BOARD OF COUNTY COMMISSIONERS
WELD COUNTY, COLORADO
MAY 9, 2012
The Board of County Commissioners of Weld County, Colorado, met in regular session in full
conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County
Administration Building, Greeley, Colorado, May 9, 2012, at the hour of 9:00 a.m.
e ROLL CALL: The meeting was called to order by the Chair and on roll call the following
members were present, constituting a quorum of the members thereof:
Commissioner Sean P. Conway, Chair
Commissioner William F. Garcia, Pro-Tem
Commissioner Barbara Kirkmeyer-
Commissioner David E. Long
Commissioner Douglas Rademacher
Also present:
County Attorney, Bruce T. Barker
Acting Clerk to the Board, Esther Gesick
Director of Finance and Administration, Monica Mika
El MINUTES: Commissioner Long moved to approve the minutes of the Board of County
Commissioners meeting of May 7, 2012, as printed. Commissioner Rademacher seconded the motion,
and it carried unanimously.
El AMENDMENTS TO AGENDA: There were no amendments to the agenda.
Fl PUBLIC INPUT: Keith Maxey, Director, CSU Extension Service, introduced Larry Hooker as the
new Extension Agent for 4-H Youth Development/Livestock. Mr. Hooker reviewed his past Extension
experience and stated he is excited to be in a County which places priority on its 4-H program and
agriculture. The Board welcomed Mr. Hooker and indicated they are pleased to have someone who is
excited about agriculture, and they are looking forward to working with him.
El CONSENT AGENDA: Commissioner Long moved to approve the Consent Agenda as printed.
Commissioner Garcia seconded the motion, and it carried unanimously.
IE COMMISSIONER COORDINATOR REPORTS: Commissioner Garcia reported he visited the
Colorado History Museum and viewed a living history exhibit for the Townsite of Keota and he
encouraged everyone to plan a visit.
El Commissioner Rademacher referenced a Tribune article which reported the City of Greeley
passed a Resolution opposing Initiatives 45 and 3, and he requested the Board of Commissioners
consider doing the same. Chair Conway agreed it is important to educate the public on the impact
these Initiatives may have on water delivery in Weld County and the West.

11 Chair Conway stated he has been working with the Northern Water Conservancy District and
announced the Fourth Annual Farmers for NISP Rally, which will be hosted in Fort Lupton at the Fort,
with a focus on the history of water development in the West. He stated the rally will be held on
Tuesday, July 24, 2012, from 11:00 a.m., until 1:30 p.m., with several prominent speakers anticipated.
BIDS:
APPROVE BID #B1200072, CLASS 6 GRAVEL SUPPLY - DEPARTMENT OF PUBLIC WORKS:
Monica Mika, Director, Department of Finance and Administration, commended Josh Holbrook for a job
well done in reviewing this bid, and Mr. Holbrook reviewed staff's recommendation of approval.
Commissioner Rademacher moved to approve the bids for North and South material supply, as
recommended by staff. Commissioner Garcia seconded the motion, which carried unanimously.
NEW BUSINESS:
CONSIDER EXPENDITURE AUTHORIZATION FOR WORKFORCE DEVELOPMENT
PROGRAM AND AUTHORIZE CHAIR TO SIGN: Judy Griego, Director of Department of Human
Services, reviewed the terms and services provided through the expenditure authorization related to
Unemployment Insurance-Employment Support Funds. In response to Chair Conway, Ms. Griego
stated Weld County is starting to see the anticipated numbers of participants. Commissioner
Rademacher moved to approve said expenditure authorization and authorize the Chair to sign. The
motion was seconded by Commissioner Long, and it carried unanimously.
CONSIDER EXPENDITURE AUTHORIZATIONS FOR VARIOUS WORKFORCE
DEVELOPMENT PROGRAMS AND AUTHORIZE CHAIR TO SIGN: Ms. Griego reviewed the terms
and services provided through the expenditure authorizations related to the Workforce Investment Act
funds for Adult and Dislocated Worker client programs. Commissioner Garcia moved to approve said
expenditure authorizations and authorize the Chair to sign. The motion, which was seconded by
Commissioner Long, carried unanimously.
e CONSIDER INSTALLATION OF TRAFFIC CONTROL DEVICE ON CR 60 AT CR 55.5: Janet
Carter, Department of Public Works, reviewed the traffic counts and rationale for installing a Stop sign
on County Road (CR) 60, at CR 55.5. In response to Chair Conway, Ms. Carter stated this project was
initiated as a result of a review of various detour routes in the area and she stated it will now be
consistent with other controlled intersections in the area. Commissioner Rademacher moved to
approve said installation. Commissioner Long seconded the motion, and it carried unanimously.
PLANNING:
e CONSIDER ACCEPTING REQUEST TO WITHDRAW APPLICATION FOR USR11-0014 AND
RESCINDING RESOLUTION #2011-3281 - A & W WATER SERVICE, INC., C/O JEFF WRIGHT:
Michelle Martin, Department of Planning Services, presented the withdrawal request of the applicant.
The applicant was not present and no public testimony was offered concerning this matter.
Commissioner Garcia moved to accept the request of A & W Water Service, Inc., c/o Jeff Wright, to
withdraw the application for USR11-0014, and to rescind Resolution #2011-3281, dated December 21,
2011. Seconded by Commissioner Long, the motion carried unanimously.
RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the
Consent Agenda. No Ordinances were approved.
Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted
by the Acting Clerk to the Board.
