RE: APROVE THE TRANSFER OF 16 WEAPONS FROM THE SHERIFF'S OFFICE TO
THE NORTHERN COLORADO REGIONAL FORENSIC LABORATORY TO BE
ADDED TO THE FIREARMS REFERENCE LIBRARY
WHEREAS, the Board of County Commissioners of Weld County, Colorado, pursuant to
Colorado statute and the Weld County Home Rule Charter, is vested with the authority of
administering the affairs of Weld County, Colorado, and
WHEREAS, the Board has been presented with a request to transfer 16 weapons that
were confiscated by the Weld County Sheriff's Office in the performance of its duties to the
Northern Colorado Regional Forensic Laboratory to be added to the Firearms Reference
Library, and
WHEREAS, after review, the Board deems it advisable to approve the request, as the
weapons were involved in criminal action and cannot be returned to the owners.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of
Weld County, Colorado, that the request to transfer 16 weapons that were confiscated by the
Weld County Sheriff's Office in the performance of its duties to the Northern Colorado Regional
Forensic Laboratory to be added to the Firearms Reference Library, be, and hereby is,
approved.
The above and foregoing Resolution was, on motion duly made and seconded, adopted
by the following vote on the 28th day of November, A.D., 2012.

Greeley Property/Evidence Supervisor Cathleen Ashliman has informed the Sheriffs office of
16 weapons that are currently being held in the Greeley property/evidence section. the
weapons were involved in criminal action in which the Sheriff's Office seized the weapons as
part of their investigations. The weapons either cannot be returned back to the owner or
have been donated by the owner to the Sheriff's Office.
Cathleen Ashliman has two options, to destroy the weapons (she has been given that
permission by the DA's office to do so) or turn them over to the Sheriff's office at the
request of the WCSO. Weld County Code (Sec. 2-8-10) defines the steps necessary to allow
for the Sheriff's office to retain and use the items. All but one of the weapons were
confiscated as part of a criminal investigation and cannot be released back to their owner.
Under Weld County Code Sec. 2-8-10, the retention or destruction of the weapons by the
Sheriff's Office falls under State Statutes - See Sec 2-8-10 Scope. One weapon item Is a
donation by the owner, who could receive the weapon back, but has chosen to donate the
item to the Sheriff's office.
I am authorizing the Sheriff's Office to turn over the 16 weapons to the Northern Colorado
Regional Forensic Laboratory for use in their laboratory.

MEMORANDUM

RE: Conversion of Firearms

I have received requests from various parties to have the firearms listed below converted
to Sheriffs Office use. Some were entered as found property and some were evidence in
cases that have been adjudicated or suspended. The requesting parties have attempted to
receive approval through various channels and have been unsuccessful thus far. I am
unaware of any WCSO policies relating to such a situation, so I am hopeful you will be
able to assist. I have been holding on to some of these guns for over two years after
receiving authorization to dispose of them. So at this point, I really need to find some
sort of resolution. My plan is to go ahead and destroy them on September 17th if no
progress has been made. Please let me know what I can do to help.
