits
Weld County:
An Amended Use by Special Review Permit is required to be approved by the Board of
County Commissioners.
Kerr McGee/Anadarko will submit my additional permits necessary for county approval
prior to the commencement of construction on site.
Hudson Fire Protection District:
The Site Ran and Special Review Use Application will be referred to and reviewed by the
Hudson Fire Protection District. Approval of the plans is expected. A letter from the fire
district regarding this proposal will be added to the A ppendi x once it is received.
Oversize Load Permits
If necessary, oversize load permits will be obtained prior to moving any new equipment onto
the site.
Access Permits

4. Traffic
The addition of new equipment to this site does not require modification to the access or
traffic circulation on the site. The pri may access to the site is and will continue to be off of
WCR 10. WCR 10 is currently utilized primarily by company and contractor pick-up trucks
going to and from the procrs i ng facility and neighboring oil and gas business, as well as
farm vehicles, and area residents. On a semi daily basis one semi-truck comes to the facility
to remove of I.
The proposed expansion to the compressor station will not increase area traffic from the
current traffic that accesses the site.
Based on the existing utilization of WCR 10 and the lack of additional daily trips that the
proposed activities will generate, it does not appear that approving the proposed use would
be detri mental to the safety or welfare of the motoring public in Weld County.

5. Fire& Emergency Response
There is adequate provision for the protection of the health, safety and wd fare of the
i nhabi tarts of the neighborhood and the county.
All roads I ceding to and those i n the site area are designed and maintained to support fi re
apparatus. Ample turnaround room to accommodate fire apparatus is present. I n addition to
the above-referenced rules and regulations, Anadarko is also subject to COGCC Rule 6064
pertai ni ng to Fire Prevention and Protection. A nadako has support personnel i n the field or
on call at all times to provide technical assistance in fireprevention and elimination.

OVERVIEW
This traffic memo is prepared to accompany the USR permit application for the Dougan Compressor Station
proposed by Anadarko Petroleum. This memo provides an overview of the long term traffic associated with
this site.
BACKGROUND
The site is located south of and adjacent to WCR 10 alignment, 'A mile east of WCR 33 in the NW ''A of
Sec. 14, T1N, R66W. WCR 10 and WCR 33 are both gravel roads with 60' ROW. WCR 10 ROW and the
road improvements do not continue east from WCR 33. Therefore, access to the site is within a 40'
easement from WCR 33 to the subject parcel.
The current uses on the site consists of a radio tower, small office, warehouses, air/gas compressor
buildings, engine and meter buildings, tanks, vessels and receiving and launching facilities. There is
additional equipment that will be constructed to the site but no additional traffic will be generated once
the construction is over. This memo assesses current and anticipated future traffic generation
associated with the site operations.
TRIP GENERATION
Operational Traffic
The long term operation of the site will include several entities utilizing the office and yards. The
following vehicle summaries have been used to determine the anticipated traffic generation numbers:

• Office/Mechanic staff-1
• Work Vehicles—1
• Average Daily Deliveries—0.5
The following table depicts the expected long term trip generation for the operation:

TRIP DISTRIBUTION
All of operational vehicles exiting the site during an average day will exit westbound towards WCR 27 on
WCR 10 where they can access southbound and/or northbound Highway 85. All employees will utilize
this same route to access the site on a daily basis. Similarly, deliveries will also access the site from WCR
10.
CONCLUSION
The ongoing use of the site and associated traffic is consistent with the existing uses on surrounding
properties and existing traffic on WCR 10.There are currently three gated access points for this compressor
site, all on the property. The addition of new equipment to this site is not changing the access in any way.
Besides the assigned employee, there are no additional full time personnel that will be employed at the
Dougan Station with the proposed expansion. The proposed expansion to the compressor station will not
increase area traffic from the current traffic that accesses the site.

Mr. Kimmi,
The purpose of this letter is to document drainage conditions associated with the Dougan Compressor
Station Site Amendment to the Use by Special Review Permit application.
Background
The site is located in a portion of the NW 114 of Section 14,Township 1 North,Range 66 West of the 6th
P.M., Weld County,Colorado. The purpose of the proposed development is to amend an existing Use by
Special Review Permit to allow the immediate and future additions of equipment for the compressor
station. The subject parcel is 40.24 acres. There are no drainage ways on or adjacent to the site. Speer
Canal is located approximately one mile east of the site and the Brighton Lateral Ditch is located
approximately one mile west of the site. This area has not been mapped by FEMA. The soils on site are
generally sand and loamy sand with hydrologic soil group ratings of A and B. Refer to the Use by
Special Review Plans for more information.
Off-Site Drainage
There are two off-site basins (Basin 01 and Basin 02)located to the west that drain into the site. Basin
01 is approximately 0.5 acres. Flows within this basin are generally in a sheetflow condition to the
northeast over moderately sloping agricultural land. Flows from Basin 01 will be contained within the
on-site water quality depression within on-site Sub-basin A.
Basin 02 is approximately 6.5 acres. Flows within this basin are generally in a sheetflow condition to the
east and southeast over moderately sloping agricultural land. Flows from Basin 02 will be contained
within the on-site water quality depression within on-site Sub-basin D.
On-Site Stormwater
The overall site has been divided into four sub-basins. Sub-basin A is located in the northwest corner of
the parcel and is approximately 0.8 acres. Flows in this basin are generally in a sheet flow condition to
the north. A proposed storm water quality depression has been sized to accommodate flows from Sub-
basin A and offsite Basin 01. The required storage volume is 404 cf or 0.009 acre-feet. The maximum
water quality depth will be 1 foot.
Sub-basin B is located in the north half of the parcel and is approximately 11.4 acres. Flows in this basin
are generally in a sheet flow condition to the northeast. A proposed storm water quality depression has
been sized to accommodate flows from Sub-basin B. The required storage volume is 4,568 cf or 0.105
acre-feet. The maximum water quality depth will be 1 foot.

158 Drainage Letter
Sub-basin C is located in the east half of the parcel and is approximately 11.8 acres. Flows in this basin
are generally in a sheet flow condition to the east and southeast. A proposed storm water quality
depression has been sized to accommodate flows from Sub-basin C. The required storage volume is
4,669 cf or 0.107 acre-feet. The maximum water quality depth will be 1 foot. A shallow drainage swale
along the east property line will be necessary to direct storm water within the sub-basin to the water
quality depression.
Sub-basin D is located in the south half of the parcel and is approximately 16.4 acres. Flows in this basin
are generally in a sheet flow condition to the southeast. A proposed storm water quality depression has
been sized to accommodate flows from Sub-basin D and off-site Basin 02. The required storage volume
is 7.403 cf or 0.170 acre-feet. The maximum water quality depth will be 1 foot. A shallow drainage
swale along the south property line will be necessary to direct storm water within the sub-basin to the
water quality depression.
All four sub-basins have existing native grass buffer areas that will contribute to storm water quality.
Calculations are attached for all proposed drainage features.
The WQCV is calculated as a function of imperviousness and BMP drain time using the equation:
WQCV=O(0.91 fB—1.19[72+0.781
Where, WQCV=Water Quality Capture Volume(watershed inches)
a=Coefficient corresponding to WQCV drain time
I=Imperviousness
Watershed inches are then converted to acre-ft by multiplying by the project area and dividing by 12.

Conclusion
The proposed development should not have any adverse impacts on existing drainage patterns or
adversely affect downstream properties or structures.
