Although PE was the second lowest bid, the vendor actually submitted the most accurate and complete bid according to our request for bid. PE included in the final bid price the fee for a maintenance service contract for the 2-year anniversary of the instrument, approximately 6 months of consumable costs, as well as additional miscellaneous installation items. We currently have another laboratory instrument manufactured by Perkin Elmer and have been very satisfied with their service and support which is located in the Denver area. We feel service and support would be no different for this instrument. Shimadzu's bid was the highest and therefore disqualified. ThermoScientific's bid was disqualified because the vendor did not bid out a headspace auto sampler and they were unable to provide an extended service agreement for the quoted purge and trap auto-sampler. This sampler is expensive compared to the other purge and trap samplers and it made us uncomfortable that they were not willing to extend the warrantee for that piece of equipment. The Agilent Technologies bid included three different options. Agilent's first option was comparable to the Shimadzu bid so was not considered due to the higher price. Agilent's bid option #3 was the most affordable but was not approved by EPA for the testing we wish to perform. We only considered Agilent's bid option # 2. The purge and trap sampler quoted with the Agilent bid appears to be the same item as that quoted by PE but their quote was $12070 higher. The laboratory's staff interpretation of submitted bid narratives and equipment brochures accompanying the bids revealed, Agilent's headspace sampler would not heat water samples unless the large 150-capacity tray is included, as opposed to PE's smaller capacity sampler that is capable of heating samples. The Agilent sampler also will require the purchase of a circulating water bath that would connect to the sampler and circulate warm water through the sample tray to warm the samples. PE's sampler has a dry oven which will heat the samples. The dry oven seems to us to be a better way to heat samples since it does not involve water or the purchase and installation of a separate water bath.
