HomeMy WebLinkAbout20120984.tiff RECORD OF PROCEEDINGS MINUTES BOARD OF COUNTY COMMISSIONERS WELD COUNTY, COLORADO APRIL 16, 2012 The Board of County Commissioners of Weld County, Colorado, met in regular session in full conformity with the laws of the State of Colorado at the regular place of meeting in the Weld County Administration Building, Greeley, Colorado, April 16, 2012, at the hour of 9:00 a.m. ROLL CALL: The meeting was called to order by the Chair and on roll call the following members were present, constituting a quorum of the members thereof: Commissioner Sean P. Conway, Chair Commissioner William F. Garcia, Pro-Tem Commissioner Barbara Kirkmeyer Commissioner David E. Long Commissioner Douglas Rademacher Also present: County Attorney, Bruce T. Barker Acting Clerk to the Board, Esther Gesick Director of Finance and Administration, Monica Mika El MINUTES: Commissioner Long moved to approve the minutes of the Board of County Commissioners meeting of April 11, 2012, as printed. Commissioner Garcia seconded the motion, and it carried unanimously. ID AMENDMENTS TO AGENDA: There were no amendments to the agenda. ID PUBLIC INPUT: No public input was given. ID CONSENT AGENDA: Commissioner Rademacher moved to approve the Consent Agenda as printed. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. BIDS: IE APPROVE BID #B1200008, 1/2 TON 4X4 EXTENDED CAB "TURNKEY" BI-FUEL-CNG PICKUPS (QTY. 2) - DEPARTMENT OF PLANNING SERVICES: Elizabeth Relford, Department of Public Works, reviewed the staff recommendation for approval. Commissioner Rademacher moved to approve the low bid from Spradley Barr Ford Lincoln. Seconded by Commissioner Garcia, the motion carried unanimously. IR APPROVE BID #B1200009, 1/2 TON 4X4 EXTENDED CAB "TURNKEY" BI-FUEL-CNG PICKUPS (QTY. 2) - DEPARTMENT OF PLANNING SERVICES/BUILDING INSPECTION: Ms. Relford reviewed the staff recommendation for approval. Commissioner Garcia moved to approve the low bid from Spradley Barr Ford Lincoln. The motion was seconded by Commissioner Rademacher, and it carried unanimously. Commissioner Rademacher moved to approve the low bid from Spradley Barr Ford Lincoln. Commissioner Long seconded the motion, and it carried unanimously. la APPROVE BID #81200011, SUV - SMALL "TURNKEY" BI-FUEL-CNG (QTY. 1) — DEPARTMENT OF PUBLIC HEALTH AND ENVIRONMENT: Ms. Relford reviewed the staff recommendation for approval. Commissioner Kirkmeyer moved to approve the sole bid from Weld County Garage. The motion was seconded by Commissioner Long, and it carried unanimously. El APPROVE BID #61200013, 1/2 TON 4X4 EXTENDED CAB PICKUP WITH SHORT BOX BI-FUEL-CNG (QTY. 1) - DEPARTMENT OF PUBLIC WORKS/ENGINEERING: Ms. Relford reviewed the staff recommendation for approval. Commissioner Garcia moved to approve the low bid from Spradley Barr Ford Lincoln. Commissioner Rademacher seconded the motion, and it carried unanimously. F) APPROVE BID #81200015, 3/4 TON 4X4 EXTENDED CAB PICKUP WITH SHORT BOX BI-FUEL-CNG (QTY. 1) - DEPARTMENT OF PUBLIC WORKS/TRUCKING: Ms. Relford stated the low bid did not meet vehicle specifications; therefore, staff is recommending acceptance of the high bid. Commissioner Garcia moved to approve the high bid from Spradley Barr Ford Linclon. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. ▪ APPROVE BID #B1200016, 3/4 TON 4X4 EXTENDED CAB PICKUP WITH LONG BOX BI-FUEL-CNG (QTY. 1) - DEPARTMENT OF PUBLIC WORKS/TRUCKING: Ms. Relford stated the low bid did not meet vehicle specifications; therefore, staff is recommending approval of the high bid. Commissioner Rademacher moved to approve the high bid from Spradley Barr Ford Lincoln. