HomeMy WebLinkAbout20122314.tiff THE WELD COUNTY REGIONAL COMMUNICATIONS ADVISORY BOARD TUESDAY,July 24th, 2012, 10:30 AM Pawnee Conference Room 1150 O Street The Weld County Regional Communications Advisory Board met in session in on Tuesday, July 24th , 2012 at 10:30 a.m. in the Pawnee Room of the commissioner's building. ROLL CALL: The meeting was called to order by Acting Chairman Mark Lawley. Present were board members David Montgomery, Dave Bressler, Rich Strang, Roger Ainsworth, Jay McDonald, Mark Lawley, Hugh Kane, Jack Statler, Duane McDonald, Phil Tiffany and Ted Poszywak. A quorum existed. Sean Conway was excused absent. Staff members present were Mike Savage, Anita Scrams, Dave Mathis and Susan Johnson. Others present included Mitch Wagy, Tom Beach and Mark Ward (Weld Coroner). MINUTES: Dave Bressler moved, Jay McDonald seconded a motion to approve the minutes of the June 26th 2012 Communications Advisory Board meeting, motion carried unanimously. OLD BUSINESS 1. Staff Report / Dave Mathis: June, 2012 Staff Report. E-911 calls are up 8.56%, Non-911 calls up 2.60%, overall total phone volume up 4.38%. Again, radio logs by MDT surpassed Radio logs by dispatcher. • Call processing times are still taking longer with Spillman than they did a year ago with Tiburon. Dispatchers are familiar with the system now. Spillman rep Nikki has evaluated dispatch and did not have any suggestions to improve efficiency or training on the dispatch end. o Spillman is still working on diagnostics, especially on multi-step processes o Spillman personnel have been on site and sending personnel to trouble shoot problems o Payments to Spillman have been withheld, GPD Chief Garner, the County Commissioners and Anita have all contacted Spillman expressing dissatisfaction with the product. o Next step is to evaluate what processes could possibly be eliminated to speed up the call entry and dispatch process. o per Mike Savage, time sensitive performance standards are still in place in dispatch. Dissatisfied users must continue to report problems to the elected officials o ACS will continue to identify workflow issues, and will come to the Users Group with a list of recommendations to users on what could be eliminated on the records end to speed up the entry of calls. o Mark Lawley expressed appreciation of both Dispatch and ACS for their hard work during this project 2. Spillman Update/Anita: covered in earlier discussion 3. Long Range Planning/Dave Mathis: the final RFP contract language is being finished by Patrick Groom, the contract should be signed by the end of this week. 4. Back up Center Dave Mathis: the furniture is being installed this week (missing left hand side of 7 console desks), when the parts come in the furniture at all 14 positions will be finished. ike is working on an RFP to purchase Next Gen phones for both the Back-up C�irn�ti�Z�c'� eea — 9'` ctDic? 2012-2314 Center and Main Center. The Board agreed that with the pace of technology today, it is no longer feasible to put recycled equipment at the Back-up Center. The equipment needs to be compatible. Dave brought out a concern that for the back-up center to be fully functional and identical to the main center, the 911 Board will need to purchase more consolettes radios, as there are only 8 radio consolettes at the present Back-up Center. That item will be on the next agenda, and will be forwarded to the 911 Board for discussion. 5. Fire Ground Channel Update/Dave Mathis: CCNC approved renaming the channels. Once WAC gets them renamed at the State level, the dispatch consoles can be reprogrammed. The WCRCAB approved the distribution of the Fire Ground Channels, it is up to the Fire Chiefs to determine their use. 6. New and Emerging Technology Update: deferred to next month. NEW BUSINESS 1. Coroner Notifications /Mark Ward: Weld Coroner Mark Ward approached the Board to review and amend coroner notifications to begin pronouncement of death. • Response time is generally 35-40 minutes from the coroner office, it would expedite their response—presently sometimes by the time the coroner is notified witnesses have been released, cars towed and family notifications are delayed • In the event of a Mass Casualty Incident (MCI), the coroner would like to be notified as soon as it happens so that he can assemble his team (vehicles and people) and be prepared (e.g. tornado) • He is not asking to be notified at"discovery" of the death, but at"pronouncement." Problems from ten years ago with the coroner trying to gain access before warrants were issued have been solved through training. Historically speaking, that was why the coroner request had been delayed. • The coroner handles approximately 1100 cases per year; 350 of them involve Law Enforcement, and only about 10 per year are investigated as homicides. Discussion - dispatch policy is to call the coroner when requested by incident command. It is up to Incident Command to direct dispatch to notify the coroner. This issue will be forwarded to the Weld Police Chief Association for discussion and reviewed next month at the Comm Board meeting. 2. Zone A Fire Representation on the Comm Board /Mark Lawley: Mark Lawley reported that Rob Standen is no longer with Evans Fire and another Zone A representative needs to be appointed by the County Commissioners. This item was forwarded to the Weld Fire Chiefs Association to nominate a representative for the position and follow up with the Comm Board and County Commissioners.