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. ID APPROVE BID #B1200027, LNG TANDEM TRUCK TRACTOR (LIQUEFIED NATURAL GAS) (QTY. 1) - DEPARTMENT OF PUBLIC WORKS/TRUCKING: Ms. Relford stated this is the first time a Liquefied Natural Gas (LNG) vehicle will be part of the Public Works (Trucking) Department. Ms. Relford stated the low bid from Westfall-O-Dell did not meet vehicle specifications; therefore, staff is recommending approval of the second low bid. Commissioner Rademacher moved to approve the second low bid from MHC Kenworth Greeley. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. F) APPROVE BID #61200062, 1 TON 4X4 CREW CAB PICKUP BI-FUEL-CNG (QTY. 1) - LASALLE FIRE DISTRICT: Ms. Relford stated the low bid did not meet vehicle specification; therefore, staff is recommending approval of the high bid. Commissioner Kirkmeyer moved to approve the high bid from Weld County Garage. Commissioner Garcia seconded the motion, and it carried unanimously. ▪ APPROVE BID #B1200063, SUV'S - MEDIUM BI-FUEL-CNG (QTY. 4) - CITY OF EVANS: Ms. Relford recommended approval of the sole bid. Commissioner Kirkmeyer moved to approve the sole bid from Weld County Garage, as recommended by staff. Commissioner Rademacher seconded the motion, and it carried unanimously. Minutes, April 16, 2012 2012-0984 Page 2 BC0016 e APPROVE BID #61200066, ROOF REPLACEMENT ON TROPHY BUILDING, 910 10TH STREET - DEPARTMENT OF BUILDINGS AND GROUNDS: Monica Mika, Department of Finance and Administration, reviewed the staff recommendation for approval. Commissioner Rademacher moved to approve the low bid from Hometowne Roofing LLC. Commissioner Kirkmeyer seconded the motion, and it carried unanimously. NEW BUSINESS: • APPROVE NEW AGREEMENT FOR SERVICES AND AUTHORIZE CHAIR TO SIGN - COLORADO YOUTH CORPS ASSOCIATION: Judy Griego, Department of Human Services, reviewed the terms of the agreement. Bruce Barker, County Attorney, confirmed he has reviewed the agreement and found it to be in order. Commissioner Rademacher moved to approve said agreement and authorize the Chair to sign. Seconded by Commissioner Kirkmeyer, the motion carried unanimously. El CONSIDER NONEXCLUSIVE LICENSE AGREEMENT CONCERNING INSTALLATION OF IRRIGATION LINE BENEATH AND ALONG CRS 18 AND 39 AND AUTHORIZE CHAIR TO SIGN — DAVID DECHANT: The Board stated due to there not being a representative from the Department of Public works they would like to continue the matter to April 25, 2012; further stating they would like to schedule a work session prior to this date. Commissioner Kirkmeyer moved to continue consideration of said agreement to April 25, 2012. The motion, which was seconded by Commissioner Rademacher, carried unanimously. e CONSIDER REASSIGNMENT AND APPOINTMENT TO BOARD OF ADJUSTMENT: Commissioner Garcia moved to approve the reassignment of Larry Reno and appointment of William Hedberg. Commissioner Kirkmeyer seconded the motion, which carried unanimously. El CONSIDER REAPPOINTMENTS TO HUMAN SERVICES COMMITTEE: Commissioner Rademacher moved to approve the reappointments of Elizabeth Barber, Jodi Hartmann, Beth Danielson, and Tom Teixeira. Commissioner Kirkmeyer seconded the motion, which carried unanimously. la CONSIDER APPOINTMENT TO WELD FAITH PARTNERSHIP COUNCIL: Commissioner Long moved to appoint William Hedberg. Commissioner Rademacher seconded the motion, which carried unanimously. El CONSIDER CORRECTED RESOLUTION REGARDING APPOINTMENT TO JUVENILE COMMUNITY REVIEW BOARD: Bruce Barker, County Attorney, stated Rebecca Wyperd was originally appointed February 6, 2012, to serve as the mental health representative; the appointment is to actually appoint Ms. Wyperd as the alternate mental health representative. Commissioner Kirkmeyer moved to approve the Corrected Resolution. The motion was seconded by Commissioner Rademacher, and it carried unanimously. RESOLUTIONS AND ORDINANCES: The resolutions were presented and signed as listed on the Consent Agenda. No Ordinances were approved. Let the minutes reflect that the above and foregoing actions were attested to and respectfully submitted by the Acting Clerk to the Board.
